Approval of the National Book Award Charter

The Ministry of Culture, Sports and Tourism has just issued Decision No. 2719/QD/BVHTTDL on approving the Charter of the National Book Award.

The National Book Award is directed by the Central Propaganda and Mass Mobilization Commission, assigned to the Ministry of Culture, Sports and Tourism to coordinate with relevant agencies to organize and implement.

The National Book Award is a national award, organized and awarded annually, to award books and book series with outstanding value in terms of ideological content, knowledge, and aesthetics; have a strong impact on the community or make extensive professional contributions and are well received by the public or highly appreciated by experts in various fields; thereby encouraging and honoring authors and those working in the field of Vietnamese book publishing, contributing to discovering, preserving, and promoting valuable works to a wide range of readers, creating motivation to promote the publishing career to develop in the right direction and in line with the integration trend.

The National Book Award nominees include: the Department of Publishing, Printing and Distribution, publishers, affiliated partners, professional agencies, professional associations, press and media agencies and readers. The award-nominating agencies and organizations are publishers and affiliated partners who submit their dossiers to the National Book Award Council (through the Vietnam Publishing Association). The dossier includes the book registration form and the book nominated for the award, the consent of the author, translator, and copyright commitment.

In case the nominating agency or organization is a professional agency, professional association, or press agency, these agencies or organizations shall send their dossiers to the National Book Award Council (through the Vietnam Publishing Association). The dossier includes a document introducing the books nominated for the award and a review of each book nominated for the award. After receiving the dossiers, the National Book Award Council will review and send them to the publishers whose books are nominated for the award so that the publishers can supplement their dossiers (including the books nominated for the award, the author's consent document, and copyright commitment).

In case readers nominate for an award: Readers nominate through the Electronic Information Portal of the Department of Publishing, Printing and Distribution, the Information Portal of the Vietnam Publishing Association within a minimum period of 30 days. The list of nominations from readers is sent to the National Book Award Council (through the Vietnam Publishing Association). After receiving the dossier, the National Book Award Council will review and send it to the publishers whose books are introduced so that the publishers can supplement the dossier (including the book, the author's consent document and copyright commitment).

Books nominated for the award must be published and distributed in accordance with the provisions of the Publishing Law, the Intellectual Property Law and other legal provisions of the Socialist Republic of Vietnam; Books published from November 1 of the previous year to October 31 of the year immediately preceding the year of the award; Books that meet the requirements of style and language, ensure the clarity of Vietnamese, are beautifully presented and illustrated, and have high-quality printing techniques; Books published for the first time; reprinted books that have not been considered for an award (including e-books); Books written in Vietnamese, foreign languages; books translated from Han - Nom or from languages of ethnic minorities; books translated from foreign languages into Vietnamese.

For a book series published with volumes having continuous and connected content, it is considered a book title when it has been published and entered into the competition as a whole, in which the last volume of the book series is published between November 1 of the previous year and October 31 of the year immediately preceding the year of consideration. For a book series published by topic, the volumes have independent and complete content: Each volume is considered a separate book title. Nominated books must meet the specific criteria of each book category according to the National Book Award Regulations issued by the Ministry of Culture, Sports and Tourism.

The National Book Awards include Awards for 04 specialized book categories (Books on politics , economics, social sciences and humanities; Books on education, natural sciences and technology, innovation; Books on culture, literature and art; Books for teenagers and children) and the category of Books loved by readers.

Number of Awards for 04 specialized book categories, each category has no more than 02 A prizes (books translated from foreign languages into Vietnamese and books written in Vietnamese), 04 B prizes, 06 C prizes, and a total of no more than 04 consolation prizes for all 04 specialized book categories; 05 prizes for books that are loved by readers.

Based on the practical situation and quality of the books submitted for the award each year, the Chairman of the National Book Award Council shall consider and decide to adjust the number of awards for each book category specified in Clause 2 of this Article; award 01 Special Prize to 01 book among the A prize winning books with excellent value, outstanding content, and strong impact on the public.

The award is held and presented in the fourth quarter of each year (associated with the anniversary of the Traditional Day of the Vietnamese Publishing, Printing and Book Distribution Industry).

This Decision takes effect from the date of signing and replaces Decision No. 706/QD-BTTTT dated May 3, 2024 of the Minister of Information and Communications approving the Charter of the National Book Award.

The Ministry of Culture, Sports and Tourism requests the Chief of the Ministry's Office; Director of the Department of Planning and Finance; Director of the Department of Publishing, Printing and Distribution; Chairman of the Vietnam Publishing Association; Chairman of the National Book Award Council; and relevant agencies and units to be responsible for implementing this Decision./.
