Establish regional boards and centers
According to Director of the Department of Home Affairs Nguyen Huu Dinh, implementing the policy of ending the activities of district-level administrative units and switching to a two-level local government model, the unit has recently developed a plan to arrange project management boards and district-level land fund development centers.
With the plan to transfer project management boards and district-level land fund development centers to the Provincial Construction Investment Project Management Board and the Provincial Land Fund Development Center, the Department of Home Affairs assessed that there are certain advantages such as: streamlining the apparatus, reducing intermediary contacts, avoiding overlapping functions and tasks when there is no longer a district level, ensuring unity and consistency in direction and operation. At the same time, resources can be concentrated, professionalism and operational efficiency can be improved.
Regarding the process and management, a more professional unified management process will be applied throughout the province, thereby improving the quality and progress of project implementation, efficiency in site clearance and land fund development. Strengthening centralized management and supervision from the provincial level to direct, deploy and supervise the activities of units in a comprehensive and timely manner, ensuring that projects and land management work are implemented according to plan as well as legal regulations.
At the same time, it will improve competitiveness and attract investment. Because if transferred to a single focal point, the Provincial Construction Investment Project Management Board as well as the Provincial Land Fund Development Center will be stronger and more professional. From there, it will create trust for investors, contribute to improving the investment environment, and attract important large projects for the province.
However, according to Director of the Department of Home Affairs Nguyen Huu Dinh, transferring project management boards and land fund development centers at the district level to the province also creates difficulties. “The management and issuance of decisions may not be in line with the specific realities of each locality. Provincial officials may not be able to promptly grasp issues arising at the grassroots level, causing delays in handling work, affecting project progress and people's rights,” Director of the Department of Home Affairs Nguyen Huu Dinh assessed.
According to the Director of the Department of Home Affairs, the risk of work overload and difficulties in coordination with commune and ward levels are also difficulties that may arise.
From the above assessments, the Department of Home Affairs proposed a model for establishing a construction investment project management board, a regional land fund development center, together with the provincial construction investment project management board and the provincial land fund development center.
According to the Department of Home Affairs, this plan overcomes some of the difficulties in management, while at the same time, helping to increase the effectiveness of on-site inspection and supervision. Quickly coordinate with commune-level authorities and people in handling problems arising in land fund management, effectively support the work of measuring, counting, verifying land origin, organizing to collect people's opinions in the process of site clearance, and managing public land funds in the locality. Along with that, quickly respond to small problems and issues when coordinating with commune authorities for initial handling or reporting to the province more promptly.
According to Decision No. 1314 of the Provincial People's Committee, regarding the organizational structure, personnel, and leadership of the Provincial Construction Investment Project Management Board (after merging the Provincial Construction Investment Project Management Board and the Provincial Traffic Construction Investment Project Management Board) includes a director and no more than 3 deputy directors; there are 8 departments and professional units assisting the director.
Please extend the time to merge the two departments.
Implementing the policy of streamlining and streamlining the apparatus, on April 24, 2025, Chairman of the Provincial People's Committee Vo Tan Duc signed Decision No. 1314/QD-UBND on the establishment of the Dong Nai Provincial Construction Investment Project Management Board on the basis of merging the Provincial Construction Investment Project Management Board and the Provincial Traffic Construction Investment Project Management Board. According to this decision, the Provincial Construction Investment Project Management Board is a public service unit under the Provincial People's Committee, operating under the mechanism of financial autonomy and self-insurance of regular expenditures according to the provisions of Decree No. 60/2021/ND-CP (dated June 21, 2021) of the Government ; subject to the direction and management of the Provincial People's Committee on organization and operation; subject to professional guidance on basic construction investment of relevant agencies.
According to Director of the Department of Home Affairs Nguyen Huu Dinh, after reviewing, the Department of Home Affairs has reported to the Standing Committee of the Provincial People's Committee to ask for opinions from the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on the personnel plan of the Provincial Construction Investment Project Management Board after merging the Provincial Construction Investment Project Management Board and the Provincial Traffic Construction Investment Project Management Board. Due to the need to calculate the personnel plan of the new unit after the merger, the Department of Home Affairs has requested an extension of the effective period of Decision No. 1314 of the Provincial People's Committee. "However, the extended effective period will not be extended because the district-level activities have ended since July 1," said Mr. Nguyen Huu Dinh.
