Draft Documents of the 14th Congress: "Open" completion process, many new points in content

The entire process of drafting the Documents to be submitted to the 14th National Party Congress is an 'open' process, continuously updated and supplemented, and each adjustment brings new perspectives.

Compared to previous Congresses, the new point of this Political Report is the integration of the content of three documents including the Political Report, the Socio-Economic Report, and the Party Building Summary Report. This integration demonstrates the spirit of continued innovation, based on the country's new realities and the development of the Party's theoretical awareness, ensuring brevity, conciseness, ease of understanding, ease of remembering, ease of implementation, unity, and synchronization between the documents. Regarding the structure and presentation of the Political Report, there is inheritance and development.

This is one of the new and important contents of the draft documents to be submitted to the 14th National Party Congress, announced by Professor, Doctor Ta Ngoc Tan, former member of the Party Central Committee, Permanent Vice Chairman of the Central Theoretical Council, Permanent Deputy Head of the Editorial Team of the 14th National Party Congress documents at the international press conference to announce the draft documents to be submitted to the 14th National Party Congress to collect public opinions held on October 15, in Hanoi .

The spirit of self-reliance, self-control, and self-strengthening runs throughout the document.

The theme of the 14th National Party Congress is: Under the glorious flag of the Party, join hands and unite to successfully achieve the country's development goals by 2030; be strategically autonomous, self-reliant, self-confident, and move forward strongly in the era of national growth, for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steadily move towards socialism.

The new content of the political report is very rich. Some of the highlights include drawing lessons from 40 years of renovation, emphasizing people's trust, approaching reality and Party building work. The 14th Congress has put forward new development perspectives, steadfastly following Marxism-Leninism and the path to socialism, and at the same time defining the Party's tasks in the coming period, in which environmental protection and strengthening national defense and security are considered key tasks.

In addition, for the first time, the private economy was confirmed as the most important driving force of the national economy, in addition to the leading role of the state economy. The document also clearly stated that the Party is determined to build a streamlined, strong and effective political apparatus and system while strengthening the work of organizing cadres, especially at the grassroots level, to carry out many important tasks from the local level.

“A very important content is to set a target that by 2030, GDP per capita must reach 8,500 USD, Vietnam will become a developing country with an upper middle income. According to actual calculations, by the end of 2025, the GDP is expected to reach about 5,100 USD. To achieve this goal, many innovations and reforms, especially institutional reforms, need to be carried out. Therefore, in this document, there is a separate section on perfecting institutions to serve development goals,” said Professor, Dr. Ta Ngoc Tan.

Sharing about the content of "strategic autonomy" mentioned in the Political Report, Professor, Doctor Ta Ngoc Tan said that this issue is expressed in three aspects. First is to ensure national independence, political autonomy, autonomy in the path and goals we have chosen and followed.

The second strategic autonomy is economic autonomy, ensuring sustainable economic development without complete dependence on the outside. Vietnam participates in international economic linkages and the world's global value chain, but the economy is not dependent.

"Currently, the value of import and export is up to 150% of GDP. During the global economic crisis, many people are concerned that the Vietnamese economy is in difficulty. However, in reality, our economy is still able to cope with and develop to overcome difficulties, thanks to the awareness of economic autonomy from the beginning. In any situation, the economy still ensures relative independence in the relationship of deep international integration. That is a very difficult problem," Professor, Dr. Ta Ngoc Tan analyzed.

The third strategic autonomy is autonomy in national defense and security, especially in the complex conditions of the world during war and conflict. There are many issues related to national interests and ethnic interests, requiring Vietnam to be steadfast in its defense policy of "4 no's," respect peace, and seek international solutions to solve problems.

"The three viewpoints of autonomy, self-reliance, and self-strengthening are very important and fully expressed in the entire document. The document reminds us a lot about promoting the internal strength, power, and potential of the Vietnamese people to build and develop the economy, while combining with international resources," said Professor, Dr. Ta Ngoc Tan.

Document finalization is an "open" process.

Regarding the process of collecting opinions to complete the draft documents, Professor, Doctor Ta Ngoc Tan said that the collection of opinions was carried out throughout the document preparation process at different levels: Asking for opinions from scientists, people's organizations, socio-political organizations, research organizations, and universities. The contents of the documents were continuously discussed and debated at all different levels.

According to the Standing Vice Chairman of the Central Theoretical Council, the updating and supplementing of documents during the process of drafting documents has been carried out continuously from the draft form until now, maybe once a month, even once every two weeks, any new issues, from comments from the grassroots, Party cell organizations, Party members to the Central Committee's meetings, the Politburo's meetings have been continuously supplemented.

“Therefore, each time there is an adjustment, there are new viewpoints. For example, the first viewpoint introduced did not identify the private economy as the most important driving force, but only identified it as one of the important driving forces, but gradually until now the private economy is considered the most important driving force for development,” the Standing Vice Chairman of the Central Theoretical Council cited.

Professor, Dr. Ta Ngoc Tan emphasized that the entire process of drafting documents to be submitted to the 14th National Party Congress is an 'open' process, meaning continuously asking for and receiving opinions from the people to build and perfect the documents./.

Three draft documents soliciting opinions from cadres, party members and the people include: Political report of the 13th Party Central Committee to be presented to the 14th National Congress of the Party; Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Report summarizing 15 years of implementing the Party Charter (2011-2025) along with proposals and directions for supplementing and amending the Party Charter.

The consultation period will take place from October 15, 2025 to November 15, 2025. The consultation will be conducted in three forms: Organizing consultation through conferences, seminars, and discussions; Through the VneID application; Through mail.
