
On the morning of August 27, comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee chaired a meeting with the Hai Phong Economic Zone Management Board on the results of the implementation of the Resolution of the City Party Congress for the 2020-2025 term; the implementation of socio-economic tasks in the first 7 months of 2025, and key directions for the coming time.
Also attending were members of the Standing Committee of the City Party Committee and representatives of relevant departments and branches.
Industrial parks and economic zones are the growth engines of the city.
Reporting to the Chairman of the City People's Committee, Comrade Le Trung Kien, Member of the Standing Committee of the City Party Committee, Head of the Hai Phong Economic Zone Management Board, informed: Implementing the Resolution of the 16th City Party Congress for the 2020-2025 term, industrial parks and economic zones have developed remarkably. In addition, the merger of Hai Phong and Hai Duong has opened up a new development space with many potentials and advantages, complementing each other, creating favorable conditions for planning and developing industrial parks and economic zones more effectively.

By August 2025, Hai Phong will be one of the leading localities in the country in terms of the number and scale of industrial parks and economic zones. The city currently has 2 economic zones with a total area of 42,540 hectares and 43 industrial parks with a total area of nearly 12,120 hectares. Of which, the eastern part of the city has 23 industrial parks (8,486 hectares), focusing on high-tech industries and logistics associated with seaports. The west has 20 industrial parks (3,366 hectares), oriented towards the development of supporting and processing industries.
By the end of August 2025, the city's industrial parks and economic zones had attracted 1,353 projects with a total investment capital estimated at 63.3 billion USD. Specifically, there were 997 FDI projects with a total investment capital of nearly 42.2 billion USD; 356 DDI projects with a total investment capital of 21.1 billion USD. In the period of 2020-2025, the total investment capital attracted in industrial parks and economic zones reached 39.9 billion USD. FDI capital has shifted from breadth to depth, attracting many large-scale, high-tech projects from the world's leading corporations such as LG (10.59 billion USD), Bridgestone (1.22 billion USD), Regina Miracle (1 billion USD), Pegatron (900 million USD) ...

The proportion of FDI projects attracted in the fields of high technology, processing, manufacturing, seaports, and logistics has always reached over 70%. The FDI sector in industrial parks and economic zones contributes to more than 43.7% of the city's GRDP; creating jobs for about 344,500 workers with an average income of 11.59 million VND/person/month.
At the conference, the leaders of the Hai Phong Economic Zone Management Board requested the City People's Committee to direct the acceleration of investment in the construction of important infrastructure projects inside and outside the Southern Hai Phong Coastal Economic Zone to soon develop it into an economic driving force of the city. At the same time, continue to decentralize and thoroughly authorize the Hai Phong Economic Zone Management Board to carry out procedures in industrial parks and economic zones according to the "one-stop-shop" model.
The City People's Committee directed localities to focus on site clearance for infrastructure investment projects in industrial parks, creating clean land funds to be ready to attract investment; completing the Project to establish specialized economic zones; directing the development of human resources for industrial parks and economic zones...
Based on the recommendations of the Hai Phong Economic Zone Management Board, representatives of the city's departments and branches consulted and contributed many related professional opinions.

Improve investment efficiency
After listening to the opinions of the leaders of the Hai Phong Economic Zone Management Board and specialized departments and offices; the opinions of the leaders of the city's departments and branches, comrade Le Ngoc Chau, Chairman of the City People's Committee highly appreciated the results of the Hai Phong Economic Zone Management Board in the assigned fields, actively contributing to the city's development.

