Slow progress due to site clearance problems
The project of the road connecting An Mo bridge to the General Secretary Le Duan Memorial Site was approved by the People's Committee of Quang Tri province (old) in Decision No. 2498, dated September 13, 2017 and adjusted in Decision No. 1710, dated June 30, 2022. The project includes a main route of 2.08km, excluding the new An Mo bridge, branch route 1 of 0.7km and branch route 2 of 2.99km; the total investment is 79,495 billion VND, of which the central budget is 66.6 billion VND, the rest is the local budget.
Although it is identified as a strategic traffic route, serving the travel needs of people and connecting tourism in Trieu Phong area, the route is still not completed. The unfinished construction status for many years has seriously affected traffic safety and the living environment of people along both sides of the route.
Mr. Ngo Gia Dao, An Mo village, Ai Tu commune, said that in the rainy season, the road surface is muddy and slippery, posing a risk of traffic accidents, especially for students and the elderly. In the dry season, strong winds cause dense dust, affecting people's breathing and daily activities. This situation has lasted for many years, causing frustration among local people, many production and business activities have been disrupted; and tourists face many difficulties when visiting the General Secretary Le Duan Memorial Site - a historical relic with special cultural and traditionaleducational value.
Up to now, the project has disbursed over 72.1 billion VND, reaching 89.8% of the total capital. However, the remaining 500m on the east side of An Mo bridge, the section passing through Ai Tu commune and the intersections with National Highway 1 and National Highway 49C have not yet been implemented due to incomplete site clearance.
On June 26, 2025, the People's Council of Quang Tri province (old) issued a resolution on extending the capital allocation period, continuing to affirm its determination to complete the project on time.
The project affected 293 households and 1 organization. During the implementation process, due to changes in compensation policies and adjusted unit prices, the cost increased beyond the initial approval level. In particular, 4 households had to move from on-site resettlement to centralized resettlement because they did not have enough minimum area or the remaining land was located within the traffic safety corridor and did not meet the conditions for land use conversion. Therefore, resettlement arrangements encountered many obstacles when people did not want to leave their current place of residence.
Previously, the People's Committee of the old Trieu Phong district had many dialogues, reviewed the land fund and agreed on the resettlement plan, but it took a lot of time to get people to agree. In addition, the market land price in 2022 fluctuated strongly, causing many households to resolutely refuse to receive money. In the face of fluctuations in land prices, the People's Committee of Quang Tri province (old) agreed to adjust the unit prices of houses, structures, and trees according to reality in Document No. 3058 dated July 2, 2024, but there are still some households that have not handed over the land.
After many times of mobilization, the People's Committee of the old Trieu Phong district carried out enforcement in accordance with legal regulations, basically completing the site clearance work on April 15, 2025. However, up to now, there is still a household at the main intersection with National Highway 49C that has not agreed to receive money and hand over the site.
Currently, relevant levels and sectors are actively seeking solutions to implement and ensure the handover of the site to the construction unit.
Speed up completion before storm season
Deputy Director of the Provincial Construction Investment Project Management Board Vo Phong Luan said that after the site clearance work was completed, the board directed the joint venture of contractors including Thanh An Joint Stock Company and Hoang Nguyen Construction Company Limited to speed up the progress. However, due to financial difficulties and rising prices of raw materials, Hoang Nguyen Construction Company Limited has withdrawn from the remaining work.
Currently, the Project Management Board is completing the procedures to hand over the entire remaining volume to Thanh An Joint Stock Company for construction. From July 3, 2025, Thanh An Joint Stock Company has restarted construction of the final phase of the project. With its current capacity, the unit is committed to completing the entire project before November 15, 2025.
Mr. Vo Phong Luan added that the road connecting An Mo bridge plays an important role in connecting traffic in the whole region, contributing to promoting socio-economic development, tourism and preserving historical values. The delay of the project not only affects the investment efficiency but also causes great consequences for the living environment and safety of people's travel. Therefore, currently, functional agencies and local authorities are closely coordinating to remove the final obstacles, especially to completely handle cases where the land has not been handed over.
Deputy Director of Thanh An Joint Stock Company Tran Duc Hoanh affirmed that the unit will mobilize human resources and machinery to ensure the construction progress is on schedule, returning a clean - safe - convenient space for residents and tourists in 2025.
