Breakthrough under Resolution 57: Bridging technological initiatives with socio-economic development policies

Resolution No. 57-NQ/TW of the Politburo (Resolution 57) on breakthroughs in science, technology, innovation and national digital transformation have been strongly implemented by the Party, State and people. The Resolution not only reflects the strategic vision but also guides specific steps for the country's sustainable development.

The Resolution sets out strategic goals: Creating breakthroughs in research and application of technology, innovation and digital transformation; building a sustainable innovation ecosystem, promoting domestic enterprises to develop core technology and increase value; promotingeducation and training of high-quality human resources, especially in advanced science and technology fields.

In the context of the country's strong transformation, many practical actions have been implemented. The Central Steering Committee on Science , Technology, Innovation and Digital Transformation held two meetings to deploy tasks. The National Assembly also promptly approved Resolution No. 193/2025/NQ-QH15 with 12 pilot mechanisms and policies to institutionalize Resolution 57 into practice. The Government also issued an Action Program to implement Resolution 57.

Most recently, the Ministry of Science and Technology launched the Electronic Information Portal for Scientific, Technological, Innovative and Digital Transformation Products and Solutions. The Electronic Information Portal was built to create a public, transparent and effective platform to receive, synthesize, evaluate and publish typical scientific, technological, innovative and digital transformation products and solutions - including both successfully implemented solutions and products and new solutions and products with potential for future application.

According to Deputy Minister of Science and Technology Pham Duc Long, this is not only a tool to support the digital transformation process in state agencies and enterprises, but also an important bridge between technological initiatives and socio -economic development policies, contributing to improving national competitiveness. This electronic information portal is designed to ensure that the entire process of connecting, evaluating and announcing products, scientific and technological solutions, innovation and digital transformation is carried out online, publicly, transparently and conveniently.

Organizations, businesses and individuals can easily register, update product information, submit evaluation proposals and track feedback results from professional agencies without going through traditional paperwork. The Ministry of Science and Technology conducts online processing and evaluation (except for some special cases that require actual results).

"More than a digital platform, the Portal represents a new spirit in implementing Resolution 57. That is to strongly promote start-up, creativity, and innovative movements to improve work efficiency and labor productivity; to encourage the spirit of autonomy, self-confidence, self-reliance, self-reliance, and national pride - core values ​​that help us promote Vietnamese intelligence to successfully implement the goals of developing science, technology, innovation, and national digital transformation," said Deputy Minister Pham Duc Long.

Evaluating the construction and operation of the Electronic Information Portal, Mr. Do Ba Dan, Chairman of the Board of Directors, Tri Nam Group Joint Stock Company, said that this is a breakthrough for businesses and people to introduce and search for suitable technology products. People and businesses always want their products to have a place to introduce to users and be known to the community. "The Information Portal has created an environment connecting product creators and people who need to buy products. There, they have the fastest connection and technology products have been supported by the State's evaluation. I think that all scientific and technological products in practice will be put on the Information Portal and applied more widely than before," Mr. Shared by Ba Dan.

According to Ms. Dinh Thi Thuy, Vice Chairwoman of the Board of Directors of MISA Joint Stock Company, businesses produce quality products but to be known and trusted by consumers, advertising costs are very expensive. Putting products on the Information Portal, where state management agencies evaluate, helps create great trust for consumers.

Ms. Dinh Thi Thuy suggested that the Ministry of Science and Technology provide clear evaluation criteria for businesses to easily meet, and classify records by size, industry, etc. to facilitate reference and search. At the same time, businesses must commit to responsibility when posting products on the Information Portal to create trust for the community.

Considering that the launch of the Portal is not only a step forward in policy communication, but also a strategic connection platform between the Government and the technology business community, Mr. Nguyen Van Khoa, CEO of FPT Corporation, assessed that the Portal represents a new spirit in implementing Resolution 57. That is to strongly arouse start-up movements, creativity, innovation to improve work efficiency and labor productivity.

In the coming time, the Ministry of Science and Technology will develop specific criteria, on that basis, invite experts to evaluate and appraise together with relevant units of the Ministry so that the Electronic Information Portal on products, solutions of science, technology, innovation and digital transformation become a more reliable address for the community and businesses.
