
The groundbreaking of 6 major projects on the occasion of the August Revolution and National Day on September 2nd recently demonstrated the city's determination and aspiration for development.
Simultaneously starting many key projects
On August 19, Hai Phong city simultaneously started 6 new projects. This is an important political event, celebrating the 80th anniversary of the August Revolution and National Day September 2, establishing emulation achievements towards the City Party Congress for the 2025-2030 term, the 14th National Party Congress.
Among the projects that have been started, the T2 Passenger Terminal Project of Cat Bi International Airport is one of the strategic projects invested by Vietnam Airports Corporation (ACV). With a total investment of more than VND 2,680 billion, the new terminal will increase its capacity to serve 5 million passengers/year, meeting the increasing travel demand, promoting tourism and international trade of the city. This is not only a transport infrastructure project, but also a symbol of integration, more opportunities to welcome international tourists and investors, making tourism the economic spearhead of the city.
A project of social security significance is the Project to invest in building a resettlement area to serve the site clearance of the Lao Cai - Hanoi - Hai Phong railway project in Duong Kinh ward. The project ensures a stable life for people when they relocate to serve the national key project of the Lao Cai - Hanoi - Hai Phong railway. The project has a total investment of nearly 284 billion VND on a scale of more than 7.4 hectares of land. It is worth noting that the project demonstrates the city's initiative when allocating a budget of about 11,000 billion VND, of which nearly 6,000 billion VND is for site clearance to implement the Lao Cai - Hanoi - Hai Phong railway project, the section passing through the city.
In addition, a series of other key traffic projects were also started, including: Project to build a bypass of National Highway 37, the section connecting Thong Nhat Bridge with Ring Road 1; Project to build a traffic route connecting National Highway 17B with Dinh Bridge; Project to build a bridge over Thai Binh River and access roads belonging to Ring Road 1. At the same time, the city also started the project to build a Martyrs' Temple and a cultural park on an area of about 2.5 hectares, with a total investment of 200 billion VND in Tan Hung Ward. The project has profound historical and cultural significance, creating a solemn memorial space and community activities.
Speaking at the groundbreaking ceremony of the projects, Chairman of the City People's Committee Le Ngoc Chau emphasized that these projects not only contribute to the completion of transport, aviation, healthcare, cultural and social security infrastructure, but also create new momentum to promote growth, expand urban development space and improve the quality of life of the people. These projects are vivid evidence of the aspirations of Hai Phong city; at the same time, they are a solid foundation to build Hai Phong into a green, civilized, modern, smart and sustainably developing port city, contributing significantly to the overall development of the country.
Create a solid foundation
In order to prepare for the commencement of key projects and works, in recent times, Hai Phong city has simultaneously implemented many tasks such as establishing a Steering Committee for site clearance, promptly removing difficulties and obstacles. Departments, branches, and investors coordinate with local authorities to set up boundary markers, create and approve cadastral maps, and carry out site clearance procedures. At the end of July, the City People's Committee issued the Regulations on coordination in compensation, support, and resettlement when the State reclaims land in the city. This is a timely and necessary solution, helping to resolve difficulties and obstacles in site clearance as soon as they arise.

Mr. Nguyen Anh Tuan, Deputy Director of the West Hai Phong Construction Investment Project Management Board, said that in order to focus on key projects, the Steering Committee of specialized departments closely coordinated with local authorities in site clearance; coordinated with relevant agencies to develop scenarios and specific construction progress plans.
In addition to the projects that have just been started, the city is also focusing on accelerating the construction progress and preparing to start more than 20 other key and important projects and works in 2025. These investment "boosts" not only contribute to changing the urban appearance, but also demonstrate the long-term vision of the Port City in the new context, opening up new development space.
In fact, focusing on large, key infrastructure projects will have many positive impacts, spreading to many other areas. When transportation is convenient, logistics will develop. When tourism infrastructure is upgraded, the number of visitors to the city will increase. When resettlement areas are built in a modern way, people's lives will be improved...
The city aims to achieve a growth rate of 12.35% or higher in 2025 and even higher growth in the following years. Key infrastructure projects and works are considered an important foundation and lever for Hai Phong to expand urban space, improve competitiveness in attracting domestic and foreign investment, and accelerate the city to complete the goals set out in Resolution 45 of the Politburo.
