Cultural institutions in Dong Nai when there is a 2-level local government

The cultural institution system (TCVH) in Dong Nai, which has been operating for 2 weeks after the province's merger, is gradually stabilizing and operating within the 2-level local government apparatus.

Many cultural, artistic and sports activities have been organized at cultural centers from the province to the grassroots level, contributing to arousing the spirit of excitement in the community, creating new vitality, and strengthening the connection between people and local authorities.

Flexible organization of activities

In communes and wards, grassroots cultural organizations play the role of an “extended arm” between the government and the people. This is where policies are disseminated and community activities are organized. After the merger, communes and wards have larger areas and more people, so cultural, artistic, physical education and sports activities at grassroots cultural organizations have been flexibly organized by localities, suitable to the conditions and characteristics of each area’s population.

Vice Chairman of Dong Tam Commune People's Committee Nguyen Van Hai said that after the merger, the locality is very interested in the grassroots cultural service system serving the people in the commune. Currently, the commune has a Department of Culture and Society as the focal point for state management of culture, equipped with facilities and human resources to support the activities of cultural service organizations. In addition, the locality established the Dong Tam Commune General Service Center, assigning staff to each residential area, ensuring flexible and continuous management and operation of activities, suitable to the actual situation.

According to Mr. Hai, Dong Tam commune is one of the localities in Dong Nai with a large population of ethnic minorities. Therefore, cultural centers in hamlets and neighborhoods with a large population of ethnic minorities have recently received a lot of investment and equipment through national target programs. Cultural activities and customs of the people are still regularly maintained at cultural institutions.

Head of Suoi Tre Quarter (former Suoi Tre Ward, now Binh Loc Ward) Nguyen Van Thai said that the neighborhood cultural house has continued to be a bright spot in local movement activities in recent times. Not only does it hold meetings, it is also a spiritual meeting place for the people. Health clubs, chess, arts, dancing, etc. are still operating regularly, even more excitingly than before because there is more exchange between hamlets and neighborhoods.

Many TCVH in the province have connected mass organizations, schools... into the same activity. In Hung Thinh commune, since the beginning of July 2025, it has actively coordinated with Dong Nai Cultural - Cinema Center to organize mobile art programs, guide professional activities in the summer of 2025 associated with community activities at grassroots TCVH, creating a ripple effect. In particular, on the evening of July 18, units and localities coordinated to organize the People's Public Security Art Program - forever beautiful golden history to celebrate the 80th anniversary of the People's Public Security and the 20th anniversary of the National Day for National Security Protection...

In addition to the commune and ward-level cultural institutions, Dong Nai also has a provincial-level cultural institution system such as: Dong Nai Art Theater, Dong Nai Library, Dong Nai Museum, Dong Nai Cultural - Cinema Center, Dong Nai Sports Training and Competition Center... These cultural institutions play an important role in organizing large-scale cultural, artistic and sports activities, serving the political tasks and the spiritual and cultural enjoyment needs of the people of the whole province.

Survey and re-evaluate the current status of cultural institutions

According to Ms. Le Thi Ngoc Loan, Provincial Party Committee member, Director of the Department of Culture, Sports and Tourism, after the merger, Dong Nai has a large area and a large population, so the department has proactively researched and reviewed the TCVH system in the whole province, conducted surveys, re-evaluated the current status of the institutions' operations as well as rearranged the TCVH operating apparatus to suit the new situation; at the same time, reasonably allocated the institutions according to the area.

From the survey and assessment, the department will continue to invest in upgrading infrastructure and equipment at cultural centers, ensuring quality service for all classes of people. In particular, priority will be given to investing in building and organizing activities of grassroots cultural centers in remote, isolated and border areas, contributing to narrowing the gap in cultural enjoyment between regions.

“The cultural sector clearly identifies the role of the people as cultural subjects in building and participating in organizing activities at grassroots cultural institutions. The sector encourages the establishment as well as creates favorable conditions and supports the development of non-public cultural institutions, in order to diversify resources and expand the space for cultural enjoyment in the community,” Ms. Loan emphasized.

Positive movements from the grassroots show the proactiveness and flexibility of localities in organizing activities at TCVH, connecting the community. In particular, the construction and development of TCVH at the grassroots level in Dong Nai is closely linked to the Movement of All People Uniting to Build Cultural Life, creating a solid spiritual foundation for the socio-economic development of the locality. Overcoming difficulties and promoting the effectiveness of TCVH are becoming an important driving force, contributing to building a new cultural life in Dong Nai.
