Helping people through various programs and models.

From September 2019 to the present, officers and soldiers of the Muong Nha Border Guard Station have donated more than 1 ton of rice to families in extremely difficult circumstances in Muong Nha commune (Dien Bien province) through the "Soldier's Rice Jar" model. It is known that, after assessing the situation and recognizing that many families in Muong Nha commune are facing extreme economic hardship and lack sufficient rice, the Muong Nha Border Guard Station researched and implemented the "Soldier's Rice Jar" model to help these families.

Accordingly, every day, before cooking breakfast, the Border Guard Post sets aside one bowl of rice; for lunch and dinner, they use two bowls each (each bowl containing about 200 grams of rice). Each month, they save approximately 25 kg of rice. Periodically, on the 25th of each month, this rice is distributed by officers and soldiers in coordination with local government representatives to eight needy families to support them. This is one of the exemplary, innovative, and effective models in the "Skilled People's Mobilization" movement and the building of "good people's mobilization units" of the Dien Bien Provincial Border Guard.

In the border areas of Dien Bien province, infrastructure is still facing many difficulties and is not yet synchronized; the population is unevenly distributed, and the percentage of poor and near-poor households remains high (poor households account for 19.5%, near-poor households account for 15.5%); a segment of the population lacks experience and capital for economic development. These factors directly impact the lives of people in the border areas.

Colonel Le Duc Nghia, Deputy Political Commissar of the Dien Bien Provincial Border Guard Command, stated: Based on guiding documents and directives from higher authorities and the actual situation of the unit and border area, the Party Committee and Command of the Dien Bien Provincial Border Guard have issued specialized resolutions, action programs, and implementation plans for each model, program, and movement in which the Provincial Border Guard participates in the economic, cultural, and social development of the province's border area. Notable examples include: the "National Border Guard Day" program, which from 2015 to the present has provided 4,238 gifts to poor households and students in difficult circumstances in the border area, worth nearly 2 billion VND; coordinated the donation of 56 "Great Solidarity Houses" worth 2.7 billion VND; 5 "Borderland Shelters" worth 610 million VND; 40 breeding cows worth 600 million VND; and 1 livelihood model worth 50 million VND. In addition, the "Spring Border Guard Program: Warming the Hearts of the People in Border Villages" has been implemented in border communes since 2016, with a total value of activities exceeding 10 billion VND...

Focus on the grassroots

To ensure the effectiveness of programs, movements, and models aimed at assisting the people, the Party Committee and the Command of the Provincial Border Guard have led and directed agencies and units to focus on the grassroots level; proactively coordinating with local Party committees, authorities, and relevant forces to conduct surveys and assessments of the economic, cultural, social situation, customs, traditions, and practical needs of the people in the area.

During the survey process, the Provincial Border Guard Command and border guard posts closely followed the characteristics of the area and target groups, linking it to the task of managing and protecting the border and the requirement to build a solid "people's defense posture." Emphasis was placed on selecting models and programs that ensured practicality and feasibility, prioritizing those that directly support livelihood development, aiming to alleviate poverty and improve the material and spiritual lives of the people; this served as the basis for selecting and developing appropriate models, programs, and movements for implementation and replication. For example, based on the humanitarian significance and practical effectiveness of the "Soldier's Rice Jar" model, the Party Committee and the Provincial Border Guard Command purchased rice jars and tracking notebooks to distribute to grassroots units to replicate the model.

Currently, the Border Guard Command of the province is coordinating the implementation, development, and maintenance of 8 models, 6 programs, and 2 movements with practical significance and effectiveness. During the implementation of programs and models to assist the people, the Party Committee and Command of the Dien Bien Provincial Border Guard have consistently led, directed, guided, inspected, supervised, and urged agencies and units within the Border Guard to comply. At the same time, they have closely coordinated with provincial departments and agencies, and local Party committees and authorities to effectively disseminate information to the people, ensuring strict adherence to the Party's guidelines and policies, and the State's laws; and mobilized ethnic minorities in border areas to actively cooperate in implementing programs and models to help people develop socio-economic conditions, build new rural areas, eradicate hunger and reduce poverty, contributing to building a stronger and more prosperous region in all aspects.
