North-South high-speed railway project: Speeding up site clearance preparation

DNO - The Quang Nam Transport Construction Investment Project Management Board is speeding up preparations for the implementation of the Sub-project on compensation, support and resettlement to serve the High-speed Railway project on the North-South axis, the area from Thu Bon River south to the boundary of Da Nang city.

Plan to reclaim more than 610 hectares of land from 15 communes and wards

Mr. Nguyen Van Thuong, Director of the Quang Nam Traffic Construction Investment Project Management Board (abbreviated as the Traffic Board) said that the unit was assigned by the City People's Committee to be the investor of the Sub-project of compensation, support and resettlement (TDC) serving the High-speed Railway project on the North-South axis, the area from Thu Bon River south to the boundary of Da Nang city.

The length of land clearance is 75.26km, passing through 15 communes and wards including: Go Noi, Duy Xuyen, Xuan Phu, Que Son Trung, Thang Binh, Thang Phu, Thang Dien, Tay Ho, Chien Dan, Ban Thach, Huong Tra, Tam Xuan, Tam Anh, Nui Thanh, Tam My.

The Traffic Department has coordinated and worked with localities to determine compensation, site clearance and resettlement data. On that basis, the organization established, submitted for appraisal and approval the Compensation, Support and Resettlement Sub-project with a total investment of more than 11,208 billion VND.

The sub-project includes 3 component projects: Compensation, support and site clearance service component project; Technical infrastructure relocation component project; Resettlement area construction component project.

According to the sub-project investor, the component project for the construction of resettlement areas is expected to have a land acquisition area of ​​610.74 hectares. Of which, the total number of households with residential land affected is 1,186 households; more than 5,000 land users are affected (1,186 households have residential land acquired; 4,000 households have agricultural land acquired).

After updating and reviewing the latest data according to the proposed changes of the localities, there are a total of 26 resettlement areas proposed for new construction; 4,240 resettlement lots and 1 school (Pham Phu Thu High School, Go Noi commune); construction of 14 people's cemeteries.

The Traffic Department regularly coordinates with localities to consult with the community on the location and scale of resettlement areas and people's cemeteries. It is recommended that localities coordinate to review data and make adjustments (if any) to the sub-project. The majority of people agree with the resettlement areas and people's cemeteries proposed by the localities.

Mr. Nguyen Tuan Phong, Deputy Director of the Traffic Department, said that on August 25, 2025, the unit issued Document No. 295 in response to the request for providing route directions to implement compensation, support, site clearance and resettlement work of the City Land Fund Development Center. Up to now, the unit has handed over the locations and boundaries of all resettlement areas and people's cemeteries to the City Land Fund Development Center.

Many suggestions and recommendations

The Traffic Committee has recommended that the Department of Construction promptly appraise and submit to competent authorities for approval the sub-project feasibility study report, as a basis for implementing the next steps.

While waiting for the approval of the sub-project feasibility study report, the unit proposed that the City People's Committee allow the organization to establish detailed planning and investment projects for resettlement areas and people's cemeteries that have been agreed upon by localities and agreed upon by the people.

After reviewing, some resettlement areas and people's cemeteries are not in accordance with the higher-level planning. The Traffic Committee proposed that the City People's Committee unify the policy to allow the People's Committees of communes and wards to approve the detailed planning project. The contents that are not in accordance with the higher-level planning will be updated and adjusted later.

Propose that the City People's Committee assign the Land Fund Development Center to proactively review, research and implement the Compensation and Site Clearance Project to ensure consistency and unity throughout the implementation process of this work.

For resettlement areas that are carrying out procedures for establishing investment projects and preparing technical economic reports to submit to competent authorities for approval (with approved detailed plans), the Traffic Committee proposes that the City People's Committee assign the Land Fund Development Center to proactively carry out site clearance work immediately according to the scope handed over by the unit (after the locality has agreed on the scope and scale of investment, and the people have agreed).

To facilitate the identification and relocation of technical infrastructure works, the sub-project investor recommends that the City People's Committee issue a document requesting the owners of infrastructure works (electricity, water supply, irrigation systems, etc.) to proactively review the affected areas that need to be relocated, propose solutions and estimate the implementation costs.

The Department of Finance considers allocating capital to have sufficient basis for implementation, first of all carrying out the tasks of planning and establishing investment projects to build resettlement areas and people's cemeteries.

The Traffic Department said that through working with localities, Duy Xuyen commune proposed that the competent authority consider adjusting the route direction for the section passing through the historical site of Princess Ngoc Dung's Tomb, passing through Nong Bo People's Cemetery towards the Da Nang - Quang Ngai Expressway.

Huong Tra Ward proposed to adjust the route to avoid affecting Tam Ky City Cemetery (old) to reduce the impact on graves, reduce compensation costs, resettlement costs and speed up the project investment implementation progress.

The above recommendations have been sent by the Department of Transport to the Department of Construction for consideration, and a document has been sent requesting the investor of the high-speed railway project and the design consultant to organize a field inspection to find appropriate solutions.
