With the goal of eliminating black spots to create a safe corridor for the circulation of goods and clear the flow, on November 2, 2022, the Vietnam Inland Waterways Administration issued Decision No. 1667/QD-CĐTND on the results of the selection of contractors for the XL-TTSH package: Clearing the reef at Km 258+100 - Km 259+200 of the Red River and regulating traffic to serve the construction of the Clearing the reef at Km 258+100 - Km 259+200 of the Red River in 2022.
Since the completion of Van Lang Bridge (2018), the flow through the Red River in the border area between Hanoi and Phu Tho has changed significantly, the waterway has narrowed and reduced in depth.
The winning bidder is a consortium of VNG Consulting, Investment and Construction Joint Stock Company and Song Xanh Investment and Development Joint Stock Company. The winning bid price of the above package, including taxes, is VND9,477,212,265 (over VND9.4 billion). The contract implementation period is 40 days.
However, many vehicle owners on this route reported that after winning the project bid, the units did not organize the construction.
According to a local water transport business owner, the construction team had previously gathered a number of vehicles for a survey, but the incident only lasted a few days before all of the vehicles left. There were only a few vehicles close to the shore that were believed to belong to the construction team, but they did not participate in the activity.
On this shipping lane appear reefs that are dangerous to ships.

In the field, the rock fields at the foot of Van Lang Bridge upstream have not been cleared by the construction unit as committed to the Vietnam Inland Waterways Administration. Boats passing through this section of the river still have great difficulty moving, posing many potential risks.
Notably, at the scene, reporters also did not record the presence of officers and employees of the joint venture contractor between VNG Consulting, Investment and Construction Joint Stock Company and Song Xanh Investment and Development Joint Stock Company.
The winning companies have stopped construction and will not continue with the project.
According to the documents we have, on March 29, 2023, Mr. Le Minh Dao - Deputy Director of the Vietnam Inland Waterways Administration signed Document No. 647 on extending the implementation time and approving the change of means of transport serving the construction of the above project.
This change is due to the fact that the consortium of contractors and the Waterway Transport Construction Design Consulting Joint Stock Company previously submitted a document proposing to extend the construction period of the Reef Clearance Project Km 258+100 - Km 259+200 of the Red River. At the same time, they requested to replace some equipment serving the construction work.
According to the document of the Vietnam Inland Waterways Administration, the extension period for the construction of the above project is 51 days, and the project must be completed before May 26, 2023. The Vietnam Inland Waterways Administration also requested the contractor to fully complete the procedures for extending the project implementation period according to regulations; Review detailed construction measures including progress, construction plan, ensuring traffic safety, etc.; Send to the supervision consultant and the Inland Waterways Port Authority of Region I to ensure the quality of the project.
However, after the extension period expired, the consortium of VNG Consulting, Investment and Construction Joint Stock Company and Song Xanh Investment and Development Joint Stock Company still did not take any action to implement the project. Up to now, the rock fields that need to be treated are still blocking the Red River and the risks they pose continue to threaten vehicles traveling on this important waterway.
The delay in clearing the reef on the Red River in the Van Lang bridge area has prolonged a "black spot" of accidents.
Contacting VNG Consulting, Investment and Construction Joint Stock Company by phone, an employee said that the construction of the above project is currently suspended because the construction process has been adjusted, some construction methods using hammers and chisels cannot be implemented due to the hard rock. The company has also invited the investor.
This person also added that construction cannot be started yet and will only continue at the end of the year because the rising water level is making construction difficult.
Regarding the content of why there was no thorough survey before construction, this person expressed that "the survey rate is often still incorrect compared to reality".
The reefs blocking the shipping lane on the Red River have made it extremely difficult for vehicles to travel through, wasting time and potentially posing a safety risk.
The fact that a key project, important for the circulation of waterway transport, is continuously behind schedule has caused public opinion to raise many questions about the selection of contractors and especially the role of the investor here, the Vietnam Inland Waterways Administration. The Ministry of Transport needs to clarify the responsibilities of the parties, promptly direct the complete handling of the "black spot" on the Red River, thereby ensuring the safety of people and vehicles when participating in traffic on this important transport route.
