On February 14, Circular 29 regulating extra teaching and learning issued by the Ministry of Education and Training will officially take effect.

Previously, in addition to regular hours/session, schools could organize extra teaching and learning in school for a fee.

Now, when the number of tutors is narrowing and tutoring has no funding source (tuition fees) to pay teachers, many schools have announced that they will stop organizing this activity in school.

This reality also makes many parents worry about managing their children when students will have an extra session at home, instead of at school. Previously, students usually studied in the morning and studied at school in the afternoon from Monday to Saturday. Schools are also considering organizing teaching in an optimal way in accordance with Circular 29.

Sharing with VietNamNet, Mr. Tran Quoc Lap, Vice Principal of Kim Son A High School ( Ninh Binh ) said that the school is piloting teaching 5 sessions/week, with Saturday off, after Circular 29 was issued.

According to the vice principal, the issuance of Circular 29 means that the previous afternoon hours on weekdays will no longer be used. From February 13 to the end of February, the entire Ninh Binh province will pilot teaching 5 sessions/week.

"Thus, the difference from before is that our teachers and students will have the entire day off on Saturday. Specifically, there will be less classes on Saturday mornings, and the number of regular classes will be divided into the afternoons of weekdays - which were previously reserved for extra teaching and learning. Currently, the whole province is temporarily dividing the number of regular classes taught on Saturday mornings into Monday and Thursday afternoons. On Tuesday, Wednesday and Friday afternoons, schools can dedicate them to nurturing excellent students, tutoring weak students, and reviewing for final year students. However, the number of students in these groups, even in the case of free teaching, is very small compared to the total number of students in the whole school," said Mr. Lap.

According to Mr. Lap, currently, the school cannot organize activities on Tuesdays, Wednesdays and Fridays, which means students will have these afternoons off and families will have to manage them themselves.

In the immediate future, in the afternoons, to support parents in need, the school will proactively connect and contact to help students with some outside tutoring centers to register for classes.

"The school does not organize extra classes nor does it teach in school, but only introduces and connects students to participate in extra classes outside of school, so parents can feel more secure about management. However, when studying at an off-school center, parents also have to accept tuition fees that are double or triple that of the school. As for the school, we will probably have to wait until the end of the pilot period to know the specifics. Not only my school, but other schools are also almost 'inactive' because there are no specific instructions. After the pilot period, the schools will give feedback, and the Department of Education and Training will have a basis to report to the province for general instructions," said Mr. Lap.

Mr. H., principal of a secondary school in Ha Dong district ( Hanoi ), shared that after Circular 29, the school will switch to studying 2 sessions per day, instead of only studying in the morning as before.

Specifically, the school will apply the teaching of 7 main periods per day, divided into 4 periods in the morning and 3 periods in the afternoon, from Monday to Friday. The whole school will be off on Saturday (previously, main periods were taught from Monday to Saturday).

"Instead of teaching 5 main classes in the morning as before, now we only teach 4 in the morning. The remaining classes plus the previous Saturday morning classes will be divided equally among the afternoons from Monday to Friday. In addition, there will be additional classes, supplementary classes, and club activities in the regulations for building teaching plans according to the program. We also have to follow the wishes of parents regarding the management of their children. From February 14, if parents agree with this direction, the school will implement it. If not, we will have to teach one main class session as before and students will not go to school in the afternoon," said Mr. H.

The principal of another secondary school in Hoai Duc district (Hanoi) said that he is also submitting a plan to ask the district Department of Education and Training for permission to stop teaching on Saturdays.

“If approved, the school can continue to organize boarding and have some classes for students to participate in life skills and student management in the afternoon at school. At the same time, both teachers and students will have an additional day off on the weekend.”

The principal of Le Binh Secondary School (Tan My Ha Commune, Huong Son District, Ha Tinh Province) shared that it is very difficult for the school to introduce and inform students about tutoring and extra-curricular centers outside (for students and their families who are interested). Because here, students who want to go to the nearest tutoring center have to travel more than 12km (Pho Chau Town). Currently, the school is still waiting for specific instructions from the Department of Education and Training before calculating the implementation steps.

"For now, we only have the direction of tutoring students for the final year exam, but we are asking for the Department of Education and Training's opinion on the budget. Other grades must stop tutoring according to Circular 29."

Mr. Dang Dinh Ky, Head of the Department of Education and Training of Nghi Loc District ( Nghe An ) said: "Currently, we are still waiting for the Ministry of Education and Training and the Department of Education and Training to issue further guidance documents on this matter. However, in reality, many parents still want to organize extra classes at school to both gain more knowledge and ensure the safety of their children."

What Mr. Ky worries about most is that in rural areas, where there are no tutoring centers, it is more difficult to manage or improve students' knowledge. When taking the 10th grade entrance exam or university entrance exam, if students do not have an environment to review and supplement their knowledge, will they be at a disadvantage compared to students in areas with conditions and many tutoring centers?

"Not to mention, having enough conditions to send children to extra classes at centers here and there is a concern for many parents. Because in reality, extra classes outside of school are much more expensive than extra classes in schools," he said.
