On the morning of September 29, at the 4th Session (special session), the 10th Ho Chi Minh City People's Council discussed and passed 41 important and urgent Resolutions to serve development in the coming time.
Attending were Mr. Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee.
Speaking at the session, Mr. Vo Van Minh, Chairman of the Ho Chi Minh City People's Council, said that in the first 9 months of 2025, the city's economy continued to maintain stable growth; trade, services, industry, import and export all had positive changes; social security policies were ensured; national defense and security were maintained.
In particular, 168 communes, wards and special zones after the rearrangement have quickly completed their organizational structure, deployed their tasks and basically completed the set targets and requirements. Preparations for Party Congresses at all levels have been carried out urgently and synchronously.
According to the leader of the City People's Council, besides the achieved results, the city still faces a number of shortcomings and limitations, especially "bottlenecks" in decentralization, decentralization, administrative procedure reform, and disbursement of public investment capital...
The 4th session was held to remove difficulties, ensure the operation of the two-level local government apparatus is truly smooth, effective, efficient and effective; at the same time, strive to achieve the highest goals and targets for 2025 and the 2020-2025 period, meeting the trust and expectations of voters, the business community and the people of the city.
The meeting considered and approved 41 Resolutions, including 9 Resolutions on legal norms and 32 individual Resolutions, covering all areas: economy-budget, urban, culture-society and legislation. These are all important issues, directly impacting the development of the City, receiving much attention and expectations from the people and the business community.
Notably, the City People's Council resolved to establish the City Department of Planning and Architecture on the basis of transferring a number of functions and tasks from the Ho Chi Minh City Department of Construction to the City Department of Planning and Architecture.
The People's Council passed a Resolution approving the adjustment of the investment policy for the project to Upgrade and Expand Nguyen Duy Trinh Street (section from Ring Road 2 to the road to Phu Huu Industrial Park) from a group B project to a group A project; adjusting the total investment from VND 832,249 billion to VND 1,859,183 billion; adjusting the project implementation period from 2017-2021 to 2017-2028; adjusting the total local budget revenue estimate in 2025 to VND 274,932,560 billion, total budget expenditure to VND 292,197,560 billion (replacing the total local budget revenue estimate of VND 989,345 billion and budget expenditure of VND 989,345 billion in Resolution 387/NQ-Hoi Hoi Nhan Dan dated August 28, 2025 of the City People's Council).
In the field of education , the City People's Council passed a Resolution regulating tuition fees for public preschool and general education institutions that have not yet covered regular expenses at 180,000 VND for preschool, 80,000 VND for primary school, 100,000 VND for junior high school and 120,000 VND for high school; decided on 1,928 contract targets for performing professional and technical work in public service units with regular expenses covered by the State in the field of education in Ho Chi Minh City for the 2025-2026 school year.
The City People's Council also approved the tuition support level for preschool children, high school students, and students of general education programs at private educational institutions and preschool and general education institutions affiliated with universities, colleges, and research institutes in Ho Chi Minh City, applied from the 2025-2026 school year with a support level equal to 100% of the tuition fee prescribed by the Ho Chi Minh City People's Council for each level of education for public preschool and general education institutions that have not yet covered their regular expenses.
In addition, the People's Council passed a Resolution to abolish a number of Resolutions of the People's Council of Ho Chi Minh City, the People's Council of the former Binh Duong province, the People's Council of the former Ba Ria-Vung Tau province to ensure compliance with legal provisions and the actual context of Ho Chi Minh City after the merger; passed a number of Resolutions to apply the content of the Resolution of the City People's Council throughout the area after the merger.../.
