For the past 18 years, 31 households in Khe Cat village, Dong Mai ward, Quang Ninh province waiting for compensation to relocate from the project area of Quang Ninh University of Industry, Campus 2.
Ms. Nguyen Thi Dieu (43 years old, residing in Hamlet 3, Khe Cat village) said that out of 31 households, 21 households have been granted Land Use Right Certificates (red books). However, due to project planning, the residential area roads have not been invested in, and the houses of the households have deteriorated. Meanwhile, the number of people in each family is increasing but they cannot build new ones, making daily life difficult.
According to Ms. Dieu, many families have red book They applied for a building permit but were not granted it because of the project. Many people had to make temporary repairs or extensions to their homes, not daring to spend money on permanent construction for fear that they would not be compensated when their homes were repossessed.
“Our hope is that whether the project continues or stops, it will be resolved quickly so that we can stabilize our lives. The current situation of dragging on for decades has caused many disadvantages for people when the land is sold but no one buys it, and they cannot mortgage it to the bank to have capital to do business,” Ms. Dieu expressed.
Mr. Dinh Xuan Dai (53 years old) said that his family has 130m² of land with a red book. After being refused a building permit by the local government many times, he had to "risk" adding 2 small rooms to give his two grown children their own living space.
There was a level 4 house that was seriously degraded and could not be repaired, so Mr. Pham Van Binh (80 years old, 4/4 level disabled veteran) had to temporarily move to his son's house not far away.
Mr. Binh is upset because the land is so large, he wants to give each of his children a little bit but cannot divide it. He wants to sell part of the land to pay for medicine and daily expenses but no one dares to buy it because of planning problems.
According to the announcement, the Quang Ninh University of Industry, Campus 2 project was researched and implemented since 2007 on an area of 50 hectares. This project has a total investment capital of 801 billion VND, approved by the Ministry of Industry and Trade on October 31, 2008.
According to the school's plan, in 2015, the investment on the existing 20ha of land was basically completed. From 2016, the school expanded by 30ha, bringing the total land area for school development investment to 50ha according to the roadmap in the approved school development plan.
The school has built a number of structures such as lecture halls, teacher housing, wastewater treatment plants, fences, etc. However, the remaining 30 hectares of phase 2 of the project have been "stuck in place" for many years, not completing land and construction investment procedures, affecting the legitimate rights of people living in the planning area.
Responding to a reporter from VTC News Electronic Newspaper, Mr. Vu Ngoc Hung, Chairman of Dong Mai Ward People's Committee, said that the unfinished project has caused households in the area to have limited land use rights, not being able to build permanent houses, not being able to separate or transfer...
Therefore, the locality hopes that the project will soon completely handle the site clearance or adjust the planning to ensure the rights of the people.
