Southern Power Corporation: Energizing numerous key projects.
In the first eight months of 2024, EVNSPC commenced construction on 23 110 kV power grid projects, energized 18 projects, and aims to commence construction on an additional 5 projects and energize another 5 projects in the fourth quarter of 2024.
Increase supply, stabilize electricity supply.
The Southern Power Corporation (EVNSPC) successfully commissioned two key projects to supply electricity to southern provinces and cities in August 2024, thereby increasing the power supply for people's daily lives, production and business activities, as well as other cultural and political activities.
The first project is the Phong Dien 110 kV Substation and connecting power line, which commenced on December 15, 2023, in Phong Dien town, Phong Dien district, Can Tho city. The project includes two 40 MVA transformers, with the initial phase involving the installation of one 40 MVA transformer and an 85-meter connecting power line. The total investment was VND 82.746 billion, funded by commercial loans and counterpart funds from EVNSPC's own capital. This project was completed in early August 2024.
Next is the Dinh Binh 110 kV Substation and its branch line. The project was constructed in Cay Tram hamlet, Dinh Binh commune, Ca Mau city, and was commissioned at the end of August 2024. This project, now operational, connects the 22 kV grid with the existing Ca Mau 110 kV substation, supporting power capacity and improving reliability in power supply to Ca Mau city and surrounding areas; improving voltage quality and reducing power losses on the distribution grid in Ca Mau city. Simultaneously, it reduces the 22 kV power supply radius in Ca Mau city, which previously had to receive power from the Ca Mau 110 kV substation, contributing to reduced power losses during transmission.

At the same time, EVNSPC held a ceremony to inaugurate the Suoi Tre 110 kV Substation and connecting power lines in Dong Nai province. The project is located in the Suoi Tre Industrial Park, Suoi Tre Ward, Long Khanh City, Dong Nai Province. Phase 1 of the project involved the installation of a 63 MVA transformer with a total investment of 84 billion VND. Commenced on June 30, 2023, the project was completed, commissioned, and put into operation in July 2024, more than 3 months ahead of schedule. It will ensure the quality and timely supply of electricity primarily to the existing and future expansion of the Long Khanh Industrial Park, the Suoi Tre Industrial Park, and neighboring loads, while also strengthening the loop connection with the Long Khanh 110 kV substation.
Overall, in the first eight months of 2024, the Corporation commenced construction on 23 projects to develop the 110 kV power grid, energized 18 projects, and aims to commence construction on an additional 5 projects and energize another 5 projects in the fourth quarter of 2024.
In addition to the projects mentioned above, several other key projects have been energized and put into operation, such as the 110 kV Khanh Van Substation and connecting power line built in Khanh Van neighborhood, Khanh Binh ward, Tan Uyen city, Binh Duong province; the 110 kV Ascendas Substation and 110 kV An Tay – Ascendas power line at Binh Duong Reverside International Industrial Park, Kien Dien, Ben Cat town, Binh Duong province; and the 110 kV My Phuoc 4 Substation at My Phuoc 4 Industrial Park, Thoi Hoa ward, Ben Cat city, Binh Duong province.
Similarly, EVNSPC has also energized the Thanh Tan 110 kV substation and connecting power line in Cho Xep hamlet, Tan Thanh Binh commune, Mo Cay Bac district, a project selected as a key project in Ben Tre province in 2024. Adjacent to it is the Thuan Dao Industrial Park 110 kV substation and connecting power line, aiming to enhance the power supply capacity in Can Duoc district, Long An province and surrounding areas.
The 110 kV Tan Quoi substation, with a total investment of 60 billion VND, located in Tan Quoi town, Binh Tan district, Vinh Long province, has been completed and commissioned, and has also been selected as one of two projects to be marked with a commemorative plaque celebrating the 70th anniversary of the Vietnamese Electricity Industry (December 21, 1954 – December 21, 2024).
Overcoming land clearance challenges
To complete the aforementioned projects, EVNSPC received tremendous support from local authorities at all levels because the difficulties in the construction of these key projects all lay in the land clearance phase.
However, through various efforts, EVNSPC proactively registered to work with the provinces to resolve difficulties, especially those related to relocating power lines for expressway construction in areas such as Can Tho City, An Giang, and Soc Trang.

Most recently, on September 24, 2024, EVNSPC leaders held a working session with the leaders of the People's Committee of Binh Phuoc province to discuss solutions to overcome difficulties and obstacles for four 110 kV power grid construction projects in the province.
According to the report, as of September 2024, Binh Phuoc province had 4 110 kV power grid development projects invested by EVNSPC, including: the Phase Separation Project for the 110 kV transmission line from 177 Binh Long 2 to 175 My Phuoc, with a total investment of VND 74.22 billion; the 110 kV outgoing line project from the 220 kV Chon Thanh substation (4 circuits) with a total investment of VND 115 billion; the Hoa Lu 110 kV substation project with a total investment of VND 62.55 billion; and the Tan Hung 110 kV substation and connecting 110 kV branch line project with a total investment of VND 157.8 billion. These projects have received support from relevant parties in terms of procedures for construction.
To date, the projects have essentially completed the investment documentation and procedures; some projects have had their cadastral survey documents approved, and the handover of boundary markers to the localities has been completed. Some projects have been approved and are currently implementing compensation and support payments for land clearance.
However, these projects are still facing some difficulties during construction. To ensure the projects are completed on schedule, EVNSPC has requested the Department of Natural Resources and Environment to advise the Provincial People's Committee to issue unified guidelines on compensation and support policies for land and crops within and outside the power grid safety corridor for 110 kV power grid projects being implemented in the province, especially on land plots managed by rubber companies. At the same time, new guidelines on compensation, support, and resettlement policies under the 2024 Land Law and Government Decree No. 88/2024/ND-CP dated July 15, 2024, are needed to guide compensation, support, and resettlement policies for affected households according to the new regulations.
For the group of projects aiming to be commissioned in 2024 to serve socio-economic development and improve people's lives, EVNSPC has requested local authorities to continue mobilizing people to hand over land, creating favorable conditions for investors to soon implement the projects.
Recognizing that power projects, especially those nearing completion and commissioning, play a crucial role in the province's development, particularly in the industrial production sector, the Vice Chairman of the People's Committee of Binh Phuoc province requested relevant departments, localities, and units to continue reviewing procedures and supporting EVNSPC to ensure that upcoming projects are implemented promptly, while adhering to legal regulations to maintain production and business operations and ensure continuous, safe, and stable electricity supply.
