
On June 9, Mr. Pham Quoc Huy, Executive Director of the Vinh Hao - Phan Thiet Expressway Project (Project Management Board 7, Ministry of Transport ) said that the unit had received an official dispatch from the Vietnam Road Administration regarding the correction of existing problems, shortcomings, and damages on the Vinh Hao - Phan Thiet Expressway which is under warranty.
According to the document, the Vinh Hao – Phan Thiet section investment project under the North – South Eastern Expressway Investment Project, phase 2017-2020, is invested by Project Management Board 7. The project has been put into operation since May 2023 and is currently under warranty.
During the exploitation and use process, the route has some damages and shortcomings that pose potential risks to traffic safety and construction safety, such as: Road surface, bridge is damaged, cracked, potholed; sidewalk, slope is cracked, eroded; road paint is worn, blurred; traffic safety system, bridge railing lacks bolt connection; bridge expansion joints have cracked concrete, loose connecting bolts; lighting system at some locations is damaged; drainage system is damaged...
Recently, the Vietnam Road Administration and Road Management Area IV have issued many documents urging investors and related units to fix the problem. However, the repair and restoration work has not been timely, and the risk of further damage when the rainy and stormy season comes is very high.
To ensure traffic safety and construction safety, the Vietnam Road Administration requests Project Management Board 7 to inspect and direct relevant units to promptly repair any damage or shortcomings on the route, ensuring completion before June 20, 2025; and take full responsibility for any traffic accidents or construction incidents caused by delayed repairs and remediation.

According to Mr. Pham Quoc Huy, the Vinh Hao - Phan Thiet expressway has been in use for about 2 years now, but due to the weather or rain, the project has more or less affected. In addition to the damaged road surface locations that were previously discovered and handled, recently, the road surface has continued to peel off in some locations.
After receiving the document from the Vietnam Road Administration, VNCN E&C Construction and Engineering Investment Joint Stock Company (the contractor for the construction of the section from Km185+400 to Km235+000, Vinh Hao - Phan Thiet expressway) reported in response.
Specifically, currently, at Km226+000 to Km235+000 (section through Ham Thuan Nam district, Binh Thuan province), some peeling spots of asphalt concrete road surface have appeared, affecting traffic vehicles and construction quality.
To fix this, the contractor will carry out repairs from June 8 to 20, 2025.

Mr. Pham Quoc Huy said that up to now, the newly appeared peeling road surface locations have been temporarily repaired. The contractor also has a plan to handle it according to standards to ensure safety.
Previously, in December 2024, SGGP Newspaper continuously published articles about "Vinh Hao - Phan Thiet Expressway has been patched in many places without collecting tolls", reflecting that although this route has just been put into use and has not collected tolls, some sections of the road have appeared with a series of patching spots. After that, the relevant units organized to fix it.
The Vinh Hao - Phan Thiet Expressway project is 100.8km long, passing through Binh Thuan province, started in September 2020, with a total investment of 11,500 billion VND. In May 2023, the project was put into operation and has not yet organized road toll collection.
