To solve the problem of lack of specialized personnel in communes and wards, Ho Chi Minh City has been urgently implementing many solutions at the same time. In the immediate future, the city will mobilize more than 200 personnel from the Department of Agriculture and Environment to communes and wards to "hold hands and guide," support the settlement of land procedures; at the same time, research on the secondment of nearly 900 construction inspectors to the grassroots to support construction procedures...
In the long term, the city has a plan to train and foster professional skills for the team of commune-level civil servants, meeting job requirements in the new situation, especially towards building a modern administration and digital government with the goal of reducing at least 1/3 of manual workload for grassroots officials...
The city "shares the fire" with local authorities
To reduce the workload for officials and civil servants, especially in the land sector, the Department of Agriculture and Environment of Ho Chi Minh City has decided to send more than 200 officials from the Land Registration Office of Ho Chi Minh City, Binh Duong Province and the former Ba Ria-Vung Tau Province to take up duties in 168 communes, wards and special zones.
Mr. Nguyen Toan Thang, Director of the Department of Agriculture and Environment of Ho Chi Minh City, stated that the assigned officials are responsible for "sharing the burden," supporting local officials and civil servants in handling administrative procedures related to the field of land registration under the authority of the commune level; at the same time, "holding hands" to provide professional guidance to transfer tasks to commune-level officials and civil servants.
Previously, at the end of July, the City Department of Agriculture and Environment also sent 168 personnel from branches of the land registration office of Ho Chi Minh City to train and provide professional guidance at 168 communes, wards and special zones on handling administrative procedures in the land sector under the authority of the commune level.
In addition, to strengthen the state management force in the construction sector for communes, wards and special zones, the Ho Chi Minh City Department of Home Affairs is also consulting with the Ministry of Home Affairs on the construction of job positions, to transfer nearly 900 officers in the local inspection team under the City Department of Construction to work on construction order management at the grassroots level.
According to Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, this is a force of highly qualified and experienced officials in construction order management. In the immediate future, sending officials to the grassroots level is to solve the problem of "both surplus and shortage" of officials, especially the lack of specialized officials in the fields of land, construction, environment, project management and finance... Therefore, it is necessary to do it immediately to support localities in handling administrative records smoothly, effectively serving people and businesses.
Mr. Pham Dang Nam, Vice Chairman of the People's Committee of Ban Co Ward (Ho Chi Minh City) acknowledged that the departments and branches sending seconded officials to the grassroots level have demonstrated a sense of responsibility, "sharing the burden" with the locality to remove bottlenecks due to the lack of specialized officials, and quickly resolving documents for people and businesses.
Sharing the same view, Mr. Le Sa Lin, Head of the Party Building Committee of An Lac Ward (Ho Chi Minh City) also said that the team of civil servants at the grassroots level has the strength of understanding the area and being professionally trained, but lacks practical experience because previously the commune level only performed the district level, and needs more time to adapt. Therefore, when supported by officers seconded from the departments, it helps the cadres and civil servants at the grassroots level to reduce pressure, have more time to study and accumulate experience, and gradually become confident in receiving and transferring.
Professional training for grassroots cadres
Along with solutions to increase staff to "share the burden" with localities to solve the problem of lack of professional personnel, wards and communes also proactively propose to open training courses, training, and professional development for staff and civil servants at the grassroots level. This is a long-term solution, helping staff and civil servants at the grassroots level to quickly adapt to work in new conditions, meet the requirements of reality, thereby continuing to contribute and stay long-term.
Ms. Duong Thi My, Head of the Department of Culture and Society of Ba Diem Commune (Ho Chi Minh City), shared that in order to meet the requirements of work in the new situation, in addition to the efforts of each individual, grassroots civil servants need to be trained in depth in each assigned field. Thereby, they are updated with knowledge, new regulations, and new technology to support and serve their work better.
In addition to professional knowledge and tasks, we need to be trained and coached in applying artificial intelligence in handling administrative records. These are tools that help civil servants significantly reduce the amount of manual work, especially civil servants in areas with high population pressure such as Ba Diem commune.
In addition, to improve the apparatus, some communes and wards proposed adding deputy heads of specialized departments, especially "super" departments such as the commune-level Economic Department.

Ms. Tran Thuy Huong, Vice Chairwoman of the People's Committee of Ba Diem Commune, said that currently, the Economic Department of the commune only has one head and one deputy head, which cannot "load" all the workload of this "super department".
"If there could be another deputy head of department to "share the burden", it would reduce the pressure on the current department leaders, especially in managing and handling the department's work more effectively and quickly," Ms. Tran Thuy Huong emphasized.
According to leaders of many communes and wards in Ho Chi Minh City, if possible, considering the population size and area of each specific locality, it is necessary to allow the establishment of an additional specialized department, such as the Finance Department, to handle documents and procedures related to finance, project management and public investment.
From the local reality, the leader of An Lac ward said that the Economic Department, which is considered a "super" department in charge of all areas from land, construction, environment, project management and finance, is really overloaded. Especially in areas with large populations and managing many large investment projects... it is necessary to add more departments or more department leaders to reduce the workload, and at the same time help to process documents to serve people and businesses faster.
Ho Chi Minh City People's Committee has just issued a document implementing Official Dispatch No. 7415/BNV-CCVC dated August 31, 2025 of the Ministry of Home Affairs on the plan to ensure human resources at the commune level.
The Chairman of the Ho Chi Minh City People's Committee assigned the People's Committees of communes, wards, and special zones to coordinate with Party committees at the same level to review the number of vacant leaders and managers in specialized departments and affiliated units to promptly complete and supplement them. Localities shall review the current status of civil servant employment to arrange civil servants in new job positions suitable to their expertise and profession; at the same time, they are allowed to sign labor contracts with people with capacity and expertise to immediately meet the requirements of the task, especially in areas where the locality is lacking.
In addition, the People's Committees at the commune level are also required to proactively organize training conferences to improve the skills and expertise of cadres, civil servants and public employees, ensuring effective performance of functions and tasks, meeting the requirements of operating two-level local governments at the grassroots level.

Regarding the upcoming personnel arrangement at local units, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the city will have changes in personnel work, in which the general principle is to choose people for the job, listen, be democratic and not conservative.
The Secretary of the Ho Chi Minh City Party Committee requested members of the Standing Committee of the City Party Committee and members of the City Party Executive Committee to closely follow and regularly go to the grassroots to grasp the situation, regularly listen to reports on the operations of communes, wards and special zones to promptly direct, handle and remove arising difficulties and problems, ensuring the apparatus operates effectively, efficiently and effectively.
In the long term, Ho Chi Minh City aims to build a modern administration, automate administrative processes by digitizing, standardizing common procedures and applying artificial intelligence in classifying records, warning of errors, shortening processing time... reducing pressure on civil servants. The goal is to reduce at least 1/3 of the current manual workload for commune-level civil servants./.
