Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Representative Board of the Provincial Social Policy Bank chaired the meeting. By September 30, 2023, total capital reached VND 12,140 billion, an increase of VND 1,262 billion compared to the beginning of the year, achieving a growth rate of 11.6% (an increase of 0.3% over the same period last year and completing the capital growth target in 2023 according to the Resolution of the Provincial Board of Directors). Loan turnover in the first 9 months of the year reached VND 2,787 billion, an increase of 14.4% over the same period last year.
As of September 30, 2023, Nghe An's total outstanding policy credit balance reached over VND 12,126 billion, achieving a growth rate of 11.61%, 2.64% higher than the same period last year. There are 10 credit programs with outstanding balance growth compared to the beginning of the year.

The entrusted associations and organizations have supervised the Savings and Loan Groups to ensure that loans are made publicly and to the right subjects; provided guidance on preparing documents and procedures, and coordinated with the Bank to promptly disburse loans to each household at the commune transaction point. The growth rate of outstanding loans managed by the 4 associations is relatively even and all have increased by over 10%. Credit quality continues to be tightly controlled; although credit growth is large, the overdue debt index has decreased compared to the beginning of the year by 672 million VND, accounting for only 0.04% of total outstanding loans.

In the first 9 months of 2023, Nghe An Bank for Social Policies has provided preferential credit capital to 60,417 poor households and other policy beneficiaries to borrow capital for production and business, renovate clean water tanks, sanitation works, buy social housing, purchase learning equipment for children to serve their studies...

Speaking at the meeting, members of the representative board said that the activities of the Social Policy Bank continued to achieve good results, lending was quite high in the context of low credit growth in the entire banking industry; the digitalization of mobile banking was deployed to guide customers in using the service...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Bui Thanh An acknowledged the achievements of the Social Policy Bank in the past 9 months with many bright spots. The activities of the Social Policy Bank were highly appreciated, social policy credit continued to make important contributions, contributing to the completion of the socio -economic development targets of the province in the first 9 months of 2023.
Regarding the tasks of the fourth quarter, Vice Chairman of the Provincial People's Committee Bui Thanh An requested the Provincial and District Board of Directors to advise the Chairmen of the People's Committees of districts and towns to promptly arrange budget sources to supplement loan capital in 2023 and 2024; Review beneficiaries of credit programs according to Decree 28/ND-CP of the Government , advise the District People's Committee to promptly approve the list to request additional capital and timely disbursement.

District-level Social Policy Banks, entrusted organizations and related units effectively implement preferential credit policies in the area, timely disburse capital; closely monitor capital sources to ensure loans are given to the right subjects, used for the right purposes, and promoted effectively. In particular, pay special attention to effectively implementing the lending program for people who have completed their prison sentences according to the Prime Minister's policy; Consider handling risky debts due to objective reasons during the recent floods in the province. Continue to promote the provision of Mobile Banking services to customers; promote people to know and use the service, contributing to increasing benefits for customers in general and policy beneficiaries in particular...
