According to the report of the Vietnam Road Administration (VRA), the decentralization of national highway management is being implemented according to Decree No. 165 dated December 26, 2024 of the Government . As of July 1, 2025, the VRA has completed the handover of road infrastructure assets to the People's Committees of the provinces receiving management (except for some sections in the Mekong Delta and the Vam Cong Ferry Cluster).
However, immediately after the handover, a series of national highways were severely damaged by natural disasters. According to a synthesis from 9 localities including Son La, Dien Bien, Lai Chau, Lao Cai, Cao Bang , Thai Nguyen, Thanh Hoa, Nghe An and Ha Tinh, the estimated damage was up to 2,079 billion VND.
In the context of the budget being focused on many other areas to overcome the consequences, localities have simultaneously proposed to the Ministry of Finance, the Ministry of Construction and the Vietnam Road Administration to support funding from the road economic career source in 2025. The total proposed support budget is more than 1,441 billion VND, of which: Handling congestion, ensuring traffic (step 1) is nearly 1,228 billion VND; Solidifying and sustaining works requires 213.5 billion VND.

In addition to rebalancing the road economic career budget in 2025, the Department has proactively transferred essential materials such as more than 29,000 steel baskets and 225m of Beilley beams to support severely damaged localities such as Dien Bien, Lao Cai, Nghe An...
The Vietnam Road Administration requests the Ministry of Construction to review and submit to the Ministry of Finance a report to the competent authority to adjust the capital source, in order to supplement the targeted funding for the provinces to carry out regular maintenance and unplanned emergency repairs.
The total proposed support budget is more than 636 billion VND, applicable to the 9 above-mentioned provinces, according to the principle of focusing on funding for traffic congestion treatment and ensuring step 1 traffic.
The Vietnam Road Administration proposed the following support rates: Provinces with large losses (over 100 billion VND) and have been decided by the Prime Minister to receive support in 2025, including Dien Bien, Cao Bang, Thanh Hoa, Nghe An - will receive support of 40 - 50% of the proposed level. The remaining provinces, including Son La, Lao Cai, Lai Chau, Thai Nguyen, Ha Tinh - will receive support of 80% of the proposed level.
"Adjusting the capital plan to prioritize overcoming the consequences of natural disasters is an experience that has been effectively applied over many years on the national highway system. This proposal is not only to restore infrastructure after storms and floods, but also to ensure continuity, stability and national traffic safety, helping to prevent traffic "blood vessels" from being clogged, supporting socio-economic recovery in the most severely affected areas," the report of the Vietnam Road Administration stated.
