The event was attended by many delegates from government agencies, the business community, the European Union (EU) delegation and international organizations. Representing Vietnam was Mr. Pham Quoc Hung, Deputy Chief Justice of the Supreme People's Court, along with many leaders of ministries, departments, branches and local authorities.

The White Book 2025 highlights the theme of “Strategic Priorities”, focusing on five key areas: Visa policy, immigration procedures and airport infrastructure, work permits, VAT refunds and customs procedures.
The European business community in Vietnam identifies these as administrative bottlenecks, becoming barriers to production, business activities and investment expansion.
Speaking at the event, Mr. Bruno Jaspaert, Chairman of EuroCham, commented that in the context of a volatile world, Vietnam's "bamboo diplomacy" helps create a solid foundation with long-term and balanced economic alliances.
"The European business community, represented by EuroCham, has always been a stable partner, focusing on sustainable values and committed to long-term cooperation with Vietnam. The White Book is a clear demonstration of this cooperative relationship, with practical solutions built from the experiences and feedback of businesses," Mr. Jaspaert affirmed.

The White Book 2025 is the result of close cooperation between 19 EuroCham sector committees, covering a wide range of sectors, from semiconductors, electric vehicles, sustainable agriculture to green finance. The recommendations are based on the practices of European businesses in Vietnam, aiming towards a common goal: a prosperous, competitive and sustainable Vietnam.
Mr. Jean-Jacques Bouflet, EuroCham Vice Chairman in charge of policy advocacy, said that the Association does not simply send policy recommendations, but takes action to create positive change. EuroCham's industry subcommittees are always committed to accompanying Vietnam on the long-term development journey.
Also at the event, EU Ambassador to Vietnam Julien Guerrier reaffirmed the Union’s long-term cooperation with Vietnam, while emphasizing the pivotal role of the EU-Vietnam Free Trade Agreement (EVFTA). This is a major turning point in bilateral relations, preparing to celebrate the 5th anniversary of implementation at the end of 2025.

Speaking to The Gioi and Viet Nam Newspaper on the sidelines of the event, Mr. Stuart Livesey, Co-Chairman of the Green Growth Committee and member of the EuroCham Board of Directors, shared the “key” to strengthening the cooperation between the two sides. Accordingly, in the coming time, it is important to promote two-way dialogue between EuroCham and the subcommittees, experts who are supporting European industries, as well as between the Association and various ministries and sectors.
"European businesses can share the difficulties they are facing, but they also need to understand from the ministries, sectors and governments why those problems exist, why there are obstacles. From there, the two sides can negotiate to find solutions," Mr. Livesey emphasized.
The White Book 2025 is now publicly available in both Vietnamese and English, serving the reference needs of domestic and foreign stakeholders. This is considered a strategic document for policy makers and the business community, in the journey to build a modern, integrated and more flexible Vietnamese economy in the face of global challenges.
