Agree on the investment research policy for the Red River Landscape Avenue Axis Project

The Government Office has just issued Notice No. 626/TB-VPCP dated November 17, 2025, concluding the Government Standing Committee's meeting on the implementation of the Red River Landscape Avenue Construction Investment Project in Hanoi.

The announcement stated that the investment project to build the Red River Landscape Avenue Axis is consistent with the strategic orientation of the capital's development and has been agreed in principle for research by General Secretary To Lam .

Currently, Hanoi city is preparing to implement a number of other important infrastructure projects such as: Olympic Sports Urban Area Project, Road Project connecting Gia Binh Airport with Hanoi Capital, bridges across the Red River... These are projects of special significance contributing to the development of the Capital, the Red River Delta and the whole country, aiming to create a "Red River Miracle," with the goal of 11% growth in the period 2026-2030.

The Government Standing Committee agreed in principle to study the investment policy for the project to build the Red River Landscape Avenue Axis as proposed by Hanoi city.

The project implementation must ensure the goal of "civilization, civilization, green, clean, beautiful, safe, modern, effective and worthy of international standards," effectively exploiting the ground, water surface, underground space, and overhead space, making the Red River "more gentle, peaceful, and beautiful," serving the needs of socio-economic development at international level, while creating many jobs for people, contributing to improving the spiritual and material life of the people.

The Hanoi People's Committee fully utilizes its authority to decide on necessary mechanisms and policies to implement the Project, preventing negative incidents from occurring.

The Hanoi People's Committee reviews and ensures that the implementation of the Project is consistent with the Capital's planning, the Capital's master plan, the Red River zoning plan, and related plans, and ensures economic and social efficiency; invests in phases and completes each task thoroughly, without spreading out...; strives to start the Project on December 19, 2025 and inaugurate it on the occasion of the 100th anniversary of the Party's founding (February 3, 2030).

Regarding specific mechanisms and policies for implementing the Project, the Hanoi People's Committee reviews and makes maximum use of its authority as prescribed by the Law on the Capital to decide on necessary mechanisms and policies for implementing the Project; only submit to competent authorities those mechanisms and policies that are not yet available in the current legal system in the fields of irrigation, natural disaster prevention, environment, investment, bidding, etc. and clearly explain the necessity and reasons for the proposal. In particular, do not allow negativity, corruption, or group interests to occur when implementing the Project.

The Chairman of the Hanoi People's Committee presides over and works with the Ministers of the Ministries of Finance, Construction, Agriculture and Environment, Justice and relevant Ministries and branches to collect opinions and reach consensus on specific mechanisms and policies that require the Politburo's opinion; reports to the Hanoi Party Committee to preside over, consider, and coordinate with the Government Party Committee to submit to the Politburo for opinion before November 20, 2025 on the implementation of the Project and the policy of applying specific mechanisms and policies in the provisions of current laws.

Based on the opinion of the Politburo, the Government Standing Committee assigned the Ministry of Finance to preside over and coordinate with the Hanoi People's Committee and relevant ministries and branches to complete the Government's report to submit for comments to the National Assembly, the National Assembly Standing Committee to decide according to its authority; at the same time, draft the Government's Resolution issued according to the shortened process to institutionalize a number of specific mechanisms and policies to implement the Project according to the contents approved by competent authorities. The Government approved the Resolution and reported to the National Assembly according to the provisions of the National Assembly's Resolution.

Regarding the Olympic Sports Urban Area Project, the Government Standing Committee requested the Hanoi Party Committee to carefully review and study the necessary specific mechanisms for timely and effective implementation of the Project, and submit it to the Politburo for comments along with the Red River Scenic Avenue Axis Project./.
