The number of streets with the same name in Ho Chi Minh City has increased sharply after the merger.

Ho Chi Minh City currently has many streets with duplicate names, causing difficulties in management and daily life. Experts have proposed solutions, emphasizing the need to minimize the impact on residents.

At a conference reviewing the implementation of Decree 91/2005 on the regulations for naming and renaming streets, organized by the Ho Chi Minh City Department of Culture and Sports on the afternoon of July 10th, many experts proposed solutions to address this issue cautiously, avoiding disruption to people's lives.

It is urgent to build a standardized street naming system.

At the conference, Dr. Nguyen Minh Nhut, deputy head of the Culture and Social Affairs Committee of the Ho Chi Minh City People's Council, stated that after the merger, Ho Chi Minh City faced the urgent need to build a synchronized and convenient street naming system to serve urban management.

The city has not yet released an official report on the number of streets with duplicate names, but before the merger, many districts and counties already had this situation, such as Nguyen Van Cu Street appearing in District 1, District 5 and Binh Chanh County; Le Van Luong Street appearing in District 7 and Nha Be County.

Following the merger of Binh Duong and Ba Ria - Vung Tau provinces, the number of duplicate names is predicted to increase significantly. A common example of duplicate names is when streets are located in adjacent wards or communes, such as Nguyen Van Troi and Tran Hung Dao streets, which appeared in the former Ho Chi Minh City and in bordering wards of the former Binh Duong or Ba Ria - Vung Tau provinces.

Common duplicate names are often those of famous people, national heroes, or historical places such as Nguyen Van Troi, Tran Hung Dao, the Trung Sisters, Le Loi, Nguyen Hue, etc., due to their popularity in many localities.

According to Associate Professor Dr. Ha Minh Hong of the Ho Chi Minh City Historical Science Association, after June 30, 2025, the new Ho Chi Minh City will still have at least 12 pairs of identical street names within the same old district.

For example, Phan Van Tri Street is located in both Cho Quan and An Dong wards; Nguyen Thi Nho Street appears in both Phu Tho and Minh Phung wards; Nguyen Truong To, Khong Tu, Nguyen Khuyen... are also repeated in the former Thu Duc City.

Keep the name, add the address, or differentiate by number.

To address the issue of duplicate street names, Associate Professor Dr. Ha Minh Hong proposed two approaches: retaining the current street names but including the full administrative address (for example, Chu Van An Street, Thu Duc Ward; Chu Van An Street, Tang Nhon Phu Ward), or adding sequential numbers for differentiation (for example: Dan Chu 1 Street, Dan Chu 2 Street...).

Adding to the discussion, Ms. Le Tu Cam, chairwoman of the Ho Chi Minh City Cultural Heritage Association, suggested that the city still has ample room for new street names. According to her, more historical sites, events, and unique cultural landmarks could be explored. If properly utilized, naming streets after these sites would contribute to making Ho Chi Minh City a city rich in heritage.

Also discussing solutions, Dr. Nguyen Minh Nhut commented that renaming streets needs careful consideration to minimize disruption to the lives of residents and businesses.

"The name change will entail a series of changes such as adjustments to land and house ownership documents, household registration, citizen identification cards, business registration, bank accounts, commercial contracts, GPS location data, etc.," Mr. Nhut said.

Moreover, this process incurs administrative costs, is time-consuming, requires significant manpower, and can cause psychological stress for residents who have to change their long-standing address.

Therefore, according to Mr. Nhut, it is necessary to issue clear principles, prioritizing the renaming of newly formed roads that have not yet established a deep connection with the local population.

In cases where major roads need to be renamed, policies are needed to support citizens in the process of updating their documents, provide free legal information corrections, and conduct widespread public awareness campaigns to ensure people are informed and can proactively adapt.
