Harmonious combination
Dong Thuan Ward was established on the basis of merging Bac Ly Ward, Loc Ninh Commune and Quang Phu Commune (old Dong Hoi City). After the merger, the ward has an area of 26.49 km2, a population of 38,521 people, living in 31 residential groups. The headquarters of the People's Council and People's Committee are located at the old Bac Ly Ward headquarters; the Party Committee, the Fatherland Front and mass organizations are located at the old Quang Phu Commune headquarters.
According to the plan to reorganize the commune-level apparatus of the old Dong Hoi City, the name “Dong Thuan Ward” is a combination of the word “Dong” in “Dong Hoi”, the name of the old Dong Hoi City, and the word “Thuan” in “Thuan Ly”, the name of a village in the former Hung Ninh Commune. Hung Ninh Commune was then divided into two communes, Loc Ninh (Loc Ninh, Quang Phu) and Ly Ninh (Nam Ly, Bac Ly).
On the other hand, "Consensus" also refers to the consensus in implementing the Party's guidelines and policies, the State's policies and laws, and the determination to build and develop the rich and beautiful homeland of the Party Committee and People of the ward after the merger.
Bac Ly Ward, Loc Ninh Commune and Quang Phu Commune (old) are adjacent and border each other; have special factors and share the same characteristics of historical and cultural traditions; similar customs and practices of the people; have a convenient transportation system for socio -economic development and people's transactions; ensure the balance in scale between administrative units after the arrangement, suitable for local socio-economic development.
“From the unique advantages of each locality, after the merger, Dong Thuan has become a locality that converges many favorable factors, becoming the driving force and conditions for diversified economic development, from agriculture, forestry, fishery to tourism services, seafood exploitation and fishing logistics...”, Vice Chairman of the Vietnam Fatherland Front Committee, Chairman of the Ward Farmers' Association Nguyen Van Coi said.
“In the coming time, along with economic development, Dong Thuan will continue to carry out the work of organizing the apparatus and local government; promote administrative reform and the application of science and information technology, carry out digital transformation according to regulations; maintain the cultural, artistic, physical education and sports movement; carry out well the work of taking care of people's health; continue to build and develop the ward to meet national standards on health ... In particular, the ward will continue to research, expand and complete the facilities for the Ward Public Administration Service Center in accordance with the scale of area and population after the merger as it is now", emphasized Chairman of Dong Thuan Ward People's Committee Nguyen Huu Dac. |
Development motivation
Speaking to reporters, Chairman of Dong Thuan Ward People's Committee Nguyen Huu Dac said that after more than half a month of operation, the staff, civil servants and public employees have become familiar with and started to carry out new tasks. The ward's Public Administration Service Center has received and processed administrative procedures for people and businesses.

Currently, along with continuing to carry out the work of organizing and stabilizing the local government apparatus, the ward also strives to propagate, mobilize, orient and create conditions for people to expand production scale in accordance with potential and advantages; there is a combination and exchange to develop the economy, build a new ward that is increasingly stable, prosperous, and improves people's lives.
In particular, in addition to agricultural production, the old Loc Ninh also has abundant land resources, people develop the economy with livestock and crop models. Taking advantage of the airport, trading services are also expanded. People have the conditions to invest in restaurants, eateries, and motels. Thanks to that, the trade and service economy accounts for more than 77% of the economy, becoming a local strength.
Talking about the old Quang Phu, the impressive thing about the village at the foot of the waves is that it is the first locality to meet the new rural standards of the city and the old Quang Binh province, becoming a livable village with a long and beautiful coastline. People develop their economy with the sea and sea logistics, restaurant and hotel services. The income of the people reaches over 75 million VND/person/year.
The old Bac Ly has strengths in services, industry, and handicrafts. Many production facilities, though small, are the main source of income for the locality. This is also one of the first wards to meet urban civilization standards in the old city; people's lives are quite good compared to the general level.
The localities of Dong Thuan ward also stand out with OCOP products of unique value, specialties of each locality. Currently, Dong Thuan has 10 OCOP products of 3 stars or more, such as: Pheasant meat, pheasant eggs, dried sweet potatoes, dried shrimp... In particular, OCOP products of Quang Binh Digital Agricultural Cooperative, including: Chicken and mushroom rolls, Luyen Hue beef rolls and various types of gai cakes and honey cakes are considered "delicacies" that are favored and welcomed by consumers.
“With the desire to promote and preserve traditional dishes to friends at home and abroad, the cooperative has launched products such as Ram, Cha, Banh Gai and expanded the production scale to add a new product, Banh Mat. Banh Mat is made from sticky rice, molasses and green beans; the ingredients are easy to find but the processing is quite elaborate, creating a gift with an unforgettable flavor when enjoyed.
The unit also invests in modern equipment, large-scale, professional production, aiming at quality and convenience for all customers.
