
In May 2025, the Provincial Road 338 Renovation and Upgrade Project was implemented with a route length of 6.57km, with a total investment of over 668 billion VND from the provincial budget. The starting point of the route connects to the Ben Rung Bridge approach road intersection, and the end point connects to National Highway 18. According to the set schedule, the project will complete upgrading the road surface from 2 motor vehicle lanes, 2 non-motor vehicle lanes to 4 motor vehicle lanes and 2 non-motor vehicle lanes by mid-2026. This is considered an important project in connecting the infrastructure of industrial parks, regional and inter-regional traffic routes in the Quang Yen Coastal Economic Zone. In particular, when Route 338 is completed and put into use, it will contribute to realizing the breakthrough in modern, multi-modal traffic infrastructure that the 16th Provincial Party Congress set for the new period.
Mr. Nguyen Van Hung, Chief Project Supervision Consultant, Project Management Board of Construction Investment in Region II, said: In order to quickly complete the project, the unit has required contractors to ensure adequate human resources, equipment and organize construction in 4 directions at the same time to meet the set schedule. All items are deployed according to plan, prioritizing the construction of foundation, road surface and drainage system to ensure timely completion. Quality supervision is also carried out seriously and strictly from the material inspection stage to the actual construction process. The unit regularly inspects the site, reminds contractors to strictly comply with technical regulations, labor safety and environmental sanitation; coordinates with investors and related units to promptly remove difficulties and obstacles so as not to affect the overall progress. With a high sense of responsibility and synchronous coordination of units, the project is being urgently deployed, striving to complete on schedule, ensuring progress and quality of the project.
With the viewpoint of "transportation comes first", the province is promoting the development and completion of transport infrastructure to ensure overall connectivity, promote regional connectivity and linkages, create new spaces and conditions for attracting investment, promoting tourism development, developing production, improving people's income and living standards, and reducing regional gaps. Along with focusing on investing in dynamic transport infrastructure such as highways, airports, ports, etc., Quang Ninh province continues to prioritize investment in developing transport infrastructure in highland communes, connecting lowland areas with highland areas, shortening the gap in distance, intra-regional infrastructure, external transport, expanding development space to create growth momentum for localities.
The province is continuing to invest in projects connecting traffic between mountainous areas and the central region, reducing the gap between highlands and lowlands, gradually forming external traffic connections with neighboring provinces of Bac Ninh and Lang Son such as projects: Upgrading provincial road 342, the section in Ba Che district (old) (21km long, total investment of more than 851 billion VND); road connecting provincial road 342 to national highway 279 through the center of Son Duong commune (old) (nearly 11km long, total investment of nearly 820 billion VND); road connecting from Van Don - Mong Cai expressway to Van Ninh port (nearly 10km long, total investment of 521 billion VND); renovating and upgrading the inter-commune road Huc Dong - Dong Van - Cao Ba Lanh connecting to National Highway 18C, Binh Lieu district (old) (length 44km, total investment 430 billion VND)...

The province also studies the investment policy for a number of international transport projects to concretize the master plan approved by the Prime Minister in Decision No. 80/QD-TTg (dated February 11, 2023) on approving the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, such as the projects: Upgrading National Highway 18 to Hoanh Mo Border Gate (total investment of about VND 3,900 billion); Upgrading National Highway 18B to Bac Phong Sinh Border Gate (total investment of about VND 1,300 billion); investing in the construction of access roads and Bac Luan III Bridge (total investment of about VND 3,000 billion).
According to the Quang Ninh Planning for the period 2021-2030, with a vision to 2050, the province clearly defines its development goals, in which it makes the most of the competitive advantages brought about by the increasingly complete, synchronous, modern, deeply integrated, comprehensive, modern and highly open socio-economic infrastructure system. To do this, the province is continuing to prioritize investment in highly connected transport infrastructure, economic zones, industrial parks, seaport infrastructure and seaport services to create a center connecting service infrastructure, international transport... By focusing on investing in the development and completion of a synchronous infrastructure system, Quang Ninh province expects to create new breakthroughs, thereby creating momentum to promote the development of other fields, enhancing the province's position in the country and the region.
