Putting reservoirs into operation in emergency situations

The People's Committee of Thua Thien - Hue province has just coordinated with the Department of Dyke Management and Natural Disaster Prevention and Control to organize the inauguration ceremony of the project "Operating reservoirs in emergency situations and effectively managing floods using a comprehensive disaster management information system".

This non-refundable aid project of JICA (Japan International Cooperation Agency) has a total value of about 1.8 billion Japanese yen (equivalent to 380 billion VND at the time of signing the aid agreement).

The project has been implemented since 2017 and includes main components such as installing X-band radar, hydrological monitoring stations, closed-circuit television downstream to collect data in the river basin; installing telecommunication lines, water level measuring devices, dam gate opening measuring devices at the dam management office; building a water-related disaster management information system at the local and central levels. The project's equipment has been installed at a number of large hydroelectric and irrigation reservoirs in Thua Thien-Hue province such as Binh Dien, Huong Dien, Thuong Lo, A Roang, and A Luoi.

Director of the Department of Dyke Management and Natural Disaster Prevention and Control - Pham Duc Luan said that this is a pilot technical assistance project funded by the Japanese government to protect the safety of the historical relics of the ancient capital of Hue and limit flooding, minimizing damage to the Huong River basin, including 3 main objectives: Minimizing damage to people and property caused by rain and floods, contributing to ensuring sustainable socio-economic development through establishing a framework for operating reservoirs in emergency situations; building a forecasting and warning system for vulnerable areas in the Huong River basin; Contributing to the comprehensive development of the natural disaster prevention information system; Building a pilot model for operating reservoirs in emergency situations and effective flood management to study and replicate to other river basins. The equipment system formed from the project has been accepted and handed over to the beneficiaries for management and use in December 2022.

Delegates visited the Xband T2 Radar station at Binh Dien hydropower dam - one of 31 locations for installing equipment of the project in the whole Thua Thien - Hue province.

“The event marks the completion of the project, applying modern Japanese technology in serving the work of natural disaster prevention and control in general and the operation of inter-reservoirs in particular. This is an important event contributing to further enhancing the friendship and cooperation between Japan and Vietnam in general and between the Ministry of Agriculture and Rural Development , the People's Committee of Thua Thien - Hue province and the Embassy of Japan in Vietnam, and JICA in particular on the occasion of the 50th anniversary (1973-2023) of the establishment of diplomatic relations between Japan and Vietnam,” said Mr. Luan.

Mr. Hoang Hai Minh, Vice Chairman of the People's Committee of Thua Thien - Hue province, said that the inauguration of the project right in the peak month of organizing activities in response to the National Week on Natural Disaster Prevention and Control, makes the project even more meaningful. The project is extremely important for Thua Thien - Hue province in natural disaster prevention and control, real-time reservoir operation, displaying the network system serving the community in natural disaster prevention and control, supporting people's economic livelihoods in the province, the system is connected to central agencies for direction and operation...
