Fake certificates for agricultural product exports to China, Vietnam SPS urgently warns

The Vietnam SPS Office (Ministry of Agriculture and Rural Development) has just sent an official dispatch to a number of functional agencies of the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Health, and industry associations as well as enterprises regarding the information on "Certificate of registration of agricultural and food export enterprises of the General Department of Customs of China - Certificate of GACC Registration".

The dispatch stated that at noon on May 5, on social networks, an image of a "Certificate of Registration of the General Administration of Customs of China - Certificate of GACC Registration" with a QR code linked to the address www.aqsiq.net with the content certifying the registration code of an enterprise exporting agricultural products and food to China was circulated.

Pursuant to Regulation 248 of the General Administration of Customs of China (GACC) effective from January 1, 2022 and Official Note No. 353 dated September 27, 2021 of GACC, in order to promptly provide transparency in information on WTO Member regulations, the Vietnam SPS Office affirms: "As of May 5, 2023, the Vietnam SPS Office has not received a notice from GACC regarding the form of Certificate of Registration of the General Administration of Customs of China - Certificate of GACC Registration with QR code linked to the address www.aqsiq.net".

Regarding the results of business registration for production, processing and preservation of agricultural and food products for export to China, which are implemented according to Regulation 248, they will be officially announced after being approved by the General Administration of Customs of China.

Specifically, for foreign food production, processing and preservation enterprises exporting food to China, registering on the system https://app.singlewindow.cn/ (including direct registration or through introduction by competent authorities), the registration results are announced on the website: https://ciferquery.singlewindow.cn/ and the notification document of the competent authority of Vietnam for the code introduced by the competent authority.

For enterprises registering products under the approval authority of the Animal and Plant Quarantine Department, GACC, the registration results are announced on the website: http://dzs.customs.gov.cn/ and the notification document of the competent authority of Vietnam;

For commercial enterprises, registration results are published on the website: http://ire.customs.gov.cn/.
