The Draft Political Report of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, has analyzed quite fully and comprehensively in all fields. In my opinion, it is necessary to consider and supplement some viewpoints, goals, tasks and solutions for the term 2025 - 2030, with a vision to 2035, specifically as follows:

Regarding the forecast for the next 5 years , it is necessary to further evaluate the proposed merger of Hai Duong province with Hai Phong city to see if there are any difficulties or obstacles as well as opportunities for Hai Duong and to consider the overall merger to forecast the situation in the province.

In particular, clearly indicate the relationship and impact of these developments on the future socio-economic development of the locality.

The draft report should include the content of trade "wars" and tariff barriers between countries with extremely complex and unpredictable developments; the merger of provinces, the abolition of district-level governments, the merger of communes...

Regarding the guiding viewpoints and goals of the 2025 - 2030 term, with a vision to 2035, the general directions, goals and main objectives stated in the draft political report are consistent with the province's situation in the 2025 - 2030 period.

According to the Central Government's direction, by June 30, 2025, the whole country will complete the merger of provinces, communes and districts, in which Hai Duong province is included in the list of provinces to be merged. Therefore, the goals, tasks and solutions written in the draft report will have to be reviewed to suit the new situation.

Regarding general and specific goals, it is recommended to review when there is a Party policy on merging provinces and communes.

Regarding setting specific goals and targets for the coming term, feasible and quantifiable targets should be set. Some targets are difficult to evaluate and should not be set, such as: labor productivity growth rate; human development index; unemployment rate, underemployment.

On the tasks and solutions of the 2025 - 2030 term and orientation to 2035, Regarding economic development, I think we should orient the development of supporting industries, processing industries; high-tech agriculture, organic agriculture for Hai Huong region; develop services in the direction of connecting with tourist attractions and services of Hai Phong to take advantage of both regions.
