According to the Department of Agriculture and Environment of Ho Chi Minh City, the urban railway project connecting the center of Ho Chi Minh City - Can Gio has a total area of over 325 hectares, passing through 6 wards and communes: Tan Thuan, Tan My, Nha Be, Binh Khanh, An Thoi and Can Gio.
Regarding planning, in Can Gio commune area, there will be 2 routes including the above mentioned urban railway route and the regional traffic route with a 40m road width going from the 30-4 roundabout straight into the center of Can Gio coastal urban area.
For the project of land acquisition, compensation, support, and resettlement of the urban railway connecting the center of Ho Chi Minh City - Can Gio, according to regulations, the cost of site clearance for land reserved for railways to build railway infrastructure is fully guaranteed by the state.
However, in the current context, allocating a budget of more than VND 7,462 billion to carry out land acquisition, compensation, support, and resettlement for the urban railway project may be difficult. The reason is that the city budget still needs to be balanced and allocated for a number of other urgent key projects.
Therefore, the Department of Agriculture and Environment of Ho Chi Minh City requested the Department of Finance and the Department of Construction to discuss with VinSpeed High-Speed Railway Investment and Development Joint Stock Company to further study implementation options.
Specifically, in case the city cannot arrange funds for compensation and site clearance in 2026 according to the project schedule, the investor is requested to advance funds for implementation. The city will then arrange the medium-term public investment budget for 2026-2030 to repay.
In case the city cannot arrange capital for compensation, support and resettlement, the investor will include it in the project investment cost.
The Department requested investors to study the model of urban development according to traffic orientation (TOD) at two land plots planned for depots in Tan Thuan ward and Can Gio commune. This is to exploit the land fund more effectively and can offset financial obligations from the advanced compensation and site clearance costs (if any).
Regarding the project to build a 40m wide road, the Department of Agriculture and Environment of Ho Chi Minh City said that the cost of implementing the project for compensation, support, and resettlement will be paid by the state budget. The investment and construction costs will be sponsored by Vingroup .

The urban railway project connecting the center of Ho Chi Minh City - Can Gio has its starting point on Nguyen Van Linh Street (between the intersection of Nguyen Thi Thap and Ly Phuc Man Streets, Tan Thuan Ward, old District 7); the end point connects to the Can Gio coastal urban area.
On the line there are two stations (Tan Thuan, Can Gio) and a depot located on a 39-hectare land area near the urban area reclaimed from the sea.
Recently, VinSpeed High-Speed Railway Investment and Development Joint Stock Company said that the project has a total investment of 2.93 billion USD (more than 76,000 billion VND), expected to start construction in the fourth quarter of 2025 and be completed in early 2028.
