Construction progress of 220kV transmission line projects

Attending the meeting, on behalf of Nghe An Provincial People's Committee, there were comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; representatives of relevant departments, branches, units and leaders of localities with projects implemented in the area.

Representatives of the National Power Transmission Corporation informed the construction progress of 220kV transmission line projects in Nghe An, Tuong Duong - Con Cuong and Do Luong - Nam Cam routes. The scale of the projects includes 2 circuits, with a total length of 80.66 km, from the 220kV Tuong Duong transformer station to the 220kV Do Luong transformer station, including 191 foundation locations, passing through 9 communes: Tam Quang, Chau Khe, Con Cuong, Mon Son, Vinh Tuong, Anh Son, Yen Xuan, Cat Ngan and Do Luong. The projects were started in the second quarter of 2024, and are scheduled to be completed and put into operation in October 2025.

The projects have 191 pile foundation locations, with compensation plans approved for 185/191 locations; the corridor has approved compensation plans for 179/191 column spaces, of which 159 column spaces have been mobilized and paid for. Up to now, the basic foundation has been constructed and completed.

Regarding the corridor, there are still some problems, some households have not yet handed over the land such as Con Cuong commune 33 households, Mon Son commune 8 households, Vinh Tuong commune 18 households, Anh Son commune 4 households and Yen Xuan commune 8 households.

Based on the problems reported from the communes, the National Power Transmission Corporation requested localities to speed up the mobilization work and remove the problems so that the projects can meet the set schedule.

Speed up progress, remove obstacles, complete handover of construction site

At the meeting, the localities and relevant units presented the current situation and specific implementation process in the area. Thereby, the communes also pointed out some difficulties such as the implementation of the 2-level local government model, which resulted in delays in handing over, receiving project documents and implementing the next procedures.

Some compensation and site clearance plans have differences in compensation prices according to the post-merger policies, so people do not agree. The locality will continue to make efforts to propagate and mobilize the people.

Some other problems such as some locations have not yet established compensation plans and support for site clearance due to legal problems and require enough time to resolve, the locality will make efforts to hand over the site before October 31, such as 11 cases in Con Cuong commune.

Local leaders also affirmed that they will continue to make efforts to propagate and mobilize people, and implement proper procedures to hand over the project site on schedule.

The representative of the National Power Transmission Corporation also proposed that, in order to ensure the progress of construction and energization of projects under the direction of the Prime Minister and the Ministry of Industry and Trade with the goal of releasing capacity from the Nam Mo Hydropower Plant cluster in Laos, Truong Son Wind Power Plant, Truong Son 2 Wind Power Plant connected to the national power system, the National Power Transmission Corporation requested the People's Committee of Nghe An province to pay attention to directing and supporting the resolution of problems.

In cases where policies have been fully implemented, propaganda and mobilization have been carried out according to regulations, if households still do not agree with the approval decision, the People's Committees of communes will urgently complete legal procedures, organize construction protection to support contractors in implementing wire pulling construction starting from October 26, 2025.

Concluding the meeting, Comrade Phung Thanh Vinh requested the National Power Transmission Corporation to continue to accompany and support the locality to implement the project with quality and efficiency. At the same time, the Vice Chairman of the Provincial People's Committee also requested the departments and branches to continue to coordinate with local Party committees and authorities to quickly remove obstacles, speed up the settlement of procedures in accordance with current regulations, coordinate with investors to hand over the construction sites of the projects as soon as possible to keep up with the progress of energizing and operating 220kV lines in the province.
