The land that was cleared in Tu Hiep commune (Thanh Tri district) for the construction of the Southern Hanoi Gateway project has been left abandoned for many years.

According to investigations by reporters from HanoiMoi Newspaper, since 2003, the Hanoi People's Committee has issued a decision to reclaim 234,967 m2 of land in Tu Hiep commune (Thanh Tri district), temporarily assigning it to the Housing and Urban Development Investment Corporation - the investor - to conduct surveys, develop land clearance plans, and implement the Hanoi Southern Gateway Construction Project. In 2003 and 2004, the Thanh Tri District People's Committee, in coordination with the investor, actively carried out land clearance work. Of this, 214,951 m2 of agricultural land was compensated, cleared, and reclaimed; the remaining area remains uncleared due to overlap with other projects.

Subsequently, on May 31, 2004, the Hanoi People's Committee issued a decision approving the detailed planning of the Southern Gate area of ​​Hanoi, at a scale of 1/500, in Tu Hiep commune. According to this plan, the area includes the following components: public works; green spaces combined with small architectural structures; a monument and victory square; the Southern Gate of Hanoi; and many other supporting facilities.

Regarding this matter, Hoang Ngoc Vinh, an official from the Tu Hiep Commune Office, informed that after completing the land clearance for agricultural land to implement the Southern Hanoi Gateway Construction Project, Thanh Tri District handed over the land to the investor to carry out the project. In a report responding to voters' opinions regarding the progress of the Southern Hanoi Gateway Construction Project since 2018, the representative of the Hanoi City People's Council delegation running for election in Thanh Tri District stated that the investor had basically completed the construction of the technical infrastructure of the Southern Hanoi Gateway Project since 2004 (without overlapping work). However, to date, the project has not yet implemented the construction items according to the approved plan.

Reporters' on-site observations at the project site confirm the residents' concerns. The vast area of ​​land, already cleared and handed over to the investor for project implementation, remains untouched. Along the road bordering the land, local residents and those in the surrounding area frequently dump and burn construction waste, causing environmental pollution and spoiling the landscape. Within the land area, numerous piles of construction waste remain untransported and unprocessed.

"Given the situation of illegal dumping of garbage and construction waste in the area where the Southern Gateway Project is being implemented, the People's Committee of Tu Hiep commune has repeatedly had to spend money hiring people to clear and transport the garbage and waste for processing, but the violations only work for a short time before recurring," Mr. Hoang Ngoc Vinh shared.

The people of Tu Hiep commune in particular and Thanh Tri district in general were very excited and hopeful that the Southern Gateway Project would benefit them from this public works project. However, after waiting for so long, the project remains just a barren plot of land, causing them great distress.

Ms. Tran Thi Kh. from Co Dien B village, Tu Hiep commune, lamented: "Every time we pass by the land that has been cleared but not yet used for the project, we feel so regretful. Looking at this once fertile land left abandoned for over 20 years, it's truly a waste. Not to mention, because the land is far from residential areas, it's an ideal place for people to illegally dump garbage and construction waste..."

Meanwhile, Nguyen Van Sy, head of Cuong Ngo village in Tu Hiep commune, said: "When we learned that the area for the project was being planned as a park with high educational value focusing on the historical and cultural traditions of the capital, the local people were very excited and supportive. My family has nearly 2 acres of agricultural land that was subject to expropriation for the project, which we handed over in 2004. However, for some reason, the project has not been implemented to this day…"

Reportedly, after years of neglect and waste, in 2024, the project investor handed over the cleared land to Thanh Tri district for management to improve land management and utilization efficiency. According to Vu Hoai Son, Director of the Thanh Tri District Land Development Center, after receiving the land from the investor, the Center coordinated with the Tu Hiep Commune People's Committee to implement measures to protect the land, prevent encroachment, and stop the dumping of waste and garbage. Following the issuance of the Regulations on the procedures for short-term land leases managed by land development organizations in Hanoi City, attached to Decision No. 25/2025/QD-UBND dated March 28, 2025, the Center is currently researching to advise the Thanh Tri District People's Committee on implementing short-term land lease procedures at the Southern Gateway Project site to improve land use efficiency and avoid waste.
