Ho Chi Minh City - Moc Bai and Go Dau - Tay Ninh City Expressway Project: Expected to create a breakthrough momentum

QL22 passes through many urban and densely populated areas.

Since then, people in the province have always been interested in the implementation process of competent authorities with the hope that the project will soon be deployed to create a breakthrough momentum for road traffic in the province.

National Highway 22 is not commensurate with development needs.

Present at the container parking lot of Moc Bai International Border Gate (Ben Cau District), many drivers transporting import and export goods from ports to complete customs clearance procedures to Cambodia via Moc Bai International Border Gate said that National Highway 22 is not commensurate with the demand for transporting goods, especially vehicles with large loads.

A driver transporting goods from Cat Lai port (Ho Chi Minh City) to Moc Bai border gate said that National Highway 22B currently has only 2 lanes on each side, many sections go through urban areas, residential areas, the distance from An Suong intersection to Moc Bai border gate is about 60km but traveling at night even though the road is empty still takes about 1 hour and 30 minutes, during the day it takes more than 2 hours. If there is a highway, the time to transport goods will be shortened, saving fuel, businesses can proactively increase the number of cargo trips. Vehicles carrying heavy loads to industrial parks will also choose to use the highway to increase economic benefits for businesses, especially in the context of high raw material prices, businesses have to compete fiercely on transportation prices. At the same time, the number of vehicles circulating on National Highway 22 will also decrease, limiting unfortunate traffic accidents.

According to container drivers at the Moc Bai International Border Gate waiting area, if there is a highway, it will certainly be a lever for developing Tay Ninh's road traffic, contributing greatly to the province's socio-economic development.

In reality, on Highway 22, the section from Go Dau roundabout to Suoi Sau is always crowded with traffic, including many large trucks, containers, and passenger cars. For example, from the traffic light at Trang Bang intersection to Suoi Sau, although it is not rush hour, every time the traffic light turns red, many cars have to line up and park in both lanes. That is a normal time of day, during rush hour when workers in industrial parks get off work, traffic jams become a daily occurrence.

Authorities expedite procedures

According to the Department of Transport, after receiving instructions from the Prime Minister, the People's Committee of Ho Chi Minh City issued Official Dispatch No. 3062/UBND-DA dated August 31, 2022, submitting to the Ministry of Planning and Investment for appraisal of the project's pre-feasibility study report. The Ministry of Planning and Investment held a meeting of the interdisciplinary appraisal team and requested to supplement and complete some contents.

On September 26, 2022, the Prime Minister issued Decision No. 1134/QD-TTg establishing the Inter-sectoral Appraisal Council for the Ho Chi Minh City - Moc Bai Expressway Investment Project and the Council held its first appraisal meeting on December 5, 2022. On April 15, 2023, the Ho Chi Minh City People's Committee issued Official Dispatch No. 1507/UBND-DA to the Ministry of Planning and Investment to explain, supplement and complete the project's pre-feasibility study report according to Official Dispatch No. 9032/BKHĐT-GSTĐĐT dated December 13, 2022 of the Ministry of Planning and Investment.

On June 29, 2023, the Inter-sectoral Appraisal Council met and issued Notice No. 27/TB-BKHĐT dated June 30, 2023 on the conclusion of the meeting of the Inter-sectoral Appraisal Council appraising the pre-feasibility study report of the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project (Phase 1).

Currently, the People's Committee of Ho Chi Minh City and Tay Ninh province has directed departments, branches and consulting units to explain and supplement appraisal opinions and complete the project's pre-feasibility study report (BCNCTKT) to submit to the Inter-sectoral Appraisal Council for consideration, before the Ministry of Planning and Investment submits the project investment policy to the Prime Minister for approval.

Go Dau - Xa Mat Expressway Project (Phase 1, section from Go Dau to Tay Ninh city), on June 24, 2022, the Provincial People's Committee issued Official Dispatch No. 1980/UBND-KT approving the assignment of the investor consortium (Bamboo Capital Joint Stock Company - Construction Corporation No. 1 - Industrial and Transport Development Investment Joint Stock Company) to prepare a pre-feasibility study report and proposal documents for the Go Dau - Xa Mat Expressway Construction Investment Project (Phase 1, implementing the section from Go Dau to Tay Ninh city) under the PPP method.

Many drivers operating container vehicles at the Moc Bai international border gate parking lot said that, with a distance of about 60km, the travel time from An Suong intersection to Moc Bai border gate usually takes from 1 hour 30 minutes to 2 hours depending on the time.

The pre-feasibility study report and project proposal documents have been appraised by the grassroots Appraisal Council. Appraisal result: the investment plan proposed by the consortium of investors was not approved (the Provincial People's Committee announced the results in Document No. 879/UBND-KT dated March 29, 2023).

Currently, the Provincial People's Committee has issued Document No. 1738/UBND-KT dated June 9, 2023 approving a large-scale enterprise to prepare a project pre-feasibility study report and investment proposal dossier for the Go Dau - Xa Mat Expressway Project under the public-private partnership (PPP) method. The deadline for submitting proposal dossiers is before August 30, 2023.
