Proactive and determined in directing and organizing law enforcement
The province has synchronously and resolutely deployed tasks to effectively implement policies and laws, ensuring timeliness, consistency and synchronization throughout the area; at the same time, it has clearly identified 5 key areas that need to be monitored, including: Prevention and combat of illegal fishing (IUU), protection of the marine and island environment, issuance of land use right certificates, forest allocation, conversion of forest use purposes and implementation of social security policies after Covid-19. Specific responsibilities have been assigned to each leading agency, closely coordinating with the Department of Justice and related units to monitor, investigate, survey and synthesize data.

Notably, departments and branches have not only developed plans to monitor the implementation of laws in accordance with their functions and tasks, but also focused on reviewing the system of legal documents, proactively proposing amendments, supplements, and replacements of documents that are no longer appropriate, ensuring constitutionality, legality, and feasibility in practical application.
In the first 6 months of 2025, the province issued 50 legal documents, including 3 resolutions and 47 decisions, detailing the implementation of new laws such as the Land Law, Housing Law... All documents were drafted in accordance with correct procedures, demonstrating the seriousness in local legislative work.
In addition, the dissemination and education of law has also been strongly implemented. Plan No. 37/KH-UBND on legal dissemination in 2025 was issued early, creating a foundation for sectors and localities to effectively carry out the task of legal communication to officials, civil servants and people. Training activities, conferences, document distribution, propaganda through the press, social networks, etc. have been widely organized.
The province also regularly organizes inspections, reviews, and systematization of legal documents. In the first 6 months of the year, the province reviewed 248 legal documents, thereby promptly proposing amendments, supplements, or abolitions, ensuring a smooth and consistent local legal system.
Along with that, the work of handling administrative violations and inspecting and checking law enforcement continued to be strengthened. In the first 4 months of the year, the whole province recorded more than 34,900 cases of administrative violations, with fines and the budget revenue reaching more than 165 billion VND. The work of handling crimes was also strengthened, with 352 new criminal cases being prosecuted. This is the result of close coordination between the judiciary, police, prosecutors and specialized agencies of the province.
Persistently monitor, enhance capacity and modernize law enforcement organizations
Not only stopping at issuing policies, Quang Ninh also attaches special importance to the work of supervising law enforcement. In each specific field, the Provincial People's Committee has directed specialized agencies to strengthen the review and update of legal documents, promptly adjusting them to suit the reality.

Typically in the land sector, the province has organized a training conference on the 2024 Land Law for hundreds of management officials, while guiding people to implement administrative procedures and promoting the digitization of cadastral data. The procedures for granting land use right certificates and land recovery have been improved in a simple, clear and transparent manner.
Forest protection and forestry management have also recorded positive changes. From 2021 to the end of May 2025, the province handled 11 violations of forest use conversion, and prosecuted 41 cases/33 defendants for the crime of "Forest Destruction". The provincial Forest Protection Department is fully equipped with means, with a force of 235 people, regularly organizing training courses, field inspections, strengthening supervision and promptly responding to violations.
Regarding legal work, after the Government issued Decree 56/2024/ND-CP amending Decree 55/2011/ND-CP stipulating the functions, tasks, powers and organizational structure of legal organizations, the province promptly issued an implementation plan, directed the Department of Home Affairs and the Department of Justice to coordinate in perfecting the organizational structure, assigning full-time or part-time legal officers. Currently, the province has 44 people working in legal work at departments, branches and state-owned enterprises, of which 100% have a law degree or higher.
Another bright spot is the improvement of the quality of the staff. By mid-2025, the whole province had 2,140 cadres, civil servants and more than 27,000 public employees, who were well-trained and assigned to the right positions. Agencies and units regularly organize training, update legal knowledge, and improve professional skills. Along with that, facilities and funding for legal work are always guaranteed, gradually modernizing the working process.
It can be affirmed that the proactiveness in implementation and determination in supervision have helped Quang Ninh become a bright spot in law enforcement organization.
