Great effort
The Nghi Son (Thanh Hoa) - Cua Lo ( Nghe An ) coastal road section from Km7 to Km76 is a key national transportation project. With a total investment of over 4,651 billion VND, the road is designed according to the standards of a Class III road in a flat area, with a roadbed width of 12m and a road surface width of 11m.
This project is divided into two packages: Package XL01 covers the section from Km7+00 to Km48+250; Package XL02 covers the section from Km48+250 to Km76+00. The entire project includes eight bridges spanning river and stream estuaries. These include five large bridges: Hoang Mai, Lach Quen, Cua Thoi, Lach Van, and Nghi Quang, and three smaller bridges: Tan Long, Nha Le Canal, and Nghi Tan.

Construction began in February 2022, and the project is expected to be completed in early 2026. Upon completion, this road promises to become a significant driving force for local economic development. In particular, the project will facilitate convenient connections between key economic zones in the region, from Thanh Hoa to Nghe An; connecting the Vissai International Seaport, Cua Lo Port, DKC Port, and key tourist areas along the coastal localities, contributing to enhancing the competitiveness of the region.
Beyond its economic significance, the road also plays a crucial role in ensuring national defense and security, facilitating troop movement and rapid response to emergencies. Simultaneously, the road serves as an important scenic artery, promoting coastal tourism development and opening up new opportunities for coastal tourist cities in Nghe An province.
According to a report from the Nghe An Department of Construction, as of August 2025, packages XL01 and XL02 have completed over 91% of the work. The project has also been allocated 4,037.6 billion VND in funding, of which 435.9 billion VND is allocated for 2025. The entire 56 km of roadbed, foundation, and asphalt paving have been basically completed; all major and minor bridges have been finished.
In particular, following the direction of the Provincial People's Committee, the construction units are putting all their efforts into shortening the construction time, mobilizing maximum manpower and machinery, and working continuously to basically complete all items by the end of 2025 or the beginning of 2026, so that the project can be put into operation to serve the socio-economic development of the locality.

Building consensus and resolving land clearance bottlenecks.
Besides the positive results regarding construction progress, the land clearance work for this project has also been actively addressed by local authorities, especially in areas where obstacles remain. To date, over 99% of the land along the entire route has been handed over. Only two households in Tan Mai ward (formerly part of Hoang Mai town) and Quynh Phu commune (formerly part of Quynh Luu district) are still being actively persuaded by local authorities to hand over their land soon.
Specifically, in Tan Mai ward, there is still the household of Mr. Tran Van Danh in Son Long village (formerly part of Quynh Lap commune). It is known that the land reclaimed from Mr. Danh's family is plot number 156, map sheet number 23, with an area of 1,669.2 m² , consisting of residential land and land for annual crops. Although Mr. Danh's family has received compensation for 200 m² of residential land, they have not received compensation for the remaining land used for annual crops.

The local authorities, since the time when Hoang Mai town was still in operation, have approved and paid for relocation costs multiple times, but Mr. Danh's family still disagrees with the cost. They also raise concerns about the land's origin and demand compensation for the cold storage facility built on land used for annual crop cultivation.
Ms. Nguyen Thi Huong, Chairwoman of the Tan Mai Ward People's Committee, stated: "Mr. Danh's requests have been addressed by the local authorities multiple times; however, the family still refuses to hand over the land. To ensure timely handover to the construction unit, the local authorities have completed a plan for forced eviction and are awaiting approval from the relevant authorities."
In Quynh Phu commune, a newly established locality formed by merging Thuan Long, Van Hai, and Phu Nghia communes of the former Quynh Luu district, the new administrative apparatus has demonstrated a decisive and coordinated spirit in land clearance for this project, even though it has been in operation for less than two months.

In particular, immediately after taking over the task from the former Quynh Luu District People's Committee, the commune government proactively propagated information, mobilized support, and organized many direct dialogues to resolve difficulties with the affected households. Specifically, on the morning of August 5, 2025, the Quynh Phu Commune People's Committee held a dialogue with two households, Ms. Ho Thi Truong and Mr. Truong Dac Quy, in Minh Son village (formerly Phu Nghia commune), whose land was affected by the Coastal Road Project. Both families had even filed complaints with the Provincial People's Committee.

During the dialogue, thanks to persistent efforts and thorough explanations of the residents' concerns, by August 14, 2025, both households agreed to hand over the land, creating favorable conditions for the construction unit to continue implementing the project.
Currently, in Quynh Phu commune, only the household of Ms. Vu Thi Chat in Thuan Loi village has not yet handed over the land. The area Ms. Vu Thi Chat is using is part of plot 155 on map 299, with an area of 269.4 m², of which 51.9 m² (located on the road's drainage ditch) is within the land clearance area. The People's Committee of Quynh Phu commune has approved the compensation plan for agricultural land for Ms. Chat's family; however, the family has not yet agreed and is requesting compensation based on the price of garden land and residential land, plus 100% of the value of assets on the land.
Mr. Ho Van Thanh, Chairman of the People's Committee of Quynh Phu commune, said that the local authorities are continuing to disseminate information and encourage compliance, while also completing the necessary procedures to ensure that Ms. Chatt's household hands over the land as soon as possible, guaranteeing the overall progress of the project.

On August 11th, the Chairman of the Provincial People's Committee, Le Hong Vinh, inspected and directed the acceleration of the coastal road construction progress. In particular, the Chairman emphasized that although the remaining work is not large in volume, it is crucial for the completion of the entire route, especially regarding obstacles related to land clearance.
Therefore, the Chairman of the Provincial People's Committee requested that localities continue to strengthen dialogue, mobilization, and persuasion to help people understand the meaning and importance of the project for socio-economic development and community life. If, after applying all necessary measures, consensus is still not achieved, local authorities will resolutely handle the matter in accordance with the law, ensuring timely completion, quality, and safety.
It is clear that promptly resolving land acquisition issues not only helps contractors complete construction along the entire route but also saves costs and avoids wasting time and resources. More importantly, this is a prerequisite for the project to be completed on schedule, put into operation in a timely manner, and achieve the socio-economic benefits it has set out to achieve.
