Quang Ninh province proactively prepared from the beginning of 2025, issuing a series of plans and directives, and clearly assigning responsibilities to each department, sector, and locality to quickly implement key policies and laws. Simultaneously, the province strengthened strict supervision through inspections, reviews, and severe penalties for violations; while also improving the capacity of its staff, modernizing work processes, contributing to bringing laws into practice, and ensuring effective and efficient state management.

Proactive and decisive in directing and organizing the implementation of laws.

The province has implemented comprehensive and decisive tasks to effectively enforce policies and laws, ensuring timeliness, consistency, and uniformity throughout the province. It has also clearly outlined five key areas requiring monitoring: combating illegal, unreported, and unregulated (IUU) fishing; protecting the marine and island environment; issuing land use certificates; allocating forests; changing forest land use; and implementing social welfare policies in the post-Covid-19 era. Specific responsibilities have been assigned to each lead agency, which will coordinate closely with the Department of Justice and other relevant units to monitor, investigate, survey, and compile data.

Notably, departments and agencies have not only developed plans to monitor the implementation of laws in accordance with their functions and duties, but have also focused on reviewing the system of legal documents, proactively proposing amendments, additions, and replacements of outdated documents, ensuring their constitutionality, legality, and feasibility in practical application.

In the first six months of 2025, the province issued 50 legal documents, including 3 resolutions and 47 decisions, detailing the implementation of new laws such as the Land Law and the Housing Law. All documents were drafted in accordance with the correct procedures, demonstrating seriousness in legislative work at the local level.

In addition, the dissemination and education of law has been strongly implemented. Plan No. 37/KH-UBND on legal propaganda in 2025 was issued early, creating a foundation for sectors and localities to effectively carry out the task of communicating legal information to officials, civil servants, and the people. Training sessions, conferences, document distribution, and dissemination through newspapers and social media have been widely organized.

The province also regularly conducts inspections, reviews, and systematizes legal documents. In the first six months of the year, the province reviewed 248 legal documents, thereby promptly proposing amendments, additions, or repeals, ensuring a smooth and consistent local legal system.

Alongside this, the handling of administrative violations and the inspection and enforcement of laws continued to be strengthened. In the first four months of the year, the province recorded more than 34,900 administrative violations, with fines collected totaling over 165 billion VND for the state budget. Crime handling was also intensified, with 352 new criminal cases initiated. This is the result of close coordination between the judicial, police, and prosecution sectors, as well as other specialized agencies of the province.

Persistently monitor, enhance capacity, and modernize law enforcement organizations.

Beyond simply enacting policies, Quang Ninh province places special emphasis on monitoring the implementation of laws. In each specific area, the Provincial People's Committee has directed specialized agencies to strengthen the review and updating of legal documents, making timely adjustments to suit the reality.

Typically in the field of land management, the province organized a training conference on the 2024 Land Law for hundreds of management officials, while also guiding people in carrying out administrative procedures and promoting the digitalization of cadastral data. The processes for issuing land use right certificates and land reclamation have been improved to be simpler, clearer, and more transparent.

Forest protection and forestry management have also seen positive changes. From 2021 to the end of May 2025, the province handled 11 cases of violations related to changing the purpose of forest land use, and simultaneously prosecuted 41 cases/33 defendants for the crime of "destroying forests". The Provincial Forest Protection Department is fully equipped with resources and a force of 235 people, regularly organizing training courses, conducting on-site inspections, strengthening supervision, and responding promptly to violations.

Regarding legal affairs, after the Government issued Decree 56/2024/ND-CP amending Decree 55/2011/ND-CP regulating the functions, tasks, powers, and organizational structure of legal organizations, the province quickly issued an implementation plan, directing the Department of Internal Affairs and the Department of Justice to coordinate in consolidating the organizational structure and assigning full-time or part-time legal officers. Currently, the province has 44 people working in legal affairs in departments, agencies, and state-owned enterprises, all of whom have a university degree in law or higher.

Another positive aspect is the improvement in the quality of the staff. By mid-2025, the province will have 2,140 officials and civil servants and over 27,000 public employees, all well-trained and assigned to appropriate positions. Agencies and units regularly organize training courses to update legal knowledge and improve professional skills. Along with this, the infrastructure and funding for legal work are always ensured, and work processes are being gradually modernized.

It can be affirmed that proactive implementation and decisive supervision have helped Quang Ninh become a shining example in the organization and enforcement of laws.
