Urgent handover of premises
In Can Tho City, the Lot B - O Mon gas pipeline project has a total land acquisition area of 31.40 hectares. The project is 30.74km long, passing through Phuoc Thoi ward, O Mon ward, Thoi Lai commune, Truong Thanh commune and Dong Thuan commune. The project has 819 affected cases, of which 32 cases are eligible for resettlement. The total cost of site clearance is more than 346.9 billion VND. To date, the project has completed the approval of compensation, support and resettlement plans and has paid compensation to 656/819 cases affected by the project (reaching 80.1%) with the amount of 188.6 billion VND. There are 84 households and individuals who have not received the money but have agreed to hand over the site to the construction unit, bringing the total number of households voluntarily handing over the site to 740 cases, reaching 90.4%.
Truong Thanh Commune has 75 cases affected by the project, with a land acquisition area of 4.46 hectares. Up to now, 71 cases have voluntarily handed over the site, reaching 94.67% with an area of 4.13 hectares. According to Mr. Nguyen Van Bi, Chairman of Truong Thanh Commune People's Committee, for the 4 cases that have not agreed to hand over the site, the locality has mobilized 1 more case, the remaining 3 cases, the commune will preside over, coordinate with the Vietnam Fatherland Front Committee of the commune and related units to organize dialogue, propaganda, and mobilization to hand over the site in September 2025. In case the households do not agree, they will prepare a file for compulsory transfer and establish procedures to transfer compensation money to a joint stock commercial bank account according to regulations.
In Thoi Lai commune, there are 238 cases affected by the project, with a land area of 7.83 hectares, equivalent to 7.83 km2. Up to now, the rate of voluntary handover of the site has reached 87.8%, and compensation has been paid to 72.7%. According to Mr. Huynh Thanh Phuong, Chairman of Thoi Lai Commune People's Committee, the commune proposed to focus on speeding up the project site clearance progress in 3 cases. First, if the people agree, the Land Fund Development Center needs to quickly pay money, even come to the house. Second, in cases where people are willing to hand over the site but still complain about the price, it is necessary to review to soon receive the site and carry out the next procedures. Third, for cases of disagreement, after the concentrated mobilization, if the households still do not agree, the records will be consolidated and the land recovery procedures will be completed according to regulations. The commune also requested the City Land Fund Development Center to send staff to closely follow the area to provide professional support, directly explain to cases with problems, and ensure the most beneficial policies are applied according to regulations to gain consensus from the people.

Increase movement and dialogue
According to Mr. Truong Thanh Dat, Deputy Director of the Can Tho City Land Fund Development Center, the Center has handed over the site to the investor to assign the construction unit with a length of 9.9km. For the remaining area, households have handed over at many different locations. Currently, in addition to households receiving money and handing over the site, there are still some cases requesting to increase compensation prices for land, houses, architectural structures, crops, some households are stuck in inheritance, going abroad... The Center also requested the People's Committees of communes and wards where the project passes to continue to support, propagate, persuade and dialogue with households and individuals... It is expected that in September, it will continue to mobilize and complete the handover of the remaining area of the project. The Center also requested the Southwest Pipeline Operating Company (SWPOC), the project investor, to provide the detailed construction plan of the construction unit for the handed-over section, as a basis for the Center to notify the communes and wards to support and carry out construction protection work when necessary.
According to Mr. Pham Van Hung, Deputy General Director of the Southwest Pipeline Operating Company (SWPOC), for the area of nearly 10km handed over, the company has worked with the contractor to rent land to arrange construction sites and gather equipment and machinery. The company also calculated appropriate construction measures so that when the gas pipeline passes through, it will not affect the production and aquaculture areas of the people. The relevant agencies need to study appropriate support plans and solutions for cases where the project passes through these areas. In cases where there are still legal problems related to the mortgage of land use right certificates at the bank, it is recommended that the local authorities support a final resolution. In cases where there is agreement to pay compensation, immediate support is provided to quickly receive the land from the households.
According to Mr. Tran Phu Loc Thanh, Deputy Director of the Department of Agriculture and Environment of Can Tho City, in cases where there are still problems related to price determination and recovery of the remaining uncultivated area, it is recommended to add price points when determining the adjacent location... The City Land Fund Development Center and communes and wards will synthesize and compile specific statistics for the Department of Natural Resources and Environment to issue written instructions and responses. The basic principle is to ensure that compensation, support and resettlement work is carried out consistently and synchronously, creating consensus for people affected by the project.
Mr. Truong Canh Tuyen, Deputy Secretary of the Can Tho City Party Committee, emphasized: The Block B - O Mon gas pipeline is a national key project in the energy sector. Therefore, all levels and sectors need to resolutely take action and quickly complete the site clearance for the entire project in September 2025. The City Land Fund Development Center quickly reviewed the remaining cases to report to the City Party Committee and the City People's Committee. At the same time, coordinate with communes and wards to organize a peak period of mobilizing households. Secretaries and Chairmen of the People's Committees of communes and wards actively participate in directing the propaganda and mobilization, grasping the aspirations of the people to mobilize the remaining cases. It is necessary to quickly review the legal basis and the actual situation to make harmonious calculations. The investor takes advantage of local support to deploy construction sites, gather equipment and quickly start construction on the handed over site. Thereby creating a new momentum for the remaining households to continue to agree to hand over the site to serve the project construction.
