Attending the launching ceremony were comrade Nguyen Quoc Huy, Deputy Director of the Department of Grassroots Culture, Family and Library, Ministry of Culture, Sports and Tourism; leaders of a number of departments and branches; leaders of the Departments of Culture, Sports and Tourism of the provinces with delegations participating in the contest.
Participating in the launching ceremony were 24 mobile propaganda delegations from the following provinces: Tuyen Quang, Dong Nai, Dien Bien, Son La, Quang Nam (belonging to Da Nang City), Lao Cai, Quang Ninh, Lai Chau, Thai Nguyen, Quang Ngai, Can Tho City, Phu Tho, Hai Phong City, Ba Ria - Vung Tau (belonging to Ho Chi Minh City), Thanh Hoa, Bac Ninh, Dak Lak, Hung Yen, Ninh Binh, Tay Ninh, Lang Son, Cao Bang, Gia Lai and Dam San Music and Dance Theater.

Immediately after the launching ceremony, the groups paraded on several streets of Tuyen Quang province and performed in 7 communes and wards in the province (August 5 and 6); in Bac Ninh , the groups paraded and performed in 5 communes and wards (August 6 and 7) and in Hai Phong city, the groups paraded and performed in 10 communes and wards (August 7 and 8).

Propaganda activities in localities will include three main contents: Mobile propaganda parade; art program; photo exhibition display and explanation.
The national mobile propaganda contest closed on August 8 in Hai Phong city.
