The voluntary dismantling and removal of encroaching structures and objects by Mr. Do Thanh Hung's family (Hamlet 5, Ward 1, Bac Lieu City) to hand over the land for the local authorities to complete the remaining part of the investment project to build the central road of the provincial administrative area (Vo Van Kiet road) has received special attention from a large number of people in the province over the past few days. Everyone expressed their welcome, agreement, and excitement for Mr. Hung's family's actions, especially the efforts of the authorities at all levels to ensure that the road, which had been blocked for nearly 20 years, will soon be fully reopened.

A job that is in line with public sentiment.

By July 14th, three days after Mr. Do Thanh Hung's household voluntarily handed over the land to allow the Vo Van Kiet road project to resume after a long period of delay, the construction unit completed the asphalt paving, officially opening the road as a one-way route to the center of Bac Lieu City. The opening of the one-way route on Vo Van Kiet road, from the Victory Monument intersection to Hung Vuong Square, facilitates traffic flow, ensures safety, and enhances the urban aesthetics of Bac Lieu City and the Provincial Administrative Center.

Previously, the road's blockage for nearly 20 years due to a few households refusing to hand over their land caused considerable public resentment. However, the voluntary handover of the land by Mr. Hung's family for road construction has generated widespread approval and enthusiasm. In recent days, wherever you go, you hear people discussing the remaining sections of the road under construction. Drivers passing through the area can't help but glance back, some even stopping for a considerable time to watch the workers busily working with a satisfied expression.

“The clearing of the bottleneck on Vo Van Kiet Street has created a very positive atmosphere for the people in the area. First and foremost, it helps maintain the urban landscape of Bac Lieu City and the province, and secondly, it makes it easier and safer for people to travel, work, and conduct their daily lives,” said Mr. Tran Duc Tuan, a resident of Ward 1.

Living a few houses away, traditional medicine practitioner Nguyen Van Dinh happily expressed: "I have repeatedly petitioned the local authorities to quickly remove the encroaching households, ensuring the aesthetic appeal of this one of the most beautiful streets in the city. Now, my wish has come true."

Although not directly witnessing the incident, Ms. Vu Thi Duyen ( Hoa Binh district) closely followed the information through newspapers and television, understanding the developments and expressing strong agreement and support: "This is an action that brings practical benefits to the economic and tourism development of the locality and is highly supported by the people in the province."

Vo Van Kiet Street will soon be open to two-way traffic.

On the morning of July 11th, Bac Lieu City had prepared plans to enforce remedial measures regarding road safety in the aforementioned area. Previously, authorities had also carefully prepared a plan to ensure security and order during the construction of Vo Van Kiet road, specifically the section in front of Mr. Hung's house, due to the long delay in handing over the land, causing difficulties for people and vehicles passing through. However, after the local authorities conducted a final persuasion in accordance with the law, Mr. Hung's family agreed to sign a voluntary handover agreement and receive social welfare funds to stabilize their living situation.

As soon as Mr. Hung's household handed over the 300m² plot of land for road construction, the Provincial Party Secretary, Lu Van Hung, met with them and praised their cooperative spirit in contributing to the creation of clear roads and sidewalks, improving the urban landscape of Bac Lieu City and the province. The Provincial Party Secretary reiterated the province's policy of always ensuring the correct and full implementation of all policies stipulated by law to protect the rights of all households affected by the project.

Currently, 61 out of 62 households affected by the Vo Van Kiet road project have agreed to hand over the land. Only Ms. Nguyen Thi Huong's household is still undergoing the process of being informed and having their compensation and benefits resolved in order to expedite the opening of the road in the opposite direction.

Chairman of the Provincial People's Committee - Pham Van Thieu: The province always considers compensation options that are most beneficial to the people and in accordance with the law.

Speaking to a reporter from Bac Lieu Newspaper on the sidelines of the 10th session of the 10th Provincial People's Council regarding land clearance on Vo Van Kiet Street, Mr. Pham Van Thieu - Chairman of the Provincial People's Committee, said:

Vo Van Kiet Street (also known as Hung Vuong Street) is part of the Bac Lieu Provincial Administrative Center Road Construction Investment Project. This is a gateway road leading to the Bac Lieu Provincial Administrative Center, especially through Hung Vuong Square (Ward 1, Bac Lieu City) – the venue for many political , economic, cultural, and social events of the province. Recently, land clearance for households along Vo Van Kiet Street has been difficult due to two households refusing to hand over their land, resulting in the road remaining impassable for nearly 20 years. Bac Lieu Province has held numerous negotiations and meetings with residents to resolve the issue, but the two households have yet to agree to relinquish their land.

To ensure the timely completion of the investment project to build the central road of the Provincial Administrative Area and put the road into use, the provincial departments, agencies, and the People's Committee of Bac Lieu City have propagated, mobilized, and persuaded one of the two households, Mr. Do Thanh Hung's household, to voluntarily dismantle the iron and concrete fence, trees, and some items encroaching on the traffic safety corridor. Through the persuasion efforts, Mr. Hung agreed to voluntarily dismantle and remove the structures and items that were obstructing the construction project. On July 11th, Mr. Do Thanh Hung's household agreed to sign the handover and voluntarily relocate and dismantle the infringing structures, leaving only Ms. Nguyen Thi Huong's household, for which the local authorities are currently developing a compensation plan.

PV: So when will the land clearance process for the remaining households begin, sir?

Mr. Pham Van Thieu - Chairman of the Provincial People's Committee: Regarding Ms. Nguyen Thi Huong's household, the local authorities previously issued a land reclamation decision, but the household has not agreed and has not received compensation. Going forward, provincial departments and agencies, along with Bac Lieu City, will continue to persuade the household to hand over the land so that the local authorities can proceed with the construction of this road. At the same time, the province will consider a compensation plan that is most beneficial to the people and in accordance with the law.

Construction will begin immediately once Ms. Nguyen Thi Huong's family hands over the land. The province hopes to receive the cooperation of the people in handing over the land to the State for the construction of public works.
