The Government Office has just issued a document conveying the opinion of Deputy Prime Minister Tran Hong Ha on agreeing to extend the pilot period of submarine service activities in Nha Trang Bay (Khanh Hoa). Accordingly, Deputy Prime Minister Tran Hong Ha agreed in principle to extend the pilot period of submarine service activities in Nha Trang Bay (which was approved in principle by the Prime Minister from October 2020) of Vinpearl Joint Stock Company until the end of July 2024 according to the recommendations of the Ministries and the People's Committee of Khanh Hoa province.

Along with agreeing to extend the pilot period of Vinpearl's submarine service, the Deputy Prime Minister assigned the Ministry of Transport (MOT) to preside over and coordinate with the Ministry of National Defense, Khanh Hoa Provincial People's Committee and relevant agencies to organize and manage the submarine service activities in compliance with current regulations on security, national defense and relevant legal regulations. During the pilot period, relevant agencies are responsible for regularly monitoring and inspecting the operation of vehicles and other support activities to ensure absolute safety. Vinpearl Joint Stock Company and relevant agencies and units have plans to ensure safety, prevent incidents, rescue and take responsibility for any unsafety that occurs during the implementation of the above service. At the same time, the Deputy Prime Minister also assigned the Ministry of Transport to preside over and coordinate with relevant ministries and agencies to urgently summarize the pilot activities of the submarine service in Nha Trang Bay; Organize review, research, promulgate or submit to competent authorities for promulgation of full legal regulations on submarine service activities; to be completed by July 2024.
Previously, in October 2020, the Prime Minister issued a document agreeing in principle to pilot the operation of tourist diving services in Nha Trang Bay of Vinpearl Joint Stock Company for a period of 2 years (from the date of operation). On that basis, the Ministry of Transport issued a decision allowing Vinpearl Joint Stock Company to pilot diving operations in the Bai Bang area from around February to October every year and the Hon Mot area (Nha Trang Bay) from around October to February of the following year. The pilot period is from February 2021 to February 2023. However, the recent pilot process encountered many difficulties due to the Covid-19 pandemic and unpredictable weather changes, so the company only operated for 69 days with 159 trips. All diving trips carrying passengers were carried out safely, without any incidents. Accordingly, in February 2023, the Company issued a document requesting an extension of the pilot period. After that, Khanh Hoa Provincial People's Committee sent a document to the Ministry of Transport regarding the piloting of the above service, in which it assessed: the diving boat service in Nha Trang Bay is a new and unique service, when put into operation, it has enriched the type of tourism in the locality. Therefore, the Provincial People's Committee supports the extension of the piloting of diving boat activities as proposed by Vinpearl Joint Stock Company. Khanh Hoa Provincial People's Committee also agreed with the proposal of the above enterprise on the survey to study and expand diving boat activities around Hon Mun area and other areas in Nha Trang Bay if appropriate. The Ministry of Transport has sent a document requesting the Prime Minister to extend the piloting period of Vinpearl's diving boat service until March 2025. After consulting with relevant ministries and branches, the Prime Minister agreed to extend the piloting period of Vinpearl's diving boat, however, the piloting period is only until July 2024.

It is known that Vinpearl Joint Stock Company uses the Deep View DV100 - 24 submarine manufactured by Triton Submarine, USA to pilot the exploitation of tourist submarine services. The submarine runs on electricity, does not make noise, does not affect the marine ecosystem, the ship can carry 24 passengers, the crew consists of 2 people. The ship can reach a maximum speed of 3 nautical miles/hour, equivalent to 5.5 km/hour. Vinpearl expects the operating time of one ship trip to be 30 minutes, with a maximum of 10 trips per day under favorable weather conditions in the Bai Bang area or Hon Mot island.
