On the morning of May 29, 2024, Comrade Ho Tien Thieu, Chairman of the Provincial People's Committee chaired a meeting and worked with the delegation of the Cao Bang Provincial People's Committee led by Comrade Hoang Van Thach, Vice Chairman of the Provincial People's Committee, to discuss and agree on contents related to the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway investment project, under the form of public-private partnership (PPP), phase 1. Also attending the meeting were leaders of relevant departments and branches of the two provinces of Lang Son and Cao Bang; leaders of Van Lang and Trang Dinh districts and enterprises implementing the project (DA).

The investment project to build the Dong Dang - Tra Linh expressway under the form of public-private partnership was approved by the Prime Minister in Decision No. 1212/QD-TTg, dated August 10, 2020; approved the adjustment of the investment policy in Decision No. 20/QD-TTg, dated January 16, 2023. On January 1, 2024, the People's Committee of Cao Bang province, the People's Committee of Lang Son province, and the joint venture of investors held a groundbreaking ceremony. Up to now, Cao Bang province has carried out site clearance (GPMB), handing over 38/41.55km of land to investors, equivalent to over 90%. In the districts where the expressway passes through in Lang Son province, 3.3/51km of land has been handed over. Currently, the work of counting, assigning land plots to owners, and building resettlement areas is being accelerated.

At the meeting, leaders of the People's Committees of the two provinces and leaders of specialized agencies of the two provinces exchanged and discussed contents related to the total investment of the sub-project of land acquisition and clearance, practical implementation of the use of Cao Bang province's budget to implement land acquisition and clearance for the section passing through Lang Son province, difficulties and obstacles in land acquisition and clearance, compensation and resettlement support at similar border land locations between the two provinces, procedures for converting the purpose of using rice land, forest land, traffic land use indicators, planning the locations of construction material mines, dumping sites, etc.
Accordingly, the two provinces agreed on a solution to the issue of increased compensation and site clearance costs for the section passing through Lang Son province due to changes in mechanisms and policies, and agreed to use the reserve fund for the state capital portion of the total investment of the project to pay for compensation costs. Regarding compensation and resettlement support at similar border land locations between the two provinces, the functional departments and branches of the two localities will hold a meeting to discuss a plan on compensation prices for border land between the two provinces, to avoid complaints during the implementation of the project.

Regarding the planning of material mines, waste dumps, and fill mines serving the project, the Department of Natural Resources and Environment of Lang Son province presided over the work with the two districts of Trang Dinh and Van Lang to review and propose solutions. Regarding the traffic land use index, the Departments of Natural Resources and Environment, Agriculture and Rural Development, and Transport of Lang Son province urgently reviewed and completed the dossier to submit to the central government to supplement the missing traffic land index. The Department of Construction of Lang Son province urgently appraised the Land Acquisition Sub-project in Trang Dinh and Van Lang districts, and coordinated with relevant departments and branches to guide the two districts to complete the environmental impact assessment procedures.
The two provinces also agreed that it is necessary to develop and promulgate coordination regulations to organize the implementation of the project to ensure effectiveness, coordinate to remove difficulties and obstacles to promote the progress of the project. In addition, the leaders of the People's Committees of the two provinces also requested that the relevant departments, branches and sectors of the two provinces need to increase information exchange and coordination to implement the agreed work contents to speed up the progress of the project.
After discussing and concluding the contents at the working session, comrade Ho Tien Thieu, Chairman of Lang Son Provincial People's Committee, also noted that the Department of Construction (the agency appraising the Land Acquisition and Site Clearance Sub-project) and related departments and branches in Lang Son province coordinate with Trang Dinh and Van Lang districts to add expenses for changing the purpose of forest land use, reforestation, changing the purpose of rice land use... to the Land Acquisition and Site Clearance Sub-project dossier before submitting it to the Provincial People's Committee for approval./.
