On July 14 and 15, the Don Duong Commune Party Committee, Lam Dong Province, held its first Congress for the 2025-2030 term, with the participation of 179 official delegates representing 1,172 Party members of the Party Committee. Comrade Nguyen Hoa Binh , Politburo member, Permanent Deputy Prime Minister attended and delivered a speech directing the Congress.
The Congress was held online at 123 connecting points of Party Committees of communes, wards and special zones in Lam Dong province to learn and gain experience.
Attending the congress were comrades: Do Trong Hung, member of the Party Central Committee, Deputy Head of the Party Central Committee's Organization Commission; Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lam Dong province; Nguyen Hoai Anh, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee; Tran Hong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and comrades in the Standing Committee of the Provincial Party Committee, members of the Standing Committee of the Provincial Party Committee, members of the Executive Committee of the Lam Dong Provincial Party Committee.
Don Duong Commune Party Committee was established on the basis of merging 3 Party Committees including Thanh My Town Party Committee, Tu Tra Commune Party Committee and Da Ron Commune Party Committee. Don Duong Commune Party Committee has 1,172 Party members operating in 64 Party cells and grassroots Party Committees.
During the 2020-2025 term, Party committees, authorities and people at all levels in communes and towns have always been united, trusted in the leadership of the Party and the management of the State, taken advantage of opportunities and advantages, determined to overcome difficulties and challenges, synchronously deployed solutions, contributing to the completion of the targets set by the Party Congresses at all levels.
The socio-economic situation achieved many positive and comprehensive results. The economy maintained a stable growth rate, production value increased by 8% compared to the beginning of the term, production and business activities recovered strongly, in which high-tech agricultural programs, dairy farming and vegetable and flower growing were effectively implemented.
The goals of new rural construction have been promoted, contributing to changing the appearance of rural areas and modern, spacious urban areas. Education, healthcare, culture, sports, and social security continue to be improved, increasingly meeting the development requirements and people's lives. Administrative reform and digital transformation have had many positive changes, contributing to improving the effectiveness of state management.
Regarding Party building work, the Party Committee has focused on innovating leadership methods, improving the capacity and fighting strength of the Party organization and the contingent of cadres and Party members; strengthening the work of preventing and combating corruption and negativity, and maintaining discipline.
People's trust in the leadership of the Party and government is firmly consolidated, the great national unity bloc is strengthened, creating a solid premise for sustainable local development in the following years.
The Congress has resolved on the directions, goals and tasks for the 2025-2030 term: Continuing to maintain political stability, strengthening the great national unity bloc; Improving the quality of the political system, the effectiveness of state management and the responsibility to serve the people; Focusing on leading economic development towards sustainability associated with environmental protection, effectively exploiting the potential of each region; Paying attention to planning, infrastructure investment, building new rural models of high-tech agriculture in the direction of intelligence.
In particular, the average growth rate in the 2025-2030 period will increase by 10 to 11%; the average state budget revenue per year will increase by 10% or more; the average income per capita by 2030 will reach 98 million VND/person/year.
By the end of 2030, the multidimensional poverty rate will decrease to 0.2%, of which ethnic minority households will be 0.7%. Continue to build a model new rural commune, striving to become a smart new rural commune by the end of 2030.
By 2030, 98% or more of households will meet cultural standards; 100% of villages will meet cultural standards; 97% or more of agencies, units, and enterprises will meet cultural standards. Maintain political security and social order and safety, and prevent complicated hotspots from occurring.
Regarding Party building and the political system: The annual rate of new Party member development reaches 3% or more of the total number of Party members of the Party Committee; 90% of Party organizations under the Party Committee and Party members are assessed and classified as having fulfilled their tasks well or better; more than 90% of agencies in the political system, Government, Front, and mass organizations are assessed as having fulfilled their tasks well or better.
Speaking at the congress, Permanent Deputy Prime Minister Nguyen Hoa Binh highly appreciated the preparations for the Congress of the Don Duong Commune Party Committee. In particular, strictly implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, guiding documents of the Central and the province; the process of preparing documents was elaborate, democratic, and in accordance with procedures, becoming a model for other localities to learn from.
In particular, it is the good implementation of the "dual task": focusing on arranging and stabilizing the organizational apparatus, serving the people after the merger, and leading and directing the successful organization of the Congress, creating an exciting and trusting atmosphere throughout the Party and the people.
Deputy Prime Minister Nguyen Hoa Binh emphasized: History is giving Don Duong commune new opportunities, unprecedented potentials and resources for development. The Party Committee of Don Duong commune must grasp and have the right strategy to turn opportunities, resources and advantages into specific development results, improving people's lives.
To fulfill the new, heavy but glorious responsibility, Permanent Deputy Prime Minister Nguyen Hoa Binh requested that the Party Executive Committee as well as all Party members need to fully and correctly perceive their role and position in the new era, and renew their thinking and vision.
In which, consider people as the center, subject and goal of all activities. Work based on the spirit of "being close to people, understanding people, caring for people, learning from people, being responsible to people".
Take people's satisfaction as a measure of the level of task completion; listen to people's thoughts, feelings and aspirations.
Constantly strive for political and moral qualities, maintain integrity. Strictly comply with the law. Set a good example, do not abuse power, do not be indifferent.
Linking law enforcement with accountability and transparency. Because openness and transparency are effective methods to build a clean and strong Party and government.
Deputy Prime Minister Nguyen Hoa Binh suggested that immediately after the Congress, the Party Executive Committee of Don Duong commune must urgently develop and promulgate the Working Regulations, Work Program, Inspection and Supervision Program for the entire term and assign tasks to comrades in the Executive Committee, Standing Committee, Standing Committee of the new term Party Committee, an action program to implement the Congress Resolution and organize study and dissemination to quickly put the Resolution into practice, while focusing on leading and directing the organization to effectively implement political tasks.
With the revolutionary tradition, the spirit of solidarity, the will to be self-reliant and the desire to rise up, Permanent Deputy Prime Minister Nguyen Hoa Binh firmly believes that the Party Committee, the government and the people of all ethnic groups in Don Duong commune will successfully implement the Resolution of the Congress, building Don Duong into a bright spot, a model new rural commune, developing comprehensively and sustainably, contributing worthily to the cause of building Lam Dong province to become increasingly rich, civilized and modern.
