People reoccupy the land

On June 27, the Provincial People's Committee issued a decision approving the investment policy of the CT-04 Social Housing Project. The project's investor was selected in accordance with the provisions of Resolution No. 201 of the National Assembly on a pilot of a number of specific mechanisms and policies for social housing development and the Decree detailing a number of articles and measures to implement Resolution No. 201. The project's objective is to build a new, complete social housing area with a synchronous technical infrastructure system; and to trade housing products for beneficiaries of social housing support policies as prescribed. The project is implemented at plot CT-04, An Binh Tan Urban Area. According to the plan, the investor selection progress will be carried out in the third quarter of 2025; investment preparation will be from the third quarter of 2025 to the first quarter of 2026; Construction of technical infrastructure works and projects from the first quarter of 2026 to the fourth quarter of 2027, completion and handover for use.

The An Binh Tan Urban Area Project has a total area of nearly 71.7 hectares, of which the land area for the CT-04 Social Housing Project has an area of over 1.45 hectares. According to the report of the Technical Materials Construction Joint Stock Company (investor of the An Binh Tan Urban Area Project), up to now, the enterprise has constructed water supply, rainwater drainage, wastewater drainage, electricity supply, public lighting, telecommunications, and urban traffic works systems on more than 64.5 hectares, reaching 90% of the project area. Since 2019, the company has been unable to continue infrastructure construction due to some residents obstructing the construction and re-occupying the site.

Mr. Phan Trong The - General Director of Technical Materials Construction Joint Stock Company said that up to now, the project has carried out land clearance in 85/88 cases, with 69.45 hectares, accounting for 97% of the total area; 2.24 hectares have not been cleared, accounting for 3% because 3 households have not agreed to receive compensation to hand over the land. However, the actual area of these households re-encroaching on the land and not yet cleared is up to 14 hectares. This is the core area of the project, so the connection of technical infrastructure is limited and not synchronous. The land plot implementing the CT-04 Social Housing Project has a planning area of more than 1.45 hectares, has basically completed land clearance, with only 163.7 square meters remaining. However, since 2017, 1 household has re-encroached on the entire area of this land plot.

Adjustment of investment policy for the third time

In the past time, the Technical Materials Construction Joint Stock Company has coordinated with the local authorities to regularly mobilize, explain and increase the level of support beyond the amount according to the decision approving compensation, support and resettlement for people to hand over the land. The compensation and support of the State has the consensus of the majority of people whose land was recovered in the project. However, there are still cases of disagreement and it has been too long, which is the reason affecting the progress of infrastructure connection investment for the entire project according to the schedule approved by the Provincial People's Committee. To continue implementing the project, on April 14, 2025, the Provincial People's Committee issued Decision No. 975 adjusting (for the third time) the investment policy. Accordingly, the project implementation progress is determined by the Provincial People's Committee: "Complete compensation for site clearance of the remaining area of the project before June 30, 2026; complete all project technical infrastructure and invest in construction of component works according to the 1/500 detailed planning before April 30, 2027".

Recently, at a meeting on the plan and progress of investment in social housing projects, comrade Tran Quoc Nam - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation requested relevant departments and branches to clarify the order and legal procedures for selecting investors for social housing projects, especially the CT-04 Social Housing Project in An Binh Tan Urban Area due to the incomplete land acquisition. The People's Committee of Nam Nha Trang Ward urgently develops a plan, with a specific time to complete the work of clearing the remaining land at the land implementing the CT-04 Social Housing Project; organize propaganda, mobilize people to agree to hand over the land.

The CT-04 Social Housing Project has a construction floor area of over ^76,330m2 , with 16 floors above ground and 1 basement; the expected height of the project is about 95m. The project is expected to have 840 apartments, with an area of ^25m2 to ^70m2 ; the population is about 2,132 people. The project has a total investment of nearly 1,180 billion VND; the project's operating period is 50 years (calculated from the date the project is assigned to the investor).
