Nearly 37,000 social housing units have been completed.

(Chinhphu.vn) - Through actual inspection and synthesis of reports from localities, as of July 15, 2025, the whole country has completed 36,962/100,275 social housing units (reaching 37%); investing in the construction of 111,622 units, of which the possibility of completion in 2025 is 74,021/100,275 units (reaching about 74%).

The Ministry of Construction has just released a report assessing the social housing development situation in the first 7 months of 2025 and the implementation plan for the last 5 months of 2025.

According to the report, as of July 15, 2025, the whole country has 692 social housing projects being implemented with a scale of 633,559 units, of which: 146 projects have been completed, with a scale of 103,717 units; 124 projects have started construction, are being implemented with a scale of 111,622 units; 422 projects have been approved for investment policy, with a scale of 418,220 units.

Thus, the number of completed, started, and approved investment projects by 2025 reached 59.6% of the target set in the Project (investment in construction of about 1,062,200 units).

Through actual inspection and synthesis of reports from localities, as of July 15, 2025, the whole country has completed 36,962/100,275 units (reaching 37%); is investing in the construction of 111,622 units, of which the possibility of completion in 2025 is 74,021/100,275 units (reaching about 74%); has started 27 projects with a scale of 24,232 units (equivalent to 95.4% of the number of apartments started in 2024).

Many localities completed and exceeded assigned targets.

In particular, many localities are expected to complete and exceed the assigned targets in 2025 such as: Hai Phong was assigned a target of 10,694 units, with the ability to complete 10,785 units in 2025, reaching 101%; Hue City was assigned 1,200 units in 2025, with the ability to complete 1,443 units in 2025, reaching 120%; Tuyen Quang was assigned a target of 146 units, expected to complete 100% in 2025; Quang Ninh was assigned a target of 2,201 units, expected to complete 2,288 units in 2025, reaching 104%.

In particular, Nghe An province was assigned a target of 1,420 units, and is expected to complete 2,456 units in 2025, reaching 173%.

Localities capable of completing over 50% of the target include: Hanoi, Ho Chi Minh City, Da Nang, Lao Cai, Phu Tho, Ninh Binh, Khanh Hoa, Dak Lak, Dong Nai, Dong Thap, An Giang, Ca Mau.

Localities achieving less than 50% include: Can Tho City, Thai Nguyen, Lang Son, Thanh Hoa, Ha Tinh, Quang Ngai, Gia Lai, Lam Dong, Vinh Long.

Some localities have not had any projects started or invested in construction, including: Cao Bang, Son La, Dien Bien, Lai Chau, Ha Tinh.

Continue to cut and reduce administrative procedures to encourage businesses to participate in building social housing

During the last 5 months of the year, the Ministry of Construction said it will preside over and coordinate with relevant ministries and branches to guide the implementation of Resolution No. 201/2025/QH15 and Decree No. 192/2025/ND-CP of the Government detailing and implementing measures for Resolution No. 201/2025/QH15 of the National Assembly on a number of specific mechanisms and policies for social housing development. At the same time, it will continue to inspect and urge localities and enterprises to promote investment in the construction of social housing projects, ensuring the goals assigned by the Prime Minister.

The Ministry of National Defense and the Ministry of Public Security urgently directed specialized agencies and affiliated units to coordinate with provincial People's Committees to implement housing construction investment projects for armed forces under their management, determined to complete the target assigned by the Prime Minister. The Ministry of National Defense started construction of 252 houses, the Ministry of Public Security started construction of 3,000 houses in 2025.

The Vietnam General Confederation of Labor urgently directed specialized agencies and affiliated units to invest in building social housing for union members to rent, determined to complete the target assigned by the Prime Minister. The Vietnam General Confederation of Labor started construction on 1,600 houses in 2025.

The Ministry of Construction requests the Provincial People's Committee to urgently issue detailed regulations on cases where people who own houses but are far from their workplaces are entitled to social housing support policies according to the assigned tasks in Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly.

Add the target of completing social housing in 2025 and the following years until 2030 assigned by the Prime Minister to the system of local socio-economic development targets; urgently complete the local social housing development steering committee headed by the Secretary or Chairman.

Localities need to cut down and simplify administrative procedures under their authority regarding investment in social housing construction to support and encourage businesses to invest. Create conditions for investors to be able to quickly implement projects, from choosing land locations to completing legal procedures.
