Deputy Minister Phan Tam presented some copies of the Handbook to representatives of the Department of Culture, Sports and Tourism, Department of Culture, Sports and Tourism.

Implementing the Prime Minister 's direction on decentralization and assignment of authority to local authorities at two levels in the field of culture, sports and tourism, the Minister of Culture, Sports and Tourism directed the compilation of a Handbook to guide the implementation of tasks of decentralization and assignment of authority to the People's Committees at the commune level in the field of culture, sports and tourism .

Important tool for commune level officials

The Handbook is 10x15cm in size with only 72 pages, compact, practical, easy to understand content, easy to look up presentation. In addition to 5,000 printed copies, the Handbook has also been published by the National Culture Publishing House as an e-book through two platforms nxbvanhoadantoc.vn and sachdientu.vn.

According to Pham Cao Thai, Director of the Legal Department (Ministry of Culture, Sports and Tourism), the purpose of publishing the Handbook is to effectively implement the two-level local government organization model, enhance the efficiency, effectiveness and efficiency of the commune-level government as the closest level of government, closely connected to the people, where management activities and administrative work are directly organized, which is an urgent requirement today.

At the same time, the Handbook is a useful document to help cadres and civil servants look up and grasp regulations on assigned tasks and authorities, contributing to the effective implementation of the two-level local government organization model, improving the effectiveness and efficiency of commune-level governments in the fields of culture, sports and tourism, contributing to the good performance of the task of serving the people.

In order for decrees and circulars to be effectively implemented, not only legal documents are needed, but also a specific, easy-to-understand, and easy-to-apply support tool is needed. From that reality, the Handbook was born as a practical support document specifically for commune-level officials.

The handbook is compiled concisely, clearly, closely following the tasks assigned by the People's Committees at the commune and provincial levels in Decree 137, Decree 138 and Circular 09. The contents are all aimed at quick reference and immediate application, from granting certificates for public electronic game service points to handling procedures related to libraries, festivals and many other cultural and sports activities.

The handbook consists of five main parts. Part one is a general guide, including regulations on the principles of decentralization of authority, regulations on fees and charges, notes on transitional regulations when performing decentralization tasks and decentralization of authority to ensure that no areas or fields are left vacant, and that the activities of agencies, units, organizations and people are not affected.

Part two, decentralization and division of authority in the field of culture and family, stipulates nine tasks of the People's Committee at the commune level and one regulation of the People's Committee at the district level previously transferred to the commune level. Part three is decentralization and division of authority in the field of sports. Part four is decentralization and division of authority in the field of tourism . Part five is decentralization and division of authority in the field of printing, basic information and electronic information.

Mr. Tran Xuan Viet, Deputy Director of the Department of Culture, Sports and Tourism of Son La province, said, “This is a meaningful book, which is very much needed at the grassroots level. Since July 1, in Son La, when operating the new apparatus, many problems arising at the grassroots level have received guidance from the Central and the province.

However, we determined that in order for the apparatus to operate effectively, there needs to be training programs for the communal staff in implementing tasks. However, when receiving this Handbook from the Ministry of Culture, Sports and Tourism, grassroots staff will have very specific and easy-to-understand answers, which, in my opinion, will replace many training programs. This is a very meaningful book and suitable for the current digital transformation work."

Small book, big meaning

Speaking at the Handbook launching ceremony, on behalf of the Ministry's leaders, Deputy Minister of Culture, Sports and Tourism Phan Tam highly appreciated the units that compiled, reviewed and published this document in a short time but with very high quality and practicality.

The Deputy Minister said that, implementing the direction of the Politburo, the Secretariat, the Government and the Prime Minister, in the past time, the Ministry of Culture, Sports and Tourism has proactively advised the Government to issue two important decrees, Decree No. 137/2025/ND-CP and Decree No. 138/2025/ND-CP dated June 12, 2025, marking a major step forward in concretizing decentralization and decentralization in the fields of culture, sports and tourism.

Immediately afterwards, the Minister of Culture, Sports and Tourism signed and issued Circular No. 09/2025/TT-BVHTTDL dated June 12, 2025, providing specific guidance on the division of authority between the two levels of government.

This is a series of actions that clearly demonstrate the attention and close direction of the Ministry's leaders, especially Minister Nguyen Van Hung, in accompanying localities, especially at the commune level, where policies are directly implemented and closest to the people.

“However, to effectively implement decrees and circulars, not only legal documents are needed, but also specific, easy-to-understand, and easy-to-apply support tools are needed. From that reality, the Handbook was born as a practical support document specifically for commune-level officials,” said Deputy Minister Phan Tam.

After the launching ceremony, so that the Handbook can reach every commune-level official, "every commune-level official can access it at any time, by phone, computer, more conveniently and flexibly", Deputy Minister Phan Tam suggested that the units under the Ministry as well as the Departments of Culture, Sports and Tourism, Culture and Information, and Tourism Departments of provinces and cities also proactively post it on their official websites and social networks.

At the same time, Deputy Minister Phan Tam also requested the Center for Digital Transformation of Culture, Sports and Tourism to urgently complete the interface and integrate convenient search tools to turn the electronic version of the Handbook into a "living" tool, continuously updated and connected to local practices.

The Departments of Culture, Sports and Tourism, Culture and Sports, and Tourism proactively disseminate, organize training, and support commune levels to grasp the content of decentralization. "Consider this a part of the work of accompanying the grassroots, not simply disseminating documents," Deputy Minister Phan Tam requested. In addition, the Deputy Minister hopes that the People's Committees at the commune level need to carefully study and flexibly apply according to local conditions; at the same time, boldly propose and reflect on remaining problems so that all levels and sectors can promptly resolve them.

The Deputy Minister also hopes that press, television and news agencies will join in spreading information about this Handbook. “This is not only a professional document but also a state management initiative aimed at the grassroots level, for the people.

The attention and sharing of journalists will help the Handbook reach the right people, in the right place, and with the right needs," said the Deputy Minister. The Handbook is not only a legal publication, it is also a symbol of the new approach of the Ministry of Culture, Sports and Tourism, proactively accompanying and supporting local authorities to perform public duties more effectively, in accordance with the law and closer to the people.
