Approval of the National Book Award charter

The Ministry of Culture, Sports and Tourism has just issued Decision No. 2719 QD/BVHTTDL on Approving the Charter of the National Book Award.

The National Book Award is directed by the Central Propaganda and Mass Mobilization Commission and assigned to the Ministry of Culture, Sports and Tourism to coordinate with relevant agencies to organize and implement.

The National Book Award is a national award, organized and awarded annually, to award books and book series with outstanding value in terms of ideological content, knowledge, and aesthetics; have a strong impact on the community or make profound professional contributions and are well received by the public or highly appreciated by experts in various fields; thereby encouraging and honoring authors and those working in the field of Vietnamese book publishing, contributing to discovering, preserving, and promoting valuable works to a wide range of readers, creating motivation to promote the publishing career to develop in the right direction and in line with the integration trend.

The nominees for the National Book Award include: the Department of Publishing, Printing and Distribution, publishing houses, affiliated partners, specialized agencies, professional associations, press and media agencies, and readers. Nominating agencies and organizations, such as publishing houses and affiliated partners, submit dossiers to the National Book Award Council (through the Vietnam Publishers Association). The dossier includes the book registration form and the book submitted for consideration, written consent from the author/translator, and a copyright commitment.

In cases where the nominating agency or organization is a specialized agency, professional association, or press agency, these agencies or organizations submit the dossiers to the National Book Award Council (through the Vietnam Publishers Association). The dossiers include a document introducing the books nominated for the award and a review for each nominated book. After receiving the dossiers, the National Book Award Council will review them and send them to the publishers whose books are nominated so that they can supplement the dossiers (including the nominated books, the author's consent, and a copyright commitment).

For reader nominations: Readers can submit nominations through the Electronic Portal of the Department of Publishing, Printing and Distribution, or the Portal of the Vietnam Publishers Association within a minimum of 30 days. The list of reader nominations will be sent to the National Book Award Council (via the Vietnam Publishers Association). After receiving the nominations, the National Book Award Council will review them and send them to the publishers whose books are nominated, so that they can supplement the dossiers (including the book for the award, the author's consent, and a copyright commitment).

Books nominated for the award must be published and distributed in accordance with the Law on Publishing, the Law on Intellectual Property, and other legal regulations of the Socialist Republic of Vietnam; books must have been published between November 1st of the previous year and October 31st of the year immediately preceding the award year; books must meet the requirements regarding writing style and language, ensuring the clarity of the Vietnamese language, be beautifully presented and illustrated, and have high-quality printing techniques; books must be first published; reprinted books that have not been considered for an award (including e-books); books written in Vietnamese or foreign languages; books translated from Sino-Vietnamese or from the languages ​​of ethnic minorities; and books translated from foreign languages ​​into Vietnamese.

For book series with volumes containing continuous and interconnected content, each volume is counted as a separate title when published and submitted for the award. The final volume must have been published between November 1st of the previous year and October 31st of the year preceding the award year. For thematic book series with independent and complete volumes, each volume is counted as a separate title. Nominated books must meet the specific criteria for each category as outlined in the National Book Award Regulations issued by the Ministry of Culture, Sports and Tourism.

The National Book Awards include awards for four specialized book categories ( Politics , economics, social sciences and humanities; Education, natural sciences and technology, innovation; Culture, literature and art; Children's and teenagers' books) and a category for books most loved by readers.

The number of awards for the four specialized book categories will be limited to no more than two A prizes per category (books translated from foreign languages ​​into Vietnamese and books written in Vietnamese), four B prizes, six C prizes, and a total of no more than four consolation prizes for all four specialized book categories; and five awards for books favored by readers.

Based on the actual situation and the quality of the books submitted for the award each year, the Chairman of the National Book Award Council shall consider and decide to adjust the number of awards for each category of books as stipulated in Clause 2 of this Article; and award one Special Prize to one book among the A-prize winners that has outstanding and superior content and a strong impact on the public.

The awards are organized and presented in the fourth quarter of each year (coinciding with the commemoration of the Traditional Day of the Vietnamese Publishing, Printing and Book Distribution Industry).

This decision takes effect from the date of signing and replaces Decision No. 706/QD-BTTTT dated May 3, 2024 of the Minister of Information and Communications approving the Regulations of the National Book Award.

The Ministry of Culture, Sports and Tourism requests the Chief of the Ministry's Office; Director of the Department of Planning and Finance; Director of the Department of Publishing, Printing and Distribution; Chairman of the Vietnam Publishing Association; Chairman of the National Book Award Council; and relevant agencies and units to be responsible for implementing this Decision./.
