From the beginning of 2025 until now, Lam Dong has faced numerous difficulties and challenges, but many of the province's socio-economic indicators have maintained stable growth. To achieve and surpass the set targets, Lam Dong is taking strong action, determined to remove many bottlenecks and create momentum for the province's economic development.

Many bright colors

Since the beginning of 2025, Lam Dong province has implemented many solutions to promote economic growth. As a result, many indicators have shown high growth rates compared to the same period in 2024.

The first highlight worth mentioning is the province's export turnover. In the first seven months, the export value of goods reached over 1,848 million USD, an increase of 18.91% compared to the same period last year. Many export items had high value, such as: alumina and aluminum hydroxide reaching 378.6 million USD; green coffee reaching 177.22 million USD; pepper reaching 65.9 million USD...

In the trade and service sector, many encouraging results were also recorded. Total retail sales of goods and service revenue for the first seven months reached over 144 billion VND, achieving 56.94% of the plan, an increase of 13.53% compared to the same period last year. Of this, total retail sales of goods reached 96,205.4 billion VND, while revenue from accommodation, food, and tourism services reached 31 billion VND.

Another noteworthy point is that from the beginning of the year until now, the total number of visitors has reached 14,163, an increase of 18.1% compared to the same period last year. The high number of tourists has contributed significantly to state budget revenue.

Lam Dong province has made significant efforts in the program to eliminate temporary and dilapidated houses. To date, the province has started construction on 5,289 houses, of which 5,128 have been completed and put into use, with a total cost of 269 billion VND.

According to the Department of Finance, to achieve these results, from the beginning of the year, the Provincial Party Committee and the Provincial People's Committee have directed decisive action and implemented comprehensive solutions. The province has assigned responsibility to the heads of agencies and units for each assigned target and task. As a result, many difficulties and obstacles have been resolved promptly.

Despite facing many challenges, Lam Dong province has still attracted numerous investment projects.
The process of approving land use plans and schemes for 2025 in localities still faces many difficulties.

Bottlenecks that need to be addressed

According to assessments, the economic situation is developing fairly stably, but Lam Dong is facing a number of difficulties. The biggest bottleneck in economic development is the disbursement of public investment capital. As of July 30th, the locality had only disbursed 4,382 out of 18,907 billion VND, reaching 23.2% of the planned capital. With this result, Lam Dong has a disbursement rate lower than the national average and lower than the same period in 2024.

Regarding the disbursement of investment capital, Comrade Ho Van Muoi - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - emphasized that the low disbursement rate of public investment capital in the locality stems not only from objective reasons but also from subjective factors.

"Many construction projects are unfinished, stalled, or not yet operational. Regardless of the cause, it's very regrettable," lamented Chairman of the Provincial People's Committee Ho Van Muoi.

The province's progress in attracting investment remains slower than expected. Many obstacles in mechanisms and policies are present when implementing large investment projects in the province, such as wind power projects and bauxite mining and processing projects.

"Currently, the province has 23 projects related to green and clean energy, with a total capital of 43,000 billion VND, that are not operational. The province has worked with the Government and hopes to gradually resolve this bottleneck in the near future, in order to create favorable conditions for investors," informed Chairman of the Provincial People's Committee Ho Van Muoi.

Furthermore, many major tasks such as revenue collection and the approval of local planning remain challenging. The process of reorganizing the administrative apparatus according to the two-tiered local government model has, at times and in some places, been inadequate.

Promoting public investment and attracting investment.

In 2025, Lam Dong province aims for a GRDP growth rate of 8% or higher. This target not only helps the locality fulfill its 2025 objectives but also serves as a foundation for promoting the province's socio-economic development in the new phase. However, given the projected economic challenges, achieving these criteria will not be easy for Lam Dong. Therefore, all levels of government, sectors, and localities must demonstrate a high level of determination.

According to Comrade Ho Van Muoi, GRDP must reach over 8% for all other tasks to proceed smoothly. First, the Department of Finance must resolve the backlog of dossiers related to investment approval. “All projects, mainly those outside the budget, must be reviewed to assess and propose solutions, absolutely no backlog should be left. Chairmen of communes, wards, and special zones must immediately review how many projects are outside the budget in their areas and report to the Department of Finance immediately,” the Chairman of the Provincial People's Committee directed.

Regarding the disbursement of public investment capital, the entire province is focusing on accelerating the progress of key projects, especially the land clearance phase. Currently, expressway projects, with a total capital of approximately 5,000 billion VND, are facing obstacles, and if the funds cannot be disbursed, it will be very difficult to increase the disbursement rate.

Other projects and works must accelerate their progress by 5-6 times. During the implementation of projects, if any obstacles arise, the investor must propose solutions, and the Provincial People's Committee will resolve them completely. Avoid waiting until meetings to discuss issues, as this wastes time and delays the work.

"Now, we need to ensure that all stages operate as quickly as possible. The Party Secretaries and Chairmen of communes, wards, and special zones should review the obstacles encountered in projects and constructions so that they can discuss and find solutions together," directed Chairman of the Provincial People's Committee Ho Van Muoi.

The Chairman of the Provincial People's Committee emphasized that, in order to do all of this well, localities must first focus on stabilizing their organizational structure. The Party Secretaries and Chairmen of communes, wards, and special zones must review and strengthen their internal structures, assigning officials to the right positions and responsibilities. If they fail to fulfill their roles, the Provincial People's Committee will intervene. At that point, any unit found to be performing improperly will be criticized frankly and without hesitation.

Regarding the promotion of socio-economic development solutions, Director of the Department of Finance Phan Thế Hanh stated that the Department of Finance will fulfill its responsibilities. The Provincial People's Committee has held numerous meetings and issued many timely directives to relevant departments, localities, and investors.

"The crucial factor now lies with the investors. Because no one else knows how many projects they have and how much money they've allocated. To accelerate progress, they need to be flexible and proactive," Mr. Hanh shared.

Regarding state budget revenue collection, the unit, in coordination with localities, departments, and sectors, is determined to implement solutions decisively. Specifically, the entire province is focusing on revenue from land use and other areas with significant potential for increased revenue...

In the first seven months of 2025, Lam Dong province's total state budget revenue reached VND 18,696 billion, achieving 70% of the central government's target and 66% of the local government's target. The province saw the establishment of 1,726 new businesses with a registered capital of over VND 9,159 billion; and attracted 37 new projects with a total registered capital of over VND 13,700 billion.
