DRAFT DISCUSSION STATEMENT ON NATIONAL ASSEMBLY PARTICIPATION IN PROMOTING DIGITAL TRANSFORMATION

Ladies and gentlemen,

Based on the topics of Discussion Session 1, the Vietnamese delegation would like to share some achievements in building a policy framework to promote digital transformation, some models and implementation experiences in raising awareness and digital skills for people:

First, on improving the legal framework

In recent times, Vietnam has made efforts to perfect the legal framework to promote digital transformation such as: amending the Law on Electronic Transactions, amending and supplementing the Law on Radio Frequencies, amending the Law on Telecommunications, issuing the National Strategy for Digital Economy and Digital Society Development to 2025, with a vision to 2030, the National Digital Transformation Program to 2025, with a vision to 2030, the Strategy for E-Government Development towards Digital Government for the period 2021-2025, with a vision to 2030... These are important legal documents to promote the development of the national digital ecosystem.

Second, on building and promoting the development of national digital platforms

Building and promoting the development of national digital platforms allows for data sharing, cooperation and innovation, promoting the digital transformation process. This is a characteristic of Vietnam in implementing the national digital transformation program in a comprehensive and nationwide manner. By 2025, Vietnam aims to have 35 national digital platforms in important areas such as education, health, agriculture, transportation, finance, etc., providing effective and accessible services to the Vietnamese people.

Third, on raising awareness and digital skills for Vietnamese people

From 2022, Vietnam will deploy Community Digital Technology Teams nationwide with the core being young people, the goal is to go to every alley, knock on every door, guide each citizen to use digital platforms , focusing on 5 basic digital skills: (i) Using online public services; (ii) Online shopping; (iii) Online payment; (iv) Self-protection in cyberspace; (v) Using other digital platforms depending on local characteristics. To date, 63/63 provinces and cities have established Community Digital Technology Teams in each village, residential group, residential area, hamlet, of which 52/63 provinces and cities have completed 100% to the commune level.

Fourth, on national sovereignty in cyberspace

In recent years, Vietnam has established a legal framework on information security and is gradually improving it to suit the new situation, such as: Law on Information Security, Law on Cyber Security, Decree of the Vietnamese Government stipulating national sovereignty in cyberspace. In addition to building institutions and legal frameworks, Vietnam advocates developing an ecosystem of "Make in Vietnam" information security products and services, mastering new technologies to ensure information security. Building a 4-layer model from central to local levels to ensure that information systems are protected, monitored, inspected and periodically evaluated. At the same time, organizing training to raise awareness among people, creating trust in the digital environment, forming a digital culture associated with protecting traditional Vietnamese cultural and ethical values.

Fifth, on digital transformation in the activities of the Vietnamese National Assembly

In recent times, the Vietnamese National Assembly has been making efforts to promote digital transformation towards the goal of building an e-National Assembly and has been highly appreciated by National Assembly deputies, voters, and public opinion. With the support of technology, the chairman's operations and the participation of National Assembly deputies have become more convenient. Through the application of software and artificial intelligence, National Assembly deputies have easy access to electronic documents instead of the previous paper documents, making it more convenient to look up and search for information... During the difficult period of the COVID-19 pandemic, the Vietnamese National Assembly still maintains National Assembly sessions in the form of online meetings. The initial results of the Vietnamese National Assembly's digital transformation in recent times continue to lay a solid foundation for continued innovation in the National Assembly's operating methods in the digital age.

Ladies and gentlemen,

In the country's development orientation for the period 2021-2030, Vietnam has emphasized "promoting national digital transformation, developing the digital economy on the basis of science and technology, innovation" , therefore, Vietnam wishes to learn valuable experiences from other countries in implementing digital transformation to actively contribute to the country's development process, helping to achieve sustainable development goals faster and more breakthroughly.
