On the morning of June 23, Prime Minister Pham Minh Chinh continued to inspect the construction site, urging and encouraging the staff, workers, and employees, and chaired a meeting with relevant agencies regarding the implementation of the 500kV transmission line project, circuit 3, Quang Trach – Pho Noi.
"I never thought we could complete the project so quickly."
During an inspection of the construction site of the VT22 power pole in Quynh Trang commune (Hoang Mai town, Nghe An province ), Prime Minister Pham Minh Chinh highly praised the efforts of the forces involved, who had transported nearly 200 tons of steel across the rugged and difficult mountainous terrain to erect the 88-meter-high power pole.

After inspecting the construction progress in Nghe An, Ha Tinh, and Thanh Hoa provinces, the Prime Minister chaired a meeting with leaders of ministries, agencies, the two localities (Nghe An and Ha Tinh), and the Vietnam Electricity Group (EVN) regarding the project.
Reporting on the construction progress, EVN Chairman Dang Hoang An said that the Thanh Hoa substation will be inspected and approved on June 25th, while the Quang Trach and Pho Noi substations have already been completed.
Mr. An emphasized that the project was massive but completed at lightning speed. The columns were taller and much heavier than those in other projects; if multiplied, the total weight would be equivalent to 1,000km of other projects.
The Chairman of EVN cited the Quang Trach – Pleiku project, a 700km long line, which previously took 4 years to complete. Meanwhile, with this project, on January 25th, when the Prime Minister met in Thanh Hoa with 9 provinces regarding the 500 kV circuit 3 project, land clearance was still not complete.

"Even the electricity sector never thought it was possible to complete this project so quickly," Mr. An said, affirming his determination to essentially complete the project by the end of June and finalize the acceptance procedures and inauguration of the entire project in July.
We aim to complete the erection of poles, stringing of wires, and testing by June.
Concluding the meeting, Prime Minister Pham Minh Chinh stated that this project involves a very large volume of work and has very high goals, but with high determination, great effort, and decisive action, we have shortened the time, accelerated the progress, ensured quality, and maintained the lives of the people who have given up their land for the project.
The head of government highly appreciated the progress of the 500kV circuit 3 project, and commended the staff, engineers, and workers from electricity units across the country who came to support the project's implementation, working diligently and selflessly in the scorching heat of Central Vietnam.
According to the Prime Minister, despite the harsh weather conditions, with scorching sun and torrential rain, the entire team involved in the project worked tirelessly, overcoming all challenges and achieving very good progress.

In the coming period, the Prime Minister has requested a special, intensive, and rapid emulation campaign to strive for the completion of pole erection, wire laying, and testing by June. In July, inspections will be conducted, technical operation procedures will be carried out, acceptance testing will be completed, environmental restoration will be carried out, and the project will be inaugurated.
In this regard, the Government leaders instructed EVN to focus its efforts on erecting poles, laying wires, operating substations, and implementing necessary procedures. Local authorities coordinated in handing over the transmission line corridor and mobilized youth, women, and veterans to support other tasks such as transporting materials and equipment, providing logistics, accommodation, etc., so that workers could concentrate on their work.
The Prime Minister commended the media agencies for their active participation, "creating momentum and inspiring" the project's implementation, and requested that media agencies continue to focus on communicating the best practices and valuable lessons learned from the project's implementation.
On this occasion, the Prime Minister commended EVN and related agencies and units for their efforts in ensuring electricity supply despite a sudden surge in demand and no increase in power generation. He emphasized the need to be prepared to undertake the next phase of key power grid projects.
The 500kV transmission line project, circuit 3, from Pho Noi, Hung Yen province to Quang Trach, Quang Binh province, has a total length of approximately 519km. The total investment for the project is approximately 22,356 billion VND.
The project comprises four sub-projects: Quang Trach – Quynh Luu; Quynh Luu – Thanh Hoa; Thanh Hoa – Nam Dinh 1 Thermal Power Plant; and Nam Dinh 1 Thermal Power Plant – Pho Noi.
The component projects commenced in October 2023 and January 2024. The Prime Minister directed efforts to complete the project before June 30th.
