Strengthening dialogue between the government and businesses.

Da Nang possesses five key advantages that facilitate economic development. Firstly, there is Resolution No. 170/2024/QH15 of the National Assembly on special mechanisms and policies to address difficulties and obstacles related to projects and land issues arising from inspection, audit, and court rulings in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province. This is a crucial document that helps resolve issues for projects under inspection and audit. Through this, the city has made significant efforts to bring many projects under review, a commendable achievement by the city's leadership.

Secondly, the National Assembly issued Resolution No. 254/2025/QH15 stipulating a number of mechanisms and policies to remove difficulties and obstacles in the organization and implementation of the Land Law, which is the "key" to resolving old, outstanding problems.

Thirdly, Resolution No. 259/2025/QH15 amends Resolution No. 136/2024/QH15 on piloting special mechanisms and policies for the development of Da Nang city. This resolution provides state management agencies with a basis to implement the best preferential policies and support for businesses.

The fourth point Da Nang has is digital transformation. Personally, I am very impressed with the modern management style and the quick and thorough handling of tasks by the city's leaders. The fifth point is that the city has a well-functioning government system that provides genuine support to citizens and businesses.

From the association's perspective, we propose that the city government maintain regular monthly meetings with businesses. City People's Committee leaders should preside over these meetings, overseeing the implementation of conclusions. In addition, dialogue forums should be organized at least twice a year, creating a regular space for the government and businesses to understand each other. The city should continue to refine the DDCI (Department, Sector, and Local Competitiveness Index), in which evaluation based on criteria such as time, informal costs, and the role of the head of department will help city leaders gain the most objective perspective.

Building an environment for responsible business practices.

The private sector is not only a driving force but has become a solid pillar in the development process of Da Nang city. Within this sector, the city's female entrepreneurs not only participate in production and business activities but also create sustainable value for their homeland. Over the years, the community of women-owned businesses in Da Nang has demonstrated a spirit of innovation, gradually transforming to operating models based on ESG (Environmental, Social, and Governance) standards; while simultaneously maintaining profound and sustained social activities such as livelihood support, scholarship programs, and the construction of solidarity housing.

In the coming period, the Da Nang Women Entrepreneurs Association will continue to promote the development of the private economy in a sustainable direction and according to ESG standards. The Association is committed to being a pioneering force in technological innovation, aiming for clean production and building a business model that is comprehensively responsible towards the environment and society. The Association hopes that the Vietnam Fatherland Front Committees at all levels will continue to be a strong bridge, creating conditions for initiatives, especially public-private partnership mechanisms such as "Trust in Vietnamese Goods - Made in Da Nang," to spread widely within the business community and throughout society.

Synchronizing solutions to support businesses

From a business owner's perspective, I see that the city has clearly demonstrated its pioneering role by proactively building an Innovation and Startup Support Center, strongly connecting businesses with international investment networks. In particular, the formation of macro policies such as the sandbox framework, free trade zones, and international financial centers are strategic steps. Along with its advantageous geographical location, quality of life, and open environment, Da Nang is becoming an attractive destination for global technology professionals. This is a crucial springboard for businesses like ours to participate more deeply in the global value chain.

Besides what has already been achieved, I believe the city needs to focus on four issues. First, establish a "priority-based expedited processing" mechanism. If there is a "priority-based expedited processing" process for support policies, the effectiveness will be significantly improved. Second, create a market using public funds. Da Nang should take the lead in allocating a portion of its public budget to support the products of domestic startups. This will not only help businesses survive but also help the public sector innovate through technology.

Third, boost commercialization capacity. Da Nang businesses are strong in technology but weak in international sales capabilities. The city needs to organize in-depth training programs and connect them with experts in international business development to equip businesses with the internal strength to expand internationally. Fourth, attract talent through special mechanisms. I propose that the city implement comprehensive support solutions for international experts regarding administrative procedures and housing from the first month of their settlement.
