LNG Ca Na project extends investor selection period to July 19

The closing time for bidding documents for the implementation of the Ca Na LNG Thermal Power Plant Project is adjusted to 2:00 p.m., July 19, 2025. The total implementation cost of the project is adjusted to increase by more than VND 1,384 billion.

The planned location for the construction of the Ca Na LNG Project (Phuoc Diem Commune, Thuan Nam District, Ninh Thuan Province before the merger) is attached to the Ca Na General Seaport.

The Ca Na LNG Thermal Power Plant Project has just had its investor selection deadline extended to July 19, 2025 instead of June 30, 2025 as announced on May 12, 2025. Thus, the Ca Na LNG Thermal Power Plant Project has been announced for the 5th time.

The reason for the change in the opening date of the bidding package is that on June 21, 2025, the People's Committee of Ninh Thuan province (now the People's Committee of Khanh Hoa province) issued a decision approving the adjustment of the bidding documents to select investors for the Ca Na LNG Thermal Power Plant Project.

Specifically, according to Decision No. 405, the People's Committee of Ninh Thuan province adjusted the content of the bidding documents at the request of Vietnam Electricity Group (in Document No. 2798, dated May 5, 2025) on the development of a draft electricity purchase contract to serve the bidding to select investors for the Ca Na LNG Project.

In addition, the bidding documents adjusted the total investment and the ceiling price of electricity generation of the project in the pre-feasibility study report, leading to adjustments to the parameters and evaluation criteria in the bidding documents.

This adjustment is to comply with Decision No. 1313/QD-BCT dated May 13, 2025 of the Ministry of Industry and Trade on approving the price framework for power generation of combined cycle gas turbine plants using liquefied natural gas in 2025.

The bidding documents also adjust some forms and other related contents to ensure consistency and synchronization in the evaluation criteria in the bidding documents.

In addition, the bidding documents adjust the capacity release plan to comply with Decision 768/QD-TTg dated April 15, 2025 of the Prime Minister on approving the adjustment of the national power development plan for the period 2021 - 2030, with a vision to 2050.

After adjustment, the total estimated project implementation cost of the Ca Na LNG Thermal Power Plant Project increased to VND 57,390.29 billion instead of VND 56,006.27 billion. Therefore, the bid security amount was also adjusted to VND 573.9 billion instead of VND 560.06 billion as previously announced. The bid solicitor is still the Department of Industry and Trade of Ninh Thuan province (now Khanh Hoa province).

It is known that after the bidding documents were posted, there was a request for clarification of the bidding documents, the item that needed clarification was the requirements and responsibilities of the investor (request dated May 28, 2025), and was answered on June 12, 2025.
