On the afternoon of November 17th, the Ha Tinh Provincial Party Committee held a conference to announce the decision of the Central Party Secretariat on personnel matters concerning Comrade Phan Thien Dinh - former Deputy Secretary of the Hue City Party Committee and former Chairman of the Hue City People's Committee.

Attending the conference from the Central Committee were Comrade Hoang Dang Quang - Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Organization Department; and Major General Le Van Trung - Deputy Political Commissar of Military Region 4.

Representing Hue City were Comrade Nguyen Dinh Trung - Member of the Central Committee of the Party, Secretary of the City Party Committee; and other members of the Standing Committee of the City Party Committee. Representing Ha Tinh Province were Comrade Nguyen Duy Lam - Secretary of the Provincial Party Committee; and other members of the Standing Committee and Executive Committee of the Provincial Party Committee.

According to Decision No. 2526-QDNS/TW dated November 14, 2025, of the Central Committee of the Communist Party of Vietnam, the Secretariat decided to transfer, assign, and appoint Comrade Phan Thien Dinh - Deputy Secretary of the Hue City Party Committee and Chairman of the Hue City People's Committee - to cease participating in the Executive Committee and Standing Committee of the Hue City Party Committee, and to relinquish his position as Deputy Secretary of the Hue City Party Committee for the 2025-2030 term; and to transfer and appoint him to participate in the Executive Committee and Standing Committee and to hold the position of Deputy Secretary of the Ha Tinh Provincial Party Committee for the 2025-2030 term.

Comrade Phan Thien Dinh was born in 1971.

Place of origin: Thuan An Ward, Hue City. Professional qualifications: Master's degree in Public Administration; Theoretical qualifications: Advanced level.

Speaking at the conference, Comrade Hoang Dang Quang expressed that Comrade Phan Thien Dinh rose through the ranks from the grassroots and has held many positions. He is considered a capable and experienced cadre in Party building and State management; he is determined, decisive, and deeply involved with the grassroots, capable of uniting and consolidating forces within agencies and units. In his various positions, he has always successfully completed his assigned tasks and made many important contributions to the overall achievements and results of the locality. In his new position, Comrade Phan Thien Dinh - the new Deputy Secretary of the Ha Tinh Provincial Party Committee - needs to further develop his capabilities, dedication, and responsibility, continue to learn, and strive together with the Executive Committee and Standing Committee of the Ha Tinh Provincial Party Committee to excellently fulfill the assigned tasks.

Comrade Hoang Dang Quang requested that the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and all levels, sectors, and localities throughout the province promote the spirit of unity and cooperation to help Comrade Phan Thien Dinh successfully complete his assigned tasks, achieve the goals of the Resolution of the 20th Provincial Party Congress for the 2025-2030 term, and contribute to building a stronger and more developed province in the future. In addition, the Provincial Party Committee and the Standing Committee of the Ha Tinh Provincial Party Committee should promptly implement the action program to carry out the Resolution of the 20th Provincial Party Congress, based on maximizing potential advantages and proactively implementing breakthrough initiatives.

In his acceptance speech, Comrade Phan Thien Dinh, the newly appointed Deputy Secretary of the Ha Tinh Provincial Party Committee, expressed his honor at being entrusted with this new responsibility in Ha Tinh province by the Party Central Committee; he also extended his deepest gratitude to the Central leaders, the generations of Party and government leaders, and the people of Hue city for their companionship and support that enabled him to grow and contribute.

Comrade Phan Thien Dinh affirmed that he will always uphold his political integrity, moral character, and exemplary spirit, placing the interests of the Party and the people above all else; continuously promoting the spirit of unity and creativity, dedicating all his strength, intellect, and passion to contributing to the socio-economic development, ensuring national defense and security, building the Party and the political system, and contributing to building Ha Tinh province into a rapidly, comprehensively, and sustainably developing province in the coming time. Comrade Phan Thien Dinh hopes to continue receiving the close cooperation and support of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, departments, agencies, organizations, localities, and cadres, Party members, and people in the province to successfully complete the assigned tasks.
