This is also the time when the commune officially operates under the two-level local government model, marking an important step in administrative reform, perfecting the apparatus, improving the efficiency of serving the people, and aiming for sustainable development goals.
The first days of operation of the new government in Ta Leng are a clear demonstration of the determination to innovate, aiming at the goal of "publicity, transparency and efficiency". The local government closely coordinated with the youth volunteer force and the consensus and support of the people to create a new atmosphere in the area. Visiting the commune on the last day of the working week, we saw many people coming to the Public Administration Service Center to submit documents for certification, household registration, land, birth and death certificates, etc., which were processed right at the locality, no longer having to travel dozens of kilometers of mountain passes as before.
The “one-stop” system operates synchronously, the staff work methodically, behave standardly, and enthusiastically, helping to increase people’s trust and satisfaction. Mr. Giang A Thao in Giang Ma village said: “Now we only need to go to the commune to do land procedures, we don’t have to go to the district as hard as before. The staff gives clear and easy-to-understand instructions, making it quick and convenient for the people.”
Not only Mr. Thao, many people in remote villages such as Ho Thau, Si Thau Chai, Ta Leng expressed their satisfaction with the service of officials and authorities. All procedures were resolved on time, without causing any trouble, showing that the new government is gradually realizing the spirit of serving the people in a practical way.
Immediately after the two-level local government model officially came into operation, the People's Council of Ta Leng commune issued Resolution No. 06/NQHDND on the establishment of specialized agencies and the Public Administration Service Center under the People's Committee of the commune. This is the legal basis for perfecting the organization, assigning specific tasks to each cadre, ensuring synchronous operation right from the beginning.
After more than two weeks of operation, the center has received and processed nearly 200 applications, of which nearly 50 were submitted online, the rest were received directly. The main procedures related to certification, policies, people with disabilities, etc. were all resolved on time, with no pending applications. People not only received enthusiastic support but also clearly felt the professionalism and friendliness of the grassroots staff. Mr. Hoang Van Phuong, Deputy Director of the Ta Leng Commune Public Administration Service Center, said: The commune's information technology infrastructure is still a bottleneck, many devices are from old communes, computers are outdated, slow operation affects the efficiency of processing electronic records; some digitally signed documents still have technical errors.
In addition, due to the large area, the villages are far apart, and the conditions for accessing technology are limited, so most people have not been able to use online public services or install VNeID. However, with the spirit of "taking people as the center", the center still tries to operate regularly, smoothly, setting the goal of being fast, neat, and in accordance with legal regulations. "We clearly identify that, although the physical facilities are limited, the spirit of serving the people must be serious and dedicated, not letting people lose faith in the new government", Mr. Phuong added.
Not only innovating in administrative work, Ta Leng commune also aims to develop sustainable economic and tourism, making the most of natural advantages. With a system of terraced fields, year-round cloud-covered mountain peaks and unique cultural identities of the H'Mong and Dao ethnic groups, Ta Leng is focusing on developing tourism products such as trekking to explore the mountains and forests, experiencing ancient tea trees, enjoying mountain ginseng, wild plums, pears, peaches, etc. The goal by 2030 is that the commune will welcome more than 70,000 tourists each year, raising the average income per capita to 50 million VND/year; the poverty rate will decrease by more than 2%/year...
In particular, Si Thau Chai village is oriented to become a community tourism village that meets ASEAN criteria, both preserving traditional culture and creating sustainable livelihoods.
