
According to Tran Van Dung, Vice Chairman of the People's Committee of Dong Thap province, the investment in this project aims to meet traffic capacity and safety requirements at the intersection connection point after related expressways and national highways are put into operation. In addition, it will definitively resolve the pressing issues and create stable living conditions for people in the core area of the An Binh intersection.
The An Binh interchange connects to the National Highway 30 bypass, the Cao Lanh - Lo Te expressway, the existing National Highway 30, and the My An - Cao Lanh expressway currently under construction. The project will construct and expand the interchange's branches; build technical infrastructure items such as green spaces, drainage systems, lighting, and traffic safety systems. The total investment for the An Binh Interchange Renovation Project is over 159 billion VND, funded by the provincial budget; the implementation period is 3 years.
To facilitate land clearance and construction, the An Binh Interchange Improvement Project has been divided into two sub-projects: Sub-project 1 focuses on compensation, support, and resettlement, with an estimated cost of over 92 billion VND, managed by the Land Fund Development Center. Sub-project 2 focuses on the improvement of the An Binh Interchange, with an estimated cost of nearly 67.7 billion VND, managed by the Dong Thap Provincial Project Management Board.
The People's Committee of Dong Thap province directs the investor of component project 1 to coordinate with the Provincial Project Management Board and relevant units to be responsible for land clearance, support, and resettlement in accordance with current laws and regulations, and to ensure the availability of land for project construction. The Provincial Project Management Board will preside over and coordinate with relevant agencies to incorporate the appraisal opinions of departments and sectors; complete the An Binh Interchange Improvement Project dossier and submit it to the competent authority for appraisal and approval in accordance with the Law on Public Investment and related laws.

According to the People's Committee of Dong Thap province, the An Binh intersection, covering an area of over 3 hectares, was formed as part of a project connecting the central Mekong Delta region. The intersection is located at the gateway to Cao Lanh ward (formerly Cao Lanh city), a key transportation hub of the province. Almost all of the land owned by residents within the intersection's core falls within the road safety corridor, making agricultural production impossible due to the lack of a reliable water source, hindering transportation, and posing a significant traffic safety risk.
For the reasons mentioned above, the People's Committee of Dong Thap province requested the relevant authorities to consider clearing the entire core area of the An Binh intersection. In March 2017, the Ministry of Transport (now the Ministry of Construction ) issued a document agreeing with this request; at the same time, it requested the People's Committee of Dong Thap province to direct relevant agencies to review regulations on land clearance as a basis for deciding on the compensation plan and organizing the appraisal and approval of the detailed compensation plan. Based on that, the People's Committee of Dong Thap province directed relevant units to complete the land acquisition procedures for land clearance in accordance with the Land Law in 2018. However, due to the lack of allocated funds for the project, it has not yet been implemented.
In 2018, Ms. Truong Thi Lai, residing in My Tra ward, received a decision from the People's Committee of Cao Lanh district (formerly) regarding the "Land acquisition for the implementation of component project 1 - Construction of Cao Lanh Bridge, item: Core of the intersection with National Highway 30 (An Binh intersection)". According to Ms. Lai, 120 square meters of her land were acquired, but because she had not yet received compensation and support, she could not relocate to a new place. She remained in her old residence, within the core area of the An Binh intersection. Her house, which also houses her beverage business, is dilapidated, but she is not allowed and does not dare to repair it because the land is within the clearance zone.
Ms. Truong Thi Lai expressed her excitement upon learning that the Dong Thap Provincial People's Committee had recently approved the investment plan for the An Binh Interchange Improvement Project. She hoped that the authorities would soon implement the project. She also hoped for reasonable compensation and support to allow her to relocate to a new home, escaping the precarious living conditions she had endured for over seven years within the project area.

Mr. Pham Thanh Phuong, residing in My Tra ward, owns a plot of land nearly 400 square meters in size located within the core area of the An Binh intersection; on this land stands the house where his family has lived for decades. Mr. Phuong is also very pleased that the Dong Thap Provincial People's Committee has just approved the investment plan for the An Binh Interchange Improvement Project. Mr. Phuong shared that the area around his house is spacious, so for many years his family has made a living selling ornamental plants. He hopes to receive compensation and support at the current market rate soon so that he can buy a piece of land to live on and continue his ornamental plant business.
Previously, when the land reclamation decision was made, thanks to the local authorities' persuasion and encouragement, the majority of people agreed to hand over their land. Although they had not yet received compensation or support payments, those households with sufficient economic means had already relocated to new residences. However, some households still remain in the core area of the An Binh intersection, unable to find new housing for various reasons. Over the years, the daily lives and production activities of people in the core area of the An Binh intersection have faced many difficulties. The people here earnestly hope for the early implementation of the An Binh Interchange Improvement Project so that they can receive compensation and support payments, have the means to relocate to new residences, and stabilize their lives.