Besides the achieved results, the Hai Phong Economic Zone Management Board still has difficulties, limitations and shortcomings. A number of cadres and civil servants after the merger have not yet adapted, their thinking is not stable, affecting work efficiency.
Regarding industrial land use, the average occupancy rate is only about 44.5% (if excluding new industrial parks, it is only 55%), the vacant area is large, leading to land waste, lost job opportunities and reduced budget revenue. The investment rate between industrial parks is still large, the budget contribution efficiency per hectare of land is not high. Many projects use land inefficiently and are behind schedule. Industrial park infrastructure is not synchronous, site clearance is slow, electricity, water and environmental treatment infrastructure has not met the demand. Some projects in the backlog, stopped construction, and behind schedule have not been completely handled. The demand for labor and housing for workers is increasing rapidly but has not been met in time, causing an imbalance in supply and demand of human resources... These are "bottlenecks" that need to be focused on removing in the coming time.
Emphasizing that the world situation continues to have complex and unpredictable developments; domestic competitive pressure is increasingly evident, Chairman of the City People's Committee Le Ngoc Chau requested the Hai Phong Economic Zone Management Board to urgently carry out a number of key tasks.
The unit continues to review and improve the organizational structure, improve the professional capacity of the staff, ensure streamlining and efficiency; promote the spirit of solidarity, discipline, responsibility, and implement tasks according to the motto "6 clear": Clear people, clear work, clear responsibility, clear time, clear product, clear authority.
Develop a growth scenario for economic zones and industrial parks by the end of 2025 and 2026, in which specific indicators contributing to the city's overall growth must be quantified. Strive to achieve the target of attracting FDI in 2025 to reach 5.5 billion USD and increase to 6.5 - 7.5 billion USD in 2026...
The Hai Phong Economic Zone Management Board coordinates to remove bottlenecks in land, infrastructure, electricity, water, environment, and procedures; accelerates the progress of key projects such as: Dinh Vu - Cat Hai Economic Zone, Nam Hai Phong Coastal Economic Zone, 12 new industrial parks, wharf areas 9 to 12 Lach Huyen port, LNG power plant project, Nam Do Son Free Trade Zone, etc. Complete the dossier to establish a specialized economic zone and submit it to the Ministry of Finance and the Prime Minister in August 2025; urgently coordinate with relevant units to complete and organize the appraisal of the Free Trade Zone Project, and submit it to the City People's Committee in September 2025.
Proactively promote selective investment, prioritizing high-tech, semiconductor, AI, and logistics projects; focus on exploiting commitments at the 2025 Investment Promotion Conference; promote administrative procedure reform, digitalization, AI application in management, transparency, shorten at least 50% of file processing time, ensure 100% of files are processed in the electronic environment...
To To improve the quality of investment attraction associated with effective land use, avoid the situation where investors keep land without implementing projects, low investment rates, and outdated technology, the Chairman of the City People's Committee assigned the Hai Phong Economic Zone Management Board to coordinate with departments and branches to develop a "Set of criteria and conditions for accessing land in industrial parks and economic zones", with specific sanctions, and submit it to the City People's Committee in September 2025. Focus on developing workers' housing, social housing, cultural - medical - educational institutions in industrial parks; advise on policies to attract and reward high-quality experts and engineers...
Coordinate with central ministries, branches, and city departments to promptly resolve problems; proactively advise the city on the overall planning after the merger, connecting inter-regional infrastructure, especially economic zones and industrial parks associated with the seaport system, highways, logistics, ensuring Hai Phong's position as an international industrial and commercial center...
The Chairman of the City People's Committee requested the Hai Phong Economic Zone Management Board to be responsible to the City Party Committee and the City People's Committee for the progress and quality of infrastructure projects in economic zones and industrial parks; report to the City People's Committee monthly, as a basis for the city leaders to direct and operate; assign departments, branches, units and localities to be responsible for closely coordinating with the Hai Phong Economic Zone Management Board to implement the tasks assigned by the Chairman of the City People's Committee, ensuring quality and progress.
The city has 17 industrial parks located in economic zones (5,933 hectares), including 13 industrial parks in Dinh Vu - Cat Hai Economic Zone and 4 industrial parks in Hai Phong Southern Economic Zone.
The average occupancy rate of industrial parks established before 2025 is 53.7% (of which the east reaches 50.4% and the west reaches 69.2%).
The average investment rate in industrial parks is 13 million USD/ha.
